经过近70年的辛勤耕耘，中非关系正处于历史最好时期。面向未来，我提议，将中国同所有非洲建交国的双边关系提升到战略关系层面，将中非关系整体定位提升至新时代全天候中非命运共同体！

Thanks to nearly 70 years of tireless efforts from both sides, the China-Africa relationship is now at its best in history. With its future growth in mind, I propose that bilateral relations between China and all African countries having diplomatic ties with China be elevated to the level of strategic relations, and that the overall characterization of China-Africa relations be elevated to an all-weather China-Africa community with a shared future for the new era.

论坛成立以来，中非关系从“新型伙伴关系”、“新型战略伙伴关系”、到“全面战略合作伙伴关系”、再到“新时代全天候中非命运共同体”，战略性不断提升。

Since the inception of FOCAC, China-Africa relations have leapfrogged from “a new type of partnership” to “a new type of strategic partnership” to “a comprehensive strategic and cooperative partnership” and to “an all-weather China-Africa community with a shared future for the new era,” demonstrating growing strategic significance. 

和平安全合作是构建新时代全天候中非命运共同体的重要领域。本届中非合作论坛北京峰会期间，习近平主席宣布实施“助力非洲摆脱雷患行动”，这是中方推动全球安全倡议在非洲落地的务实举措之一。中方愿通过物资援助、人员培训、实地指导等方式，同非洲国家加强扫雷合作，帮助非洲早日摆脱地雷威胁，实现安全、稳定、可持续发展。

Peace and security cooperation is part and parcel of building an all-weather China-Africa community with a shared future for the new era. During the FOCAC Beijing Summit, President Xi Jinping announced an “action for a mine-free Africa,” a practical step by China to implement the Global Security Initiative in Africa. China stands ready to advance mine action cooperation with African countries through assistance supplies, personnel training and on-the-ground guidance to help Africa get rid of mines as early as possible and achieve secure, stable and sustainable development.

The Summit adopted the Beijing Declaration on Jointly Building an All-Weather China-Africa Community with a Shared Future for the New Era, and the Forum on China-Africa Cooperation Beijing Action Plan (2025-2027).
