地区发展繁荣离不开南海的和平稳定。中方始终致力于遵守包括《联合国海洋法公约》在内的国际法，始终恪守《南海各方行为宣言》，坚持同当事国通过对话协商妥处分歧，积极开展海上务实合作。南海的航行和飞越自由不存在任何问题。当前，中国和东盟国家正积极推进“南海行为准则”磋商，争取早日达成。我想强调，中国在南海的领土主权和海洋权益具有充分的历史和法理依据。中方采取必要措施，维护自身主权权益，合理合法。有关域外国家应当尊重和支持中国与地区国家共同维护南海和平稳定的努力，切实为地区和平稳定发挥建设性作用。

Peace and stability in the South China Sea is critical to the development and prosperity of our region. China has all along committed itself to international law, including the United Nations Convention on the Law of the Sea (UNCLOS), consistently honored the Declaration on the Conduct of Parties in the South China Sea (DOC), opted for dialogue and consultation with countries directly concerned in properly handling differences, and actively engaged in practical maritime cooperation. There are no obstacles whatsoever to freedom of navigation or overflight in the South China Sea. At present, China and ASEAN countries are actively advancing consultations on a Code of Conduct in the South China Sea (COC) and will strive for its early conclusion. I wish to underscore that China’s territorial sovereignty and maritime rights and interests in the South China Sea have solid historical and legal grounds. It is legitimate and lawful for China to take necessary measures to safeguard its sovereign rights and interests. Relevant countries outside the region should respect and support the joint efforts of China and regional countries to maintain peace and stability in the South China Sea, and truly play a constructive role for peace and stability in the region.

香港是法治社会，特区司法机关依法履职尽责，维护法律权威，捍卫国家安全，合情合理合法，不容置喙。中央政府坚定支持特区依法维护国家安全、惩治危害国家安全的犯罪行为。

Hong Kong upholds the rule of law. The judicial authorities of the Hong Kong SAR perform their duties in accordance with the law to uphold its sanctity and safeguard national security. This is legitimate, justified, lawful and beyond reproach. The central government firmly supports the Hong Kong SAR in safeguarding national security and punishing criminal activities that endanger national security in accordance with the law.

郭嘉昆：日方无端指责、恶意抹黑中国正当国防建设，态度恶劣，令人不齿。在和平与安全问题上，中国是世界上纪录最好的大国。中国国防费的增长合理合法，既是应对安全挑战、维护国家正当利益的需要，也是为了更好履行大国国际责任和义务。日方作为有严重侵略前科的国家，没有任何资格说三道四。

Guo Jiakun: The Japanese side made groundless and false accusations against China’s legitimate defense development. This is ill-intentioned and rather disgraceful. With regard to peace and security, China has the best track record among major countries. The increase of China’s defense expenditure is legitimate and lawful, which is necessary for China’s response to security challenges, protection of legitimate national interests, and better fulfillment of its international responsibility and obligation as a major country. The Japanese side, with a track record of serious aggression, is in no position to make such irresponsible remarks.

中方对个别国家公然诋毁抹黑香港司法表示强烈不满和坚决反对。香港特区司法机关依法履职尽责，维护法律权威，捍卫国家安全，合情合理合法，不容置喙。有关司法案件纯属香港特区内部事务，我们敦促有关国家尊重中国主权，尊重香港法治，不得就特区司法案件审理发表不负责任的言论，不得以任何形式干预香港司法、干涉中国内政。

China deplores and firmly opposes certain country blatantly making false accusations against Hong Kong’s judicial affairs. Judicial authorities in Hong Kong SAR fulfill their duties, safeguard the authority of the law and defend national security in accordance with the law. This is justified, legitimate, lawful and beyond reproach. The relevant judicial case is purely Hong Kong’s internal affair. We urge relevant country to respect China’s sovereignty and the rule of law in Hong Kong, and refrain from making irresponsible remarks on the trial of judicial cases in Hong Kong SAR or meddling in Hong Kong’s judicial affairs and interfering in China’s internal affairs in any form.
