—We should stay focused on development as a priority and remove hinderance to development. Development is an eternal pursuit of humanity and a major yardstick of the progress of times. The Global Development Initiative proposed by President Xi Jinping has received active support from the U.N. and a vast number of developing countries. BRICS should harness its strengths to drive development to the center of the U.N. agenda, stay attentive to the difficulties facing developing countries, urge developed countries to honor their promises, and give a stronger boost to the 2030 Agenda for Sustainable Development. It is important to keep in mind the urgent needs of developing countries in poverty reduction, development financing, and energy and food security, and seize the opportunities presented by the technological revolution and industrial transformation to foster new drivers for high-quality development.

Facing a complex and challenging international landscape, China’s economy has made progress while maintaining overall stability. High-quality development is steadily advanced and new quality productive forces are full of vigor. China has offered the rest of the world opportunities through sound development driven by new quality productive forces. Under the Global Development Initiative, over US$23 billion has been mobilized to help the Global South thrive and prosper and more than 1,800 cooperation projects have been carried out. High-quality Belt and Road cooperation lifted over 40 million people out of poverty in total. China has hosted the China International Import Expo, the China International Consumer Products Expo, the China Import and Export Fair, the China International Fair for Trade in Services, the China International Supply Chain Expo, and other events. We give all least developed countries having diplomatic relations with China zero-tariff treatment for 100 percent tariff lines, and through concrete actions, give a boost to the implementation of the United Nations 2030 Agenda for Sustainable Development. We carry out a visa-free policy for easier cross-border travel and welcome more foreign friends to visit China during the upcoming National Day holiday.

The Global Governance Initiative, and the Global Development Initiative, the Global Security Initiative, and the Global Civilization Initiative, each have their own focus and at the same time complement each other. Together they form a systemic public good China presented to the world. It injects stability and certainty into a turbulent world, and shines a spotlight on China’s commitment and contribution in international affairs. China looks to work with all parties to advance the four initiatives, and deliver for people across the world peace and development envisioned in the UN Charter.

作为负责任的发展中大国，中国的减贫实践既讲速度，更重实效。我们实现8亿贫困人口全部脱贫，提前10年实现联合国2030年可持续发展议程减贫目标，对世界减贫贡献率超过70％。中国的减贫实践既有温度，更显担当。我们心怀发展中国家“急难愁盼”的民生难题，帮助许多国家探索符合自身国情的减贫和可持续发展道路。中国提出并落实全球发展倡议，持续升级全球发展和南南合作基金，支持联合国开发计划署等20多个国际组织，在60多国开展了180多个项目，受益人数超过3000万，有力助推全球减贫进程。

As a responsible major developing country, China cares about both the speed and the actual results when it comes to poverty alleviation. China has lifted 800 million people out of poverty and realized the poverty reduction goal of the UN 2030 Agenda for Sustainable Development 10 years ahead of schedule, accounting for over 70 percent of the world’s total. China is committed to reducing poverty both on a human level and a global level. Keeping in mind the pressing difficulties and problems that concern people’s livelihood in developing countries, China has helped many countries explore a path of poverty relief and sustainable development tailored to their national conditions. We have put forward and acted on the Global Development Initiative, continued to upgrade the Global Development and South-South Cooperation Fund, and supported over 20 international organizations, including the United Nations Development Programme, in carrying out over 180 programs in more than 60 countries, which have benefited over 30 million people. That is a strong boost to global poverty relief.
