1. create

create是一个常用的用法，也是字面意思“创造”。create是个用途比较广泛的词，因为后面可以跟的宾语比较多，future、approach等等，都可以create。所以如果不好翻，最简单的就是翻译成create。

有几个例子：

We need consultation on an equal footing to create a future of shared benefits.
