在今年7月的阿斯塔纳峰会上，习近平主席同各成员国领导人就携手建设团结互信、和平安宁、繁荣发展、睦邻友好、公平正义的上合组织共同家园，达成重要共识。建设共同家园，奉行的是大家共同尊崇的理念，关注的是大家共同面对的难题，创造的是大家共同期许的未来。我理解，这个共同的愿景，应重点包含五个方面的内涵：

At the Astana Summit held last July, President Xi Jinping and fellow leaders of member states reached important understandings on jointly building a common home of the SCO featuring solidarity and mutual trust, peace and tranquility, prosperity and development, good-neighborliness and friendship, and fairness and justice. This endeavor to build a common home is driven by the values we all share; it focuses on the tough issues we all face, and will help create a future we all desire. In my view, this common vision entails efforts in the following five aspects:

第四，顺应民众期待扩大人员往来。积极发挥上合组织睦邻友好合作委员会等作用，建设好上合组织数字教育联盟，办好民间友好论坛暨友城论坛、妇女论坛、青少年画展等品牌活动，提升各成员国民众的参与度和获得感，推动民间友好事业不断传承发展。

Fourth, expanding people-to-people exchange to meet popular expectations. We should fully leverage the role of the SCO Committee on Good-Neighborliness, Friendship and Cooperation, develop an effective SCO digital education alliance, organize excellent events under our flagship programs such as the Forum on People-to-People Friendship and the Forum on Friendship Cities, the Forum on Women, and the Art Exhibition of Young Artists, and increase our peoples’ participation and sense of fulfillment, to keep people-to-people friendship strong for generations to come.

中国—东盟关系生动诠释了中国一贯坚持的亲诚惠容周边外交理念和睦邻友好政策。中国同周边国家政治互信与利益融合不断深化。中国已同周边17国达成构建命运共同体共识，同周边25国签署共建“一带一路”合作协议，成为18国的最大贸易伙伴。高质量共建“一带一路”重大标志性工程扎实推进，“小而美”民生项目合作别开生面，惠及更多周边国家民众。包括东亚合作、澜湄合作、中国—中亚合作、上海合作组织等在内的区域合作机制有力促进了区域经济一体化进程。

The China-ASEAN relations are a vivid illustration of China’s commitment to the principle of amity, sincerity, mutual benefit and inclusiveness in neighborhood diplomacy and a good-neighborly and friendly policy. The political mutual trust and convergence of interest between China and its neighbors have continued to deepen. China has reached common understandings with 17 neighboring countries on the building of a community with a shared future, signed an agreement on the Belt and Road cooperation with 25 neighboring countries and become the top trading partner of 18 countries in its neighborhood. Solid progress has been made in advancing major landmark projects of high-quality BRI cooperation. Small and smart livelihood projects have delivered tangibly for more people in China’s neighboring countries. Regional cooperation mechanisms including East Asian cooperation, the Lancang-Mekong cooperation, the China-Central Asia cooperation and the Shanghai Cooperation Organization have vigorously boosted the process of regional economic integration.

中韩是搬不走的近邻，也是分不开的合作伙伴。中方对韩政策保持连续性、稳定性、确定性。我们愿同韩方一道坚守建交初心，坚定睦邻友好方向，坚持互利共赢目标，推动中韩战略合作伙伴关系健康稳定向前发展。

China and the ROK will always be close neighbors and we are inseparable cooperation partners. China’s policy on the ROK maintains continuity, stability and certainty. We stand ready to work with the ROK to cherish the commitment made when establishing diplomatic ties, uphold good neighborliness and the friendly ties, work for mutual benefit, and promote the sound and steady development of the strategic cooperative partnership.

郭嘉昆：中俄是新时代全面战略协作伙伴。近年来，在两国元首战略引领下，中俄双方秉持永久睦邻友好、全面战略协作、互利合作共赢精神，不断深化“背靠背”战略协作，拓展各领域务实合作，为促进两国各自发展振兴和维护国际关系基本准则作出重要贡献。

Guo Jiakun: China and Russia are comprehensive strategic partners of coordination in the new era. In recent years, under the strategic guidance of the presidents of the two countries, China and Russia have upheld lasting good-neighborliness, comprehensive strategic coordination and the spirit of mutual benefit and win-win cooperation. We have deepened back-to-back strategic coordination, expanded practical cooperation across the board and made important contribution to the development and revitalization of the two countries and efforts of safeguarding basic norms governing international relations.
