二是持续提升地区发展韧性。面对日益增多的风险挑战，韧性是持续发展的坚实保障。中方愿同各方落实好本次会议关于加强区域供应链联通的声明，提高区域产业体系稳定性和竞争力。我们欢迎清迈倡议多边化下设立快速融资工具，并同意以可自由使用货币对其出资，支持进一步用好区域信用担保与投资基金，共同完善区域金融安全网。中方愿同各国探讨10+3大米紧急储备机制创新，提升区域粮食安全合作水平。我们还要继续高质量实施《区域全面经济伙伴关系协定》（RCEP），希望各方支持中国香港尽早加入RCEP。期待中日韩自贸区谈判加快重启。

Second, we need to make sustained efforts to boost the resilience of regional development. In the face of growing risks and challenges, resilience provides strong safeguards for sustained development. China will work with all sides to deliver on the statement on strengthening the connectivity of regional supply chains adopted at this meeting, to enhance the stability and competitiveness of regional industrial systems. China welcomes the establishment of the Rapid Financing Facility (RFF) under the Chiang Mai Initiative Multilateralization (CMIM) with the incorporation of eligible freely usable currencies (FUCs) as its currencies of choice, and supports making better use of the Credit Guarantee and Investment Facility (CGIF), to jointly improve the regional financial safety net. China is ready to discuss with all countries the innovation of the ASEAN Plus Three Emergency Rice Reserve (APTERR) mechanism to bring regional food security cooperation to a higher level. We also need to continue implementing the Regional Comprehensive Economic Partnership (RCEP) with high quality, and it is our hope that all parties will support Hong Kong, China in joining RCEP at an early date. China looks forward to accelerating the restart of China-Japan-ROK FTA negotiations.

林剑：中国与东盟国家发展理念相近、诉求相通、利益相融。我们在同东盟国家开展合作时，始终真诚回应对方发展经济、改善民生的迫切愿望，始终坚持平等互利原则。近年来，双方在电子商务、数字技术等新兴领域打造诸多合作亮点，在推进地区经济一体化、便利人员往来方面取得丰硕合作成果。中国和东盟确认完成自贸区3.0版磋商，高质量实施《区域全面经济伙伴关系协定》，不断扩大共同市场；中国跨境电商与东南亚本土电商联手，加强优势产品与消费市场对接；中国企业在东南亚国家建设5G网络、推进光纤到户，助力数字化转型；“澜湄签证”“东盟签证”相继落地，人员往来更加便捷。

Lin Jian: China and ASEAN countries have similar development philosophies and goals and shared interests. In designing cooperation with ASEAN countries, we always make sure that it responds to their desire of growing the economy and delivering better lives for their people, and that our cooperation is always based on equality and mutual benefit. Recent years have seen many cooperation highlights in emerging sectors such as e-commerce and digital tech. China and ASEAN countries have also achieved a lot in advancing regional economic integration and facilitating cross-border travel. China and ASEAN have affirmed the completion of consultations on the China-ASEAN Free Trade Area 3.0. The two sides are engaged in high-quality implementation of RCEP, and expanding the common market. Chinese cross-border e-commerce platforms are working with their Southeast Asian counterparts to introduce more competitive products to the market. Chinese businesses are building 5G networks, bringing fiber optics to households and enabling digital transformation in Southeast Asian countries. With the “Lancang-Mekong visa” and the “ASEAN visa” coming into effect, travel is further eased between China and ASEAN countries.

中方期待通过此次系列外长会凝聚各方共识，聚焦发展与合作，为今年的东亚合作领导人系列会议做好准备。中方坚定支持东盟中心地位，愿稳步推进中国—东盟自由贸易区3.0版建设，推动构建更为紧密的中国—东盟命运共同体。我们期待同地区国家一道，坚持真正的多边主义和开放的区域主义，捍卫自由贸易和多边贸易体制，高质量实施《区域全面经济伙伴关系协定》，拓展新兴产业合作，弘扬和平、合作、开放、包容的亚洲价值观，构建安危与共、求同存异、对话协商的亚洲安全模式，共同建设和平、安宁、繁荣、美丽、友好的共同家园。

China hopes that through the upcoming foreign ministers’ meetings, parties will be able to build more consensus, focus on development and cooperation, and prepare the ground for the leaders’ meetings later this year. China firmly upholds ASEAN centrality, stands ready to steadily advance the China-ASEAN Free Trade Area 3.0 upgrade, and foster an even closer China-ASEAN community with a shared future. China looks forward to working with regional countries to uphold true multilateralism and open regionalism and defend free trade and the multilateral trading system, to implement RCEP with high quality and expand cooperation in emerging industries, to promote the Asian values of peace, cooperation, openness and inclusiveness, to develop a model of security for Asia featuring security for all, seeking common ground while shelving differences and dialogue and consultation, and to together build a peaceful, safe and secure, prosperous, beautiful and amicable home in Asia.

10年来，在各方共同努力下，亚洲命运共同体建设成绩斐然。中国和东盟建立全面战略伙伴关系，《区域全面经济伙伴关系协定》（RCEP）生效实施，区域经济一体化进程扎实推进。亚洲国家互联互通网络不断完善，中老铁路、雅万高铁、中巴经济走廊等共建“一带一路”标志性项目纷纷落地。亚洲基础设施投资银行从无到有，积极为有关项目建设提供融资支持，影响力越来越大。亚洲经济占全球比重稳步上升，在实现自身发展的同时，也为促进世界共同发展作出了重要贡献。

Over the past decade, thanks to our collective efforts, significant progress has been made in building an Asian community with a shared future. China and ASEAN have established a comprehensive strategic partnership. The Regional Comprehensive Economic Partnership (RCEP) has entered into effect. Regional economic integration is progressing with solid steps. Connectivity networks among Asian countries are improving, boosted by the implementation of landmark Belt and Road projects such as the China-Laos Railway, the Jakarta-Bandung Railway, and the China-Pakistan Economic Corridor. The Asian Infrastructure Investment Bank (AIIB) has been launched and is making more impact through providing active financing support for relevant projects. Asia’s share in the global economy is rising steadily. Asia, while pursuing its own development, is also making significant contributions to the common development of the world.
