无论国际形势如何变化，中国始终心系“全球南方”、扎根“全球南方”，支持更多“全球南方”国家以正式成员、伙伴国、“金砖+”等形式加入金砖事业，汇聚“全球南方”磅礴力量，共同推动构建人类命运共同体。

No matter how the international landscape evolves, we in China will always keep the Global South in our heart, and maintain our roots in the Global South. We support more Global South countries in joining the cause of BRICS as full members, partner countries or in the “BRICS Plus” format so that we can combine the great strength of the Global South to build together a community with a shared future for mankind.

中国和俄罗斯都是具有重要影响力的大国，是维护全球战略稳定、完善全球治理的建设性力量。中俄关系具有清晰历史逻辑、强大内生动力、深厚文明底蕴，不针对第三方，也不受制于任何第三方。双方要共同抵制任何干扰破坏中俄友谊和互信的图谋，不为一时一事所惑，不为风高浪急所扰，以中俄战略协作的确定性和坚韧性共同推动世界多极化进程，共同推动构建人类命运共同体。

China and Russia are both major countries with significant influence in the world. The two nations are constructive forces for maintaining global strategic stability and for improving global governance. Our bilateral relationship is founded upon a clear historical logic, sustained by strong internal drive, and rooted in profound cultural heritage. Our relationship is neither directed against nor swayed by any third party. Together we must foil all schemes to disrupt or undermine our bonds of amity and trust, and we must not be baffled by transient matters or unsettled by formidable challenges. We must leverage the certainty and resilience of our partnership of strategic coordination to jointly accelerate the shift toward a multipolar world and build a community with a shared future for mankind.

——我们要坚定捍卫国际公平正义。当今世界，和平赤字、发展赤字、安全赤字、治理赤字有增无减。我提出推动构建人类命运共同体，提出全球发展倡议、全球安全倡议、全球文明倡议，就是为了破解上述赤字，以公平正义为理念积极引领全球治理体系变革。

—We must firmly defend international fairness and justice. Now, the global deficits in peace, development, security and governance continue to widen unabated. To address these deficits, I have proposed to build a community with a shared future for mankind and put forward the Global Development Initiative, the Global Security Initiative, and the Global Civilization Initiative as a way forward to steer the reform of the global governance system toward greater fairness and justice.

郭嘉昆：中方多次强调，应对气候变化不是别人要我们做，而是我们自己必须要做。这是中国可持续发展的内在要求，也是推动构建人类命运共同体的责任与担当。中国已建成世界上最大的清洁电力供应体系、最完整的新能源产业链，并将用全球最短时间实现最高碳排放降幅。无论国际形势如何变幻，中国将同欧洲国家以及其他各方一道，坚定维护真正的多边主义，全面完整、善意有效履行《联合国气候变化框架公约》及其《巴黎协定》，合力应对气候变化这一全球性挑战，共同推进绿色低碳发展。

Guo Jiakun: We’ve stressed more than once that climate response is not something asked of us, but something we are doing on our own initiative. Addressing climate change is what we must do if China wants to achieve sustainable development and also part of what China is willing to fulfill for the world to build a community with a shared future for mankind. China has developed the world’s largest clean energy supply system and the most complete new energy industrial chain. China will make the world’s biggest cut in carbon emission intensity in the shortest time frame ever seen in history. No matter how the international landscape may change, China will work with European countries and other parties to resolutely defend true multilateralism, stay committed to the full and effective implementation of the UNFCCC and the Paris Agreement with goodwill, make concerted effort in addressing the global challenge of climate change and jointly advance green and low-carbon development.
