二是持续提升地区发展韧性。面对日益增多的风险挑战，韧性是持续发展的坚实保障。中方愿同各方落实好本次会议关于加强区域供应链联通的声明，提高区域产业体系稳定性和竞争力。我们欢迎清迈倡议多边化下设立快速融资工具，并同意以可自由使用货币对其出资，支持进一步用好区域信用担保与投资基金，共同完善区域金融安全网。中方愿同各国探讨10+3大米紧急储备机制创新，提升区域粮食安全合作水平。我们还要继续高质量实施《区域全面经济伙伴关系协定》（RCEP），希望各方支持中国香港尽早加入RCEP。期待中日韩自贸区谈判加快重启。

Second, we need to make sustained efforts to boost the resilience of regional development. In the face of growing risks and challenges, resilience provides strong safeguards for sustained development. China will work with all sides to deliver on the statement on strengthening the connectivity of regional supply chains adopted at this meeting, to enhance the stability and competitiveness of regional industrial systems. China welcomes the establishment of the Rapid Financing Facility (RFF) under the Chiang Mai Initiative Multilateralization (CMIM) with the incorporation of eligible freely usable currencies (FUCs) as its currencies of choice, and supports making better use of the Credit Guarantee and Investment Facility (CGIF), to jointly improve the regional financial safety net. China is ready to discuss with all countries the innovation of the ASEAN Plus Three Emergency Rice Reserve (APTERR) mechanism to bring regional food security cooperation to a higher level. We also need to continue implementing the Regional Comprehensive Economic Partnership (RCEP) with high quality, and it is our hope that all parties will support Hong Kong, China in joining RCEP at an early date. China looks forward to accelerating the restart of China-Japan-ROK FTA negotiations.

二是共同营造开放型区域经济环境。持续推进贸易和投资自由化便利化，深化财金领域合作，稳步推进区域经济一体化进程。把握《区域全面经济伙伴关系协定》高质量实施和《全面与进步跨太平洋伙伴关系协定》扩员契机，推动彼此对接、融合共进，为亚太自由贸易区建设聚势汇能。

Second, we should work together to build an open economic environment in the region. We should keep promoting trade and investment liberalization and facilitation, deepen fiscal and financial cooperation, and steadily push for regional economic integration. With the RCEP being implemented to high standards and the CPTPP membership expanding, we should help the two align with each other and progress together so as to inject impetus into the development of the FTAAP.

中国是亚太大家庭的负责任一员。从高质量实施《区域全面经济伙伴关系协定》，到积极推进加入《全面与进步跨太平洋伙伴关系协定》《数字经济伙伴关系协定》，从主动对接国际高标准经贸规则，到推动现有自贸协定提质升级，中国以实际行动引领亚太自贸区建设，为团结合作赋能，为共同发展助力。不久前，中国共产党二十届四中全会审议通过了“十五五”规划建议，提出积极扩大自主开放，加快推进区域和双边贸易投资协定进程，扩大高标准自贸区网络。中方将继续以自身高水平对外开放带动区域经济一体化，推动构建开放包容、创新增长、互联互通、合作共赢的亚太命运共同体。

China is a responsible member of the Asia-Pacific family. From high-quality implementation of RCEP to actively seeking to join the Comprehensive and Progressive Agreement for Trans-Pacific Partnership and the Digital Economy Partnership Agreement, from voluntarily matching high-standard international economic and trade rules to upgrading existing free trade agreements, China has been at the forefront of building a Free Trade Area of the Asia-Pacific to empower solidarity and cooperation and enable common development. Just last week, the 20th CPC Central Committee held its fourth plenary session and adopted the recommendations for formulating the 15th Five-Year Plan, which included proposals to open China wider to the world and work faster to facilitate regional and bilateral trade and investment agreements, and expand the network of high-standard free trade areas. China will continue to drive regional economic integration through China’s high-standard opening up, and work towards an Asia-Pacific community with a shared future featuring openness and inclusiveness, innovation-driven growth, greater connectivity, and mutually beneficial cooperation. 

郭嘉昆：亚太是全球经济最富活力的板块和最具动能的引擎，在区域合作和经济一体化方面走在世界前列。《区域全面经济伙伴关系协定》生效实施3年多来，各成员间经贸合作持续深化，区域经济保持较快增长。中国与东盟连续5年互为最大贸易伙伴，中国—东盟自贸区3.0版升级议定书的签署是双方深化经贸关系重大成果，将为亚太乃至全球经济增长注入更多动力和信心。国际货币基金组织最新报告预计，今年亚太地区经济增速为4.5％，继续领跑全球。事实证明，开放合作、融合发展是缔造“亚太奇迹”的关键密码，也是亚太各国共迎挑战、共创未来的必由之路。

Guo Jiakun: The Asia-Pacific is the world’s most economically vibrant region and prime growth engine, and a pace-setter in regional cooperation and economic integration. Three years on since the Regional Comprehensive Economic Partnership (RCEP) came into effect, its members have intensified economic and trade cooperation, and the region has maintained rapid economic growth. China and ASEAN have been each other’s top trading partners for five consecutive years. The China-ASEAN Free Trade Area 3.0 Upgrade Protocol signed earlier this week is a major outcome of efforts to strengthen trade ties between the two sides, and will inject more confidence and momentum into regional growth and the global economy. According to latest IMF estimates, the Asia-Pacific is expected to register 4.5 percent growth this year, one of the highest in the world. The region’s growth story demonstrates that openness, cooperation and integrated development are crucial keys to the “Asia-Pacific miracle” and the sure path for regional countries to meet challenges together and create the future they want.
