President Xi Jinping often says that actions speak louder than words and that success is one part planning and nine parts implementation. Today, the meeting launched the Call to Action on Global Governance Reform. Going forward, we should translate the Call into action and vision into outcome.

阿拉伯谚语讲，“被行动证明的语言是最有力的语言”。习近平主席经常强调，“行胜于言”。我们要同心聚力、携手前行，在构建中阿命运共同体的阳光大道上当好行动派、实干家，把蓝图化为成果，把愿景变成现实。让我们以此次论坛部长会为新起点，共创中阿关系更加美好的明天！

As an Arab saying goes, “Words proved by action are the most powerful.” President Xi Jinping said on a number of occasions that what you do is more important than what you say. Let us take real action to translate the blueprint for a China-Arab community with a shared future into reality. Let us take the Ministerial Conference as a new start to create a brighter future for China-Arab relations!

以实则治，行胜于言。中美曾共同努力促成《巴黎协定》，却因为美国放弃，影响了全球气候治理和协定的全面有效实施。对于美国的回归，中方以建设性的姿态和国际社会一道，表示了欢迎。我们希望美方切实承担起应尽的责任，尽快提出并认真执行具体的减排政策措施，兑现出资承诺，不要再朝令夕改。

Successful governance relies on solid action and actions speak louder than words. China and the US made joint efforts to promote the conclusion of the Paris Agreement, but later the US withdrawal disrupted global climate governance and the full and effective implementation of the agreement. The Chinese side welcomed the return of the US with a constructive attitude together with the international community. We hope that the US side will earnestly shoulder its due responsibilities, come up with and implement specific policies and measures on emissions reduction as soon as possible, honor its funding commitments, and stop chopping and changing all the time.

“行胜于言”，在中方宣布上述伙伴计划的同时，有关承诺已经开始变为现实。近期一些中非合作的光纤骨干网项目将在非洲落地，9月起还将先后举办非洲产品电商推广季、中非北斗合作论坛等活动。我们还将与非方保持沟通，共同设计未来三年数字领域务实合作举措，并纳入年底新一届中非合作论坛会议成果文件，推动中非数字合作再上新台阶。

Actions speak louder than words. As China announced the partnership plan, relevant commitments have already begun to translate into reality. Some optic fiber backbone projects undertaken with China-Africa cooperation will soon start in Africa. Starting from September, there will be a season of promotion through e-commerce for African products and the China-Africa Beidou Cooperation Forum, among other events. We will maintain communication with the African side to jointly design practical cooperation measures in the digital area for the coming three years and include them in the list of deliverables of the FOCAC meeting to be held at the end of the year to bring China-Africa digital cooperation to a new height.
