党领导着力打赢污染防治攻坚战，深入实施大气、水、土壤污染防治三大行动计划，打好蓝天、碧水、净土保卫战，开展农村人居环境整治，全面禁止进口“洋垃圾”。开展中央生态环境保护督察，坚决查处一批破坏生态环境的重大典型案件、解决一批人民群众反映强烈的突出环境问题。我国积极参与全球环境与气候治理，作出力争二〇三〇年前实现碳达峰、二〇六〇年前实现碳中和的庄严承诺，体现了负责任大国的担当。

Under the Party’s leadership, China has achieved initial success in the critical battle against pollution. Three major action plans on addressing air, water, and soil pollution have been fully implemented. We have continued working to keep our skies blue, our waters clear, and our lands pollution-free, improved rural living environments, and completely banned the importation of solid waste. We have carried out central government environmental inspections, strictly investigated and prosecuted a number of major representative cases of ecological damage, and addressed a number of environmental problems that have aroused strong public concern. China has played an active role in global environmental and climate governance, and pledged to reach peak carbon emissions before 2030 and achieve carbon neutrality before 2060, demonstrating its commitment to act as a responsible major country.

我国建设性参与国际和地区热点问题政治解决，在气候变化、减贫、反恐、网络安全和维护地区安全等领域发挥积极作用。我国开展抗击新冠肺炎疫情国际合作，发起新中国成立以来最大规模的全球紧急人道主义行动，向众多国家特别是发展中国家提供物资援助、医疗支持、疫苗援助和合作，展现负责任大国形象。

China has played a constructive role in the political resolution of regional and international hotspot issues, and it has been a positive force on issues such as climate change, poverty reduction, counterterrorism, cyber security, and regional security. In combating Covid-19, China has engaged in international cooperation and launched the largest global emergency humanitarian operation since the founding of the People’s Republic, providing supplies, medical support, and vaccine assistance for many countries, especially developing countries, and engaging in vaccine cooperation with a number of them. China has thus built its image as a responsible major country.

中国始终坚持真正的多边主义，支持以联合国为核心的国际体系。中国高度重视对海洋的保护和可持续利用。作为负责任大国，中方深入参与全球海洋治理，有意愿、有能力为实施《协定》作出更大积极贡献。为促进实现《协定》宗旨和目标、维护国际社会的整体利益，中方决定申请将《协定》的秘书处设在中国厦门，已于1月16日将有关决定通知联合国秘书长。

China always upholds true multilateralism and supports the UN-centered international system. China attaches high importance to the conservation and sustainable use of the oceans. As a responsible major country, China is deeply involved in global marine governance, and is willing and capable of making even greater and positive contribution to the implementation of the BBNJ agreement. With the aim of realizing the purpose and objective of the agreement and safeguarding the overall interest of the international community, China has proposed to host the Secretariat of the agreement in Xiamen and presented the decision to the UN Secretary-General on January 16.

中柬泰三方继今年7月上海会晤、8月达成安宁共识后，再次聚首云南玉溪抚仙湖并达成共识，充分彰显中国在处理冲突问题上利而不害、为而不争、强而不霸的负责任大国形象。中方将继续以自己的方式为维护地区和平稳定、推进周边命运共同体建设作出应有的努力。

China, Cambodia and Thailand met in Shanghai in July and reached consensus in Anning in August. This week’s meeting and consensus by the Fuxian Lake in Yuxi, Yunnan once again shows China’s role as a benign and effective enabler and non-disruptive, non-competitive and non-hegemonic approach when it comes to resolving conflicts, and reflects China’s image as a responsible major country. China will continue to make due efforts in its own way to uphold regional peace and stability and advance the building of a community with a shared future with our neighbors.

毛宁：中方始终认为，对话谈判是解决乌克兰危机的唯一可行出路，我们支持一切有利于和平的努力。危机爆发以来，作为联合国安理会常任理事国和负责任大国，中方一直同包括俄、乌在内的有关各方保持沟通，为推动危机政治解决发挥建设性作用。
