党领导着力打赢污染防治攻坚战，深入实施大气、水、土壤污染防治三大行动计划，打好蓝天、碧水、净土保卫战，开展农村人居环境整治，全面禁止进口“洋垃圾”。开展中央生态环境保护督察，坚决查处一批破坏生态环境的重大典型案件、解决一批人民群众反映强烈的突出环境问题。我国积极参与全球环境与气候治理，作出力争二〇三〇年前实现碳达峰、二〇六〇年前实现碳中和的庄严承诺，体现了负责任大国的担当。

Under the Party’s leadership, China has achieved initial success in the critical battle against pollution. Three major action plans on addressing air, water, and soil pollution have been fully implemented. We have continued working to keep our skies blue, our waters clear, and our lands pollution-free, improved rural living environments, and completely banned the importation of solid waste. We have carried out central government environmental inspections, strictly investigated and prosecuted a number of major representative cases of ecological damage, and addressed a number of environmental problems that have aroused strong public concern. China has played an active role in global environmental and climate governance, and pledged to reach peak carbon emissions before 2030 and achieve carbon neutrality before 2060, demonstrating its commitment to act as a responsible major country.

我国建设性参与国际和地区热点问题政治解决，在气候变化、减贫、反恐、网络安全和维护地区安全等领域发挥积极作用。我国开展抗击新冠肺炎疫情国际合作，发起新中国成立以来最大规模的全球紧急人道主义行动，向众多国家特别是发展中国家提供物资援助、医疗支持、疫苗援助和合作，展现负责任大国形象。

China has played a constructive role in the political resolution of regional and international hotspot issues, and it has been a positive force on issues such as climate change, poverty reduction, counterterrorism, cyber security, and regional security. In combating Covid-19, China has engaged in international cooperation and launched the largest global emergency humanitarian operation since the founding of the People’s Republic, providing supplies, medical support, and vaccine assistance for many countries, especially developing countries, and engaging in vaccine cooperation with a number of them. China has thus built its image as a responsible major country.

毛宁：中方始终认为，对话谈判是解决乌克兰危机的唯一可行出路，我们支持一切有利于和平的努力。危机爆发以来，作为联合国安理会常任理事国和负责任大国，中方一直同包括俄、乌在内的有关各方保持沟通，为推动危机政治解决发挥建设性作用。

Mao Ning: China always believes that dialogue and negotiation are the only viable way out of the Ukraine crisis. We support all efforts conducive to peace. Since the crisis broke out, China, as a permanent member of the UN Security Council and a responsible major country, has maintained communication with relevant parties, including Russia and Ukraine, and played a constructive role in promoting the political settlement of the crisis.

随着新一轮科技革命和产业变革加速推进，国际社会越来越成为你中有我、我中有你的命运共同体。今年是习近平主席提出构建网络空间命运共同体理念十周年。前不久中方发布《全球治理倡议概念文件》，再次对网络空间、人工智能等治理紧迫性突出、治理赤字较大的领域提出要加大治理合作，共同应对挑战。中国作为负责任大国，发布《全球人工智能治理倡议》、《网络空间国际合作战略》，推动成立世界人工智能合作组织，为国际互联网治理贡献了中国力量。

As the new round of scientific and technological revolution and industrial transformation advance at a faster pace, the world is increasingly becoming a closely intertwined community with a shared future. This year marks the 10th anniversary of President Xi Jinping’s proposal of building a community with a shared future in cyberspace. The Concept Paper on the Global Governance Initiative released by China not long ago once again called for greater governance cooperation and joint efforts of tackling challenges in areas where governance is in urgent need and scant supply, such as cyberspace and AI. China, as a responsible major country, has proposed the Global AI Governance Initiative and the International Strategy of Cooperation on Cyberspace, and advocated to establish the World Artificial Intelligence Cooperation Organization, making China’s contribution to global internet governance.

郭嘉昆：今年是《巴黎协定》达成10周年和新一轮国家自主贡献提交年，全球气候治理迎来关键节点。今年以来，习近平主席在联合国秘书长古特雷斯和巴西总统卢拉共同主持的两场气候峰会上发表重要致辞，并宣布中国新一轮国家自主贡献，彰显中国在气候治理领域的引领作用和负责任大国形象。中方愿以中国成就、中国方案，为全球气候治理注入更强劲信心和动力，并希望与各方一道，高举多边主义旗帜，加强团结协作，推动全球绿色低碳转型，共建清洁美丽世界。预祝本次会议取得圆满成功，为世界留下“巴西印记”，成为应对全球气候变化的重要里程碑。

Guo Jiakun: This year is a pivotal one for global climate governance, as it marks the 10th anniversary of the Paris Agreement and is the year for countries to submit their new Nationally Determined Contributions (NDCs). Just last month, President Xi Jinping delivered important remarks at two climate summits co-chaired by UN Secretary General António Guterres and Brazilian President Lula. In his speech, President Xi announced China’s new NDCs, demonstrating China’s leading role in climate governance and its image as a responsible major country. By delivering its climate goals and offering more climate solutions, China hopes to bolster the confidence and effort worldwide to uplift global climate governance. We hope to work with all parties to hold high the banner of multilateralism, enhance solidarity and coordination, enable the global green and low-carbon transition and build a clean and beautiful world. We wish the Belém Climate Summit a great success, and hope the summit will leave Brazil’s legacy for our shared planet and become a milestone in global climate response.
