经过近70年的辛勤耕耘，中非关系正处于历史最好时期。面向未来，我提议，将中国同所有非洲建交国的双边关系提升到战略关系层面，将中非关系整体定位提升至新时代全天候中非命运共同体！

Thanks to nearly 70 years of tireless efforts from both sides, the China-Africa relationship is now at its best in history. With its future growth in mind, I propose that bilateral relations between China and all African countries having diplomatic ties with China be elevated to the level of strategic relations, and that the overall characterization of China-Africa relations be elevated to an all-weather China-Africa community with a shared future for the new era.

林剑：中方注意到非方对零关税举措的热切期待和积极反馈。零关税是中国主动扩大单边开放的重要举措，展现了中国愿意承担更多的国际义务，坚定扩大高水平对外开放。此举是中方践行真实亲诚对非政策理念和正确义利观的具象化体现，是中非携手共筑新时代全天候中非命运共同体的生动实践，在中非关系和国际关系史上具有划时代意义。

Lin Jian: China noted the earnest expectation and positive feedback from Africa regarding the zero-tariff treatment. This is an important measure of China taking the initiative to expand unilateral opening up. It demonstrates China’s willingness to shoulder more international obligations and steadily expand high-standard opening up. It is a vivid example of how China upholds the principle of sincerity, real results, amity and good faith and the principle of pursuing the greater good and shared interests with Africa, and how China and Africa jointly build an all-weather China-Africa community with a shared future for the new era. It can well be said that the policy is epoch-making in the history of China-Africa relations and international relations.

相信此访将推动中莫全面战略合作伙伴关系深入发展，为构建新时代全天候中非命运共同体，促进全球南方团结合作作出贡献。

It is believed that this visit will promote the in-depth development of China-Mozambique comprehensive strategic cooperative partnership, and make contributions to building the all-weather China-Africa community with a shared future for the new era and reinforcing the solidarity and cooperation in Global South.
