——我们要建设“和平金砖”，做共同安全的维护者。人类是不可分割的安全共同体。只有践行共同、综合、合作、可持续的安全观，才能走出一条普遍安全之路。乌克兰危机还在延宕。中国和巴西会同有关“全球南方”国家发起了乌克兰危机“和平之友”小组，旨在汇集更多致力于和平的声音。我们要坚持“战场不外溢、战事不升级、各方不拱火”三原则，推动局势尽快缓和。加沙地区的人道主义形势持续恶化，黎巴嫩战火又起，相关各方间的冲突还在进一步升级。我们要推动尽快停火、停止杀戮，为全面、公正、持久解决巴勒斯坦问题不懈努力。

—We should build a BRICS committed to peace, and we must all act as defenders of common security. We humans are an indivisible community of security. Only by embracing the vision of common, comprehensive, cooperative and sustainable security can we pave the way for universal security. The Ukraine crisis still persists. China and Brazil, in collaboration with other countries from the Global South, initiated a group of Friends for Peace to address the crisis. The aim is to gather more voices advocating peace. We must uphold the three key principles: no expansion of the battlefields, no escalation of hostilities, and no fanning flames, and strive for swift deescalation of the situation. While the humanitarian situation in Gaza continues to deteriorate, the flames of war have once again been rekindled in Lebanon, and conflicts are escalating among the parties. We must promote an immediate ceasefire and an end to the killing. We must make unremitting efforts toward a comprehensive, just and lasting resolution of the Palestinian question.

全球安全治理也是全球治理的重要组成部分。二十国集团要支持联合国及其安理会发挥更大作用，支持一切有利于和平解决危机的努力。要本着“战场不外溢、战事不升级、各方不拱火”原则，推动乌克兰危机局势降温，寻求政治解决之道。中国和巴西会同有关全球南方国家共同发起了乌克兰危机“和平之友”小组，旨在汇集更多致力于和平的声音。加沙战火给人民带来沉重苦难，要尽快推动各方停火止战，为缓解地区人道主义危机和战后重建提供支持。解决巴以冲突循环往复的根本出路是落实“两国方案”，恢复巴勒斯坦民族合法权利，建立独立的巴勒斯坦国。

Global security governance is part and parcel of global governance. The G20 should support the U.N. and its Security Council in playing a greater role, and support all efforts conducive to the peaceful settlement of crises. To deescalate the Ukraine crisis and seek a political settlement, we should follow the principles of no expansion of the battlefields, no escalation of hostilities and no fanning flames. China and Brazil, together with some other Global South countries, launched the group of “friends for peace” on the Ukraine crisis, with the goal of bringing together more voices for peace. The fighting in Gaza has inflicted deep suffering on the people. It is urgent for all sides to stop fighting, end the war, and provide support for easing the humanitarian crisis in the region and for postwar reconstruction. The fundamental way out of the cycle of Palestinian-Israeli conflict lies in the implementation of the two-State solution, the restoration of Palestine’s legitimate national rights, and the establishment of an independent State of Palestine.

——我们要倡导共同安全，实现持久和平。在国与国相互依存的今天，人类是不可分割的安全共同体。任何国家都无权操控全球安全议程，更不应将本国安全建立于他国的不安全之上。我们要用好金砖国家外长会晤、安全事务高级代表会议等机制，就国际地区热点问题加强协调，携手应对各类挑战。乌克兰问题上，我们要坚持战场不外溢、战事不升级、各方不拱火，以对话谈判解决危机。巴西和中方联合发表了“六点共识”，已得到100多个国家不同程度的积极回应。巴勒斯坦问题上，中方坚定同阿拉伯国家站在一起。我们要推动加沙尽快全面、持久停火，支持巴勒斯坦成为联合国正式会员国，落实“两国方案”，实现中东地区持久和平。

—We should promote common security and strive for lasting peace. In today’s world where countries are dependent on each other, humanity live in an inseparable community of security. No country has the right to manipulate the global security agenda or seek its own security at the expense of others. It is important that we make good use of such BRICS mechanisms as the Meeting of Ministers of Foreign Affairs / International Relations and the Meeting of National Security Advisers and High Representatives on National Security to strengthen coordination on international and regional hotspots and make a joint response to the various challenges we face. On Ukraine, we should uphold the principles of no expansion of the battlefield, no escalation of fighting and no fanning the flames by any party, and encourage dialogue and negotiation for the settlement of the crisis. The six-point common understanding jointly released by Brazil and China to this end has received varying degrees of positive response from over 100 countries. On Palestine, China stands firmly with Arab countries. We must push for the early realization of a comprehensive and lasting ceasefire in Gaza, support Palestine’s full U.N. membership, and implement the two-State solution, in a bid to bring enduring peace to the Middle East.

和平安全是各国人民普遍期待，铸剑为犁是联合国会员国共同目标。中方主张遵循“战场不外溢、战事不升级、各方不拱火”原则，推动乌克兰危机尽快降温，为适时启动和谈创造条件。加沙局势考验人类正义良知，当务之急是立即实现全面、可持续停火，缓解人道主义危机，落实“两国方案”，接纳巴勒斯坦成为联合国正式会员国。

Peace and security are the common aspiration of people around the world, and turning swords into ploughshares is the common goal of all U.N. member states. China advocates following the principles of no expansion of the battlefield, no escalation of fighting and no provocation by any party, to work for deescalation of the Ukraine crisis as soon as possible and create conditions for starting peace talks in due course. The Gaza situation is a test for justice and human conscience. The pressing priority is to achieve immediate, comprehensive and sustainable ceasefire, ease the humanitarian crisis, implement the two-State solution, and accept Palestine as a full U.N. member state.
