——我们要坚持发展优先，破解发展难题。发展是人类社会的永恒主题，是时代进步的重要标尺。习近平主席提出全球发展倡议，得到联合国和广大发展中国家积极支持。金砖要发挥自身优势，推动将发展问题置于联合国工作中心位置，关注发展中国家的现实困难，敦促发达国家切实履行承诺，为2030年可持续发展议程注入更强动力。要聚焦发展中国家在减贫、发展筹资、能源和粮食安全等方面迫切需求，抢抓科技革命和产业变革机遇，培育高质量发展新动能。

—We should stay focused on development as a priority and remove hinderance to development. Development is an eternal pursuit of humanity and a major yardstick of the progress of times. The Global Development Initiative proposed by President Xi Jinping has received active support from the U.N. and a vast number of developing countries. BRICS should harness its strengths to drive development to the center of the U.N. agenda, stay attentive to the difficulties facing developing countries, urge developed countries to honor their promises, and give a stronger boost to the 2030 Agenda for Sustainable Development. It is important to keep in mind the urgent needs of developing countries in poverty reduction, development financing, and energy and food security, and seize the opportunities presented by the technological revolution and industrial transformation to foster new drivers for high-quality development.

二是发展工程。中方愿同拉方共同落实全球发展倡议，坚定维护多边贸易体制，维护全球产业链供应链稳定畅通，维护开放合作的国际环境。双方要加强发展战略对接，深入推进高质量共建“一带一路”，深化基础设施、农业粮食、能源矿产等传统领域合作，拓展清洁能源、5G通信、数字经济、人工智能等新兴领域合作，实施中拉科技伙伴计划。中方将进口更多拉方优质产品，鼓励中国企业扩大对拉投资。为支持拉美和加勒比国家发展，中方将向拉方提供660亿元人民币信贷资金额度。

The second is Development Program. China will work with LAC countries to implement the Global Development Initiative. We will resolutely uphold the multilateral trading system, ensure stable, unimpeded global industrial and supply chains, and promote an international environment of openness and cooperation. We should foster greater synergy between our development strategies, expand high-quality Belt and Road cooperation, and bolster cooperation in traditional areas such as infrastructure, agriculture and food, and energy and minerals. We should expand cooperation in emerging areas such as clean energy, 5G telecommunications, the digital economy and artificial intelligence, and carry out the China-LAC Science and Technology Partnership. China will increase imports of quality products from LAC countries, and encourage its enterprises to expand investment in the LAC region. We will provide a RMB66 billion yuan credit line to support LAC countries’ development.

——我们要坚定捍卫国际公平正义。当今世界，和平赤字、发展赤字、安全赤字、治理赤字有增无减。我提出推动构建人类命运共同体，提出全球发展倡议、全球安全倡议、全球文明倡议，就是为了破解上述赤字，以公平正义为理念积极引领全球治理体系变革。

—We must firmly defend international fairness and justice. Now, the global deficits in peace, development, security and governance continue to widen unabated. To address these deficits, I have proposed to build a community with a shared future for mankind and put forward the Global Development Initiative, the Global Security Initiative, and the Global Civilization Initiative as a way forward to steer the reform of the global governance system toward greater fairness and justice.

——密切多边协作，促进亚洲繁荣振兴。今年是中国人民抗日战争暨世界反法西斯战争胜利80周年，也是联合国成立80周年。要坚定维护以联合国为核心的国际体系和以国际法为基础的国际秩序，积极落实全球发展倡议、全球安全倡议、全球文明倡议，推动平等有序的世界多极化、普惠包容的经济全球化，同广大全球南方国家一道，捍卫发展中国家共同利益。贸易战、关税战没有赢家，保护主义没有出路。要坚定维护多边贸易体制，维护全球产业链供应链稳定，维护开放合作的国际环境。要加强在东亚合作、澜湄合作等机制内协调配合，为变乱交织的世界注入更多稳定性和正能量。

—We should enhance multilateral collaboration and promote Asia’s prosperity and revitalization. This year marks the 80th anniversary of the victory in the Chinese People’s War of Resistance Against Japanese Aggression and the World Anti-Fascist War as well as the 80th anniversary of the founding of the United Nations. Our two countries should firmly uphold the U.N.-centered international system and the international order underpinned by international law. It is important that we pursue the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative. It is also important that we promote an equal and orderly multipolar world and a universally beneficial and inclusive economic globalization. We should work together with the Global South to uphold the common interests of developing countries. Trade war and tariff war will produce no winner, and protectionism will lead nowhere. Our two countries should resolutely safeguard the multilateral trading system, stable global industrial and supply chains, and an open and cooperative international environment. We should strengthen coordination in mechanisms such as East Asia cooperation and Lancang-Mekong cooperation, so as to ensure more stability for a changing and turbulent world and inject more positive energy in it.
