很高兴出席二十国集团外长会。感谢巴西主席国为此作出的努力。
It is a pleasure to attend the G20 Foreign Ministers’ Meeting. I would like to thank the President, Brazil, for its hard work.
今年二十国集团峰会的主题是“构建公正世界和可持续星球”，这回应了时代呼声，契合了人民愿望。二十国集团成员理应承担大国责任，展现大国担当，彰显大国表率，以伙伴精神推进和完善全球治理，为构建公正世界和可持续星球不懈努力。
The theme of this year’s G20 summit is “building a just world and a sustainable planet.” This echoes the call of the times and meets the aspiration of the people. G20 members should shoulder responsibilities and set examples in a manner befitting major countries. We should advance and improve global governance in the spirit of partnership and make unremitting efforts for a just world and a sustainable planet.
习近平主席经常讲，“行胜于言”、“一分部署，九分落实”。今天，会议发起全球治理改革行动倡议，下一步要将倡议转化为行动，将愿景转化为成果。
President Xi Jinping often says that actions speak louder than words and that success is one part planning and nine parts implementation. Today, the meeting launched the Call to Action on Global Governance Reform. Going forward, we should translate the Call into action and vision into outcome.
二十国集团要做联合国改革的支持者。要坚持真正的多边主义，不搞“有选择的多边主义”。联合国作为全球治理核心平台，应更好履行维护世界和平、促进共同发展的职责使命。安理会改革应本着协商一致原则深入讨论，着眼于提高发展中国家的代表性。人工智能发展事关国际社会共同利益，联合国应在这一前沿技术治理中发挥中心作用。中方支持在联合国框架下建立人工智能治理机制，落实好联大关于加强人工智能能力建设国际合作决议。
The G20 should be supporters of U.N. reform. We should uphold true multilateralism, not selective multilateralism. The U.N., as the core platform for global governance, should better fulfill its mission of maintaining world peace and promoting common development. The reform of the Security Council should go through in-depth discussions in the spirit of consensus-building, and focus on boosting the representation of developing countries. The development of artificial intelligence (AI) concerns the common interests of the international community, and the U.N. should play a central role in the governance of this frontier technology. China supports establishing an AI governance mechanism within the U.N. framework and delivering on the U.N. General Assembly Resolution on Enhancing International Cooperation in Capacity-Building of Artificial Intelligence.
二十国集团要做全球经济金融治理改革的推动者。要进一步加强各国宏观政策协调，减少发达经济体政策调整的负面外溢效应。要落实《全球数字契约》，弥合南北“数字鸿沟”。要推进国际金融架构改革，如期开展世界银行2025年股权审议，明年6月前制定国际货币基金组织新的份额公式，赋予发展中国家更多代表性和话语权。中方支持古特雷斯秘书长推动全球金融体系改革的努力。
The G20 should be promoters of global economic and financial governance reform. We should further enhance macro policy coordination and reduce the negative spillover effect of policy adjustments made by advanced economies. We should implement the Global Digital Compact, and bridge the North-South digital divide. We should advance the reform of the global financial architecture. The World Bank should carry out shareholding review in 2025 as scheduled, and the International Monetary Fund (IMF) should develop a new quota formula by June 2025, so as to give developing countries greater representation and say. China supports the efforts of Secretary General António Guterres to promote reform of the global financial system.
二十国集团要做全球贸易治理改革的促进者。应该坚守建设开放型世界经济的初心，促进贸易投资自由化便利化，打造公正、公平、非歧视的贸易投资环境，反对各种形式的保护主义，让合作的桥梁越来越多、小院高墙式的贸易壁垒越来越少。要推动世贸组织争端解决机制恢复正常运转，并将《投资便利化协定》纳入世贸组织规则框架。要维护产业链供应链稳定畅通，反对设置歧视性、排他性规则，避免采取不符合世贸组织规则的市场扭曲措施。
The G20 should be boosters of global trade governance reform. We should stick to the original goal of building an open world economy, promote trade and investment liberalization and facilitation, and foster a just, fair and non-discriminatory environment for trade and investment. We should oppose protectionism of all forms, build more bridges of cooperation, and reduce “small yard, high fence” type of trade barriers. We should bring the dispute settlement mechanism of the World Trade Organization (WTO) back to normal operation, and include the Investment Facilitation for Development Agreement in the framework of WTO rules. We should maintain stable and smooth industrial and supply chains, reject discriminatory and exclusive rules, and avoid taking market-distorting measures inconsistent with WTO rules.
