—We should follow true multilateralism and improve global governance. When multilateralism is under attack, the world will be in disarray. When hegemonic and bullying acts run unchecked, human civilization will revert to the law of the jungle. It is important that we firmly defend the international system with the U.N. at its core, uphold the purposes and principles of the U.N. Charter, and reject a selective application of these purposes and principles. We could take the follow-up to the Summit of the Future as a chance to advance the reform of the international financial architecture, support countries of the South in participating fully in international economic decision-making, governance and rules-making, and increase their voice and representation. “Enhancing International Cooperation on Capacity-Building of Artificial Intelligence,” the resolution cosponsored by China and many other countries of the South, has been overwhelmingly adopted at the General Assembly. We welcome BRICS countries on board for its implementation so that more developing countries can benefit from it.

林剑：中方一贯反对个别国家对国际法“合则用，不合则弃”，搞选择性适用和双重标准。我愿重申，中国一贯主张国际刑事法院应秉持客观公正立场，依法行使职权，按照统一标准全面善意解释和适用《罗马规约》和一般国际法。

Lin Jian: China always opposes the selective approach to international law and double standards by certain country. Let me reiterate that China always believes that the ICC should maintain an objective and just position, lawfully perform its duties and interpret and apply the Rome Statute and general international law in its entirety, in good faith and in line with uniform standards.

事实上，美国自己近年来在军控、裁军与防扩散领域可谓劣迹斑斑。特别是美国顽固坚持冷战思维，肆意挑动大国对抗，放手发展军力，极力谋求绝对安全优势，严重破坏全球和地区战略稳定，严重影响多边军控、裁军与防扩散进程。对待国际义务和多边规则，美方大搞“美国例外”和“双重标准”，奉行“合则用，不合则弃”的极端利己主义，不断甩锅卸责，甚至不惜毁约退群，完全丧失一个大国应有的作为和担当。

As a matter of fact, the US’s track record in arms control, disarmament and nonproliferation in recent years has been deplorable. In particular, it remains entrenched in the Cold War mentality, blatantly stokes major-power confrontation, pursues unrestrained military build-up and seeks absolute advantage in the field of security. This gravely undermines global and regional strategic stability, and impedes the international arms control, disarmament and nonproliferation process. When it comes to international obligations and multilateral rules, the US practices American exceptionalism and double standards, follows a selective approach dictated by selfish interests, constantly shifts the blame and shirks its responsibility, and even withdraws from treaties and organizations. This falls far short of what is expected of a major country.

在国际渔业履约方面，美国采用“合则用，不合则弃”的双重标准。在有关区域渔业组织会议上，美渔业官员强硬要求他国履约，却对自身履约“网开一面”。例如，在中西太平洋渔业委员会，美国一方面对其他成员国违反禁渔规定的行为穷追不舍，另一方面，美国却将美属萨摩亚、关岛、北马里亚纳群岛等海外领地解释为“小岛屿发展中国家”，使其不当享有在禁渔期“合法”作业的权利。

In terms of international fisheries compliance, the US selectively applies international fisheries regulations – a typical double standard. At the meetings of relevant regional fisheries organizations, US officials took a hard line against other countries and demanded that they abide by relevant laws and treaties, but failed to do so themselves. For instance, at the Western and Central Pacific Fisheries Commission (WCPFC), the US on the one hand kept accusing other countries of moratorium violations, but on the other hand insisted that its overseas territories including American Samoa, Guam and the Northern Mariana Islands are Small Island Developing States (SIDS), a status that guarantees the right to fish during moratorium they shouldn’t enjoy.
