As human civilization marches forward in big strides, factors of insecurity, instability and uncertainty are evidently increasing.

面对世界之变、时代之变、历史之变，习近平主席敏锐把握世界大势，站在全人类长远发展的战略高度，以宏阔的全球视野和深厚的人民情怀，指出为了应对百年变局，关键要有识变之智、应变之方、求变之勇。

Amidst changes of historical significance across the world during our times unfolding in ways like never before, President Xi Jinping has keen observation of the development trend in the world, and stands at the strategic height of long-term development of humanity with a global vision and people-centered philosophy. 四是因应加速演进的百年变局。世界局势变乱交织，中哈全方位互利合作既面临新威胁新挑战，也迎来新机遇新空间。中国人讲，危与机总是相辅相生，危中有机，危可转机。中方愿同哈方携手应对世界之变、时代之变、历史之变，在危机中育新机，于变局中开新局，坚决捍卫以联合国为核心的国际体系和以国际法为基础的国际秩序，践行真正的多边主义，反对霸权主义、强权政治、阵营对抗，推进平等有序的世界多极化和普惠包容的经济全球化，为维护世界和平稳定注入更多正能量和稳定性，作出更多中哈贡献。

Fourth, our two countries need to be responsive to the accelerated changes on a scale unseen in a century that are unfolding across the world. Changes and turbulence in the global landscape pose new threats and new challenges, but also bring new opportunities and create new possibilities for all-round cooperation of mutual benefit between China and Kazakhstan. We Chinese believe that in every challenge lies an opportunity, and that challenges and opportunities are interchangeable. China stands ready to join hands with Kazakhstan in response to the changes of historic significance that are taking place in our world and in our times. We need to foster new opportunities amid crises, and open up new horizons on a shifting landscape. China will work with Kazakhstan to uphold the international system with the United Nations at its core and the international order underpinned by international law, act on true multilateralism, oppose hegemonism, power politics and bloc confrontation. We will work together to build an equal and orderly multipolar world, promote universally beneficial and inclusive economic globalization, and bring about more positivity and certainty to world peace and stability.

当前，世界之变、时代之变、历史之变正以前所未有的方式展开，世界进入新的动荡变革期。总体国家安全观强调统筹自身安全和共同安全，推动树立共同、综合、合作、可持续的全球安全观，共同构建普遍安全的人类命运共同体。在对外工作中，我们以坚定意志和顽强斗争有效维护国家主权、安全、发展利益，同时积极推动双多边安全交流合作，完善全球安全治理体系。面对变乱交织的国际安全形势，习近平主席郑重提出全球安全倡议，倡导走出一条对话而不对抗、结伴而不结盟、共赢而非零和的新型安全之路，为破解全球安全困境提供了中国方案。去年底举行的中央外事工作会议指出，构建人类命运共同体是新时代中国特色大国外交追求的崇高目标，要以落实全球发展倡议、全球安全倡议、全球文明倡议为战略引领，推动世界走向和平、安全、繁荣、进步的光明前景。

In our external work, we have effectively upheld China’s sovereignty, security and development interests with a firm will and an indomitable fighting spirit, actively promoted bilateral and multilateral security exchanges and cooperation, and improved the global security governance system. To address the prevalent turbulence and instability in today’s world, President Xi Jinping proposed the Global Security Initiative, which advocates a new path to security that chooses dialogue, partnership and win-win over confrontation, alliance and zero-sum game, providing China’s solution to the global security predicament. At the Central Conference on Work Relating to Foreign Affairs at the end of last year, it was pointed out that building a community with a shared future for mankind is the noble goal pursued by China in conducting major-country diplomacy with Chinese characteristics for the new era; The strategic guidance comes from the implementation of the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative; On this basis, we seek to usher in a bright future of peace, security, prosperity and progress for our world.
