本次会议是首届中阿峰会成功举办后，论坛首次召开部长级会议，会议的主题是全力推动中阿命运共同体建设。我们高兴地看到，首届中阿峰会举办以来，在习近平主席和阿拉伯国家领导人的指引下，中阿命运共同体建设取得明显进展，中阿关系进入了历史最好时期。

This is the first ministerial conference of the Forum since our leaders met for the first China-Arab States Summit in 2022. The theme of our Conference is Working Toward a China-Arab Community with a Shared Future. We are pleased that significant progress has been made in building a China-Arab community with a shared future under the guidance of Arab leaders and President Xi Jinping since their first summit and that the China-Arab relationship is now at its best in history. 

林剑：去年9月，中非合作论坛北京峰会成功举行，习近平主席出席峰会开幕式并发表主旨讲话，中非双方就携手推进现代化、构建新时代全天候中非命运共同体达成广泛共识，中非关系进入历史最好时期。峰会后，中非双方密切配合，积极落实中非领导人共识和峰会成果，取得重要进展，形成一大批“早期收获”。

Lin Jian: Last September, the Beijing Summit of FOCAC was successfully held. President Xi Jinping attended the opening ceremony of the summit and delivered a keynote speech. China and Africa reached extensive common understandings on joining hands to advance modernization and building an all-weather China-Africa community with a shared future for the new era. The China-Africa relationship has been at its best in history. Since then, the two sides have been working closely together to actively implement the common understandings reached by the leaders and the outcomes of the summit. The two sides have made important progress and achieved many early harvests.  

今年是中非合作论坛成立25周年，中非关系实现了跨越式发展，进入了历史最好时期。去年9月中非合作论坛北京峰会上，习近平主席提出中非携手推进现代化的六大主张和“十大伙伴行动”，为中非合作高质量发展绘就了新蓝图，注入了新动力。再过半个月，中非合作论坛成果落实协调人部长级会议将在湖南长沙召开。我们将以这次会议为契机，为落实好双方领导人共识再充一次电，再加一把力，加快推进中非共同的现代化。

This year marks the 25th anniversary of FOCAC. The relationship between China and Africa has experienced leapfrog development and is at its best in history. At the FOCAC Beijing summit last September, President Xi Jinping made six propositions on modernization and proposed ten partnership actions that China and Africa can pursue together. This has laid out a new blueprint and injected fresh impetus into the high-quality cooperation between the two sides. In about two weeks, the ministerial coordinators’ meeting on the implementation of FOCAC outcomes will be held in Changsha, Hunan. We hope that this meeting will further boost our effort to implement the common understandings reached by the leaders of both sides and accelerate modernization in both China and Africa.

在中国和阿拉伯国家元首的战略指引下，当前中阿关系处于历史最好时期。双方在涉及彼此核心利益问题上坚定相互支持，共建“一带一路”合作成果丰硕，中阿贸易额超过4000亿美元；双方都致力于促进地区和平稳定，维护国际公平正义，这体现出中阿战略伙伴关系的高水平。去年5月，习近平主席出席中阿合作论坛第十届部长级会议开幕式并发表主旨讲话，宣布2026年在中国举办第二届中阿峰会，这必将成为中阿关系史上又一座重要里程碑。中方愿同阿方一道，以举办第二届中阿峰会为契机，携手推进现代化，构建高水平中阿命运共同体。

Thanks to the strategic guidance of heads of state of China and Arab states, the current China-Arab relationship is at its best in history. The two sides have rendered each other firm support on issues concerning each other’s core interests, the Belt and Road cooperation yielded fruitful results, and trade volume between China and the Arab states surged to over US$400 billion. The two sides are committed to promoting regional peace and stability, and upholding international fairness and justice, which fully speaks to the high level of China-Arab strategic partnership. In May last year, President Xi Jinping attended the opening ceremony of the 10th ministerial meeting of the China-Arab States Cooperation Forum and delivered a keynote speech. President Xi announced that we will host the second China-Arab States Summit in China in 2026, which will be another milestone in China-Arab relations. China stands ready to work with Arab states to take the second Summit as an opportunity to jointly achieve modernization and build a China-Arab community with a shared future at a higher level.
