Combining the Great Strength of the Global South to Build Together a Community with a Shared Future for Mankind

无论国际形势如何变化，中国始终心系“全球南方”、扎根“全球南方”，支持更多“全球南方”国家以正式成员、伙伴国、“金砖+”等形式加入金砖事业，汇聚“全球南方”磅礴力量，共同推动构建人类命运共同体。

No matter how the international landscape evolves, we in China will always keep the Global South in our heart, and maintain our roots in the Global South. We support more Global South countries in joining the cause of BRICS as full members, partner countries or in the “BRICS Plus” format so that we can combine the great strength of the Global South to build together a community with a shared future for mankind.

我们继续敞开胸怀拥抱世界。上合组织天津峰会、全球妇女峰会成功举办，海南自贸港全岛封关运作。为更好应对气候变化，我国宣布新一轮国家自主贡献。继“三大倡议”之后，我提出全球治理倡议，推动建设更加公正合理的全球治理体系。当今世界变乱交织，一些地区仍被战火笼罩。中国始终站在历史正确一边，愿同各国携手促进世界和平发展，推动构建人类命运共同体。

We continued to embrace the world with open arms. The Shanghai Cooperation Organization Summit in Tianjin and the Global Leaders' Meeting on Women were very successful; and island-wide special customs operations were launched in the Hainan Free Trade Port. To better address climate change, China announced new Nationally Determined Contributions. After announcing the three global initiatives on development, security, and civilization, I put forward the Global Governance Initiative to promote a more just and equitable global governance system. The world today is undergoing both changes and turbulence, and some regions are still engulfed in war. China always stands on the right side of history, and is ready to work with all countries to advance world peace and development and build a community with a shared future for humanity.

第三，我们将为构建周边命运共同体作出更积极努力。构建人类命运共同体是中国外交的崇高目标，是需要不懈努力、持续推进的历史进程。周边是推动构建人类命运共同体的关键。

Third, we will work more actively to build a community with a shared future with neighboring countries. This is a noble goal of China’s diplomacy and a historical process that requires relentless and continuous efforts. Our relations with neighboring countries play a key role in advancing this endeavor.

中国始终践行习近平生态文明思想，落实四大全球倡议。作为深海远洋活动大国，中国高度重视海洋环保，深入参与《协定》谈判，为《协定》达成作出重要贡献。中国在《协定》开放签署首日即签署《协定》，成为首批签署国，并在《协定》生效前向联合国秘书长交存批准书，成为首批缔约国，充分彰显支持多边主义的大国担当，有利于推动《协定》获得普遍参与，维护人类共同福祉。中方愿同各方一道，支持全面、准确、有效实施《协定》，守护好、建设好人类的蓝色家园，为推动构建人类命运共同体而不懈努力。

China acts in accordance with the Xi Jinping Thought on Ecological Civilization and works to implement the four major global initiatives. As a major country in terms of deep-sea and ocean activities, China attaches great importance to the protection of marine environment, and has been deeply involved in the negotiations for the BBNJ Agreement and made important contribution to its conclusion. China signed the agreement on the first day when it was opened for signature, one of the first countries to do so, and China deposited with the UN secretary-general the instrument of ratification before it enters into force, becoming one of the first party states to the agreement. This fully demonstrates China’s sense of responsibility as a major country and support for multilateralism, and will help encourage extensive participation in the agreement and safeguard the common wellbeing of humanity. China stands ready to work with other parties to support the full, accurate and effective implementation of the agreement, protect and develop well the blue home of humanity, and contribute to the building of a community with a shared future for humanity.
