在今年7月的阿斯塔纳峰会上，习近平主席同各成员国领导人就携手建设团结互信、和平安宁、繁荣发展、睦邻友好、公平正义的上合组织共同家园，达成重要共识。建设共同家园，奉行的是大家共同尊崇的理念，关注的是大家共同面对的难题，创造的是大家共同期许的未来。我理解，这个共同的愿景，应重点包含五个方面的内涵：

At the Astana Summit held last July, President Xi Jinping and fellow leaders of member states reached important understandings on jointly building a common home of the SCO featuring solidarity and mutual trust, peace and tranquility, prosperity and development, good-neighborliness and friendship, and fairness and justice. This endeavor to build a common home is driven by the values we all share; it focuses on the tough issues we all face, and will help create a future we all desire. In my view, this common vision entails efforts in the following five aspects:

第四，顺应民众期待扩大人员往来。积极发挥上合组织睦邻友好合作委员会等作用，建设好上合组织数字教育联盟，办好民间友好论坛暨友城论坛、妇女论坛、青少年画展等品牌活动，提升各成员国民众的参与度和获得感，推动民间友好事业不断传承发展。

Fourth, expanding people-to-people exchange to meet popular expectations. We should fully leverage the role of the SCO Committee on Good-Neighborliness, Friendship and Cooperation, develop an effective SCO digital education alliance, organize excellent events under our flagship programs such as the Forum on People-to-People Friendship and the Forum on Friendship Cities, the Forum on Women, and the Art Exhibition of Young Artists, and increase our peoples’ participation and sense of fulfillment, to keep people-to-people friendship strong for generations to come.

今日俄罗斯记者：今天对俄中关系来说是至关重要的一天，是《中俄睦邻友好合作条约》签署25周年纪念日。中方如何评价这25年来俄中关系在此框架下的发展？如何看待俄中关系未来？

RT TV: Today carries significance to Russia-China relations as it marks the 25th anniversary of the signing of the China-Russia Treaty of Good-Neighborliness and Friendly Cooperation. How does China view the development of the bilateral ties under this framework as well as its future?

林剑：今年是《中俄睦邻友好合作条约》签署25周年。5月，习近平主席同普京总统在北京成功会晤，一致同意《中俄睦邻友好合作条约》继续延期，共同引领中俄关系进入更有作为、更快发展的新阶段。双方将在两国元首的战略引领下，继续秉持条约确立的宗旨和原则，不断拓展两国各领域互利合作，为两国人民带来更多福祉，为世界注入更多稳定预期和发展信心。

Lin Jian: This year marks the 25th anniversary of the signing of the China-Russia Treaty of Good-Neighborliness and Friendly Cooperation. In May, President Xi Jinping and President Putin had a successful meeting in Beijing, where they agreed to extend the treaty and jointly steer the China-Russia relationship into a new stage of greater achievements and faster development. Under the strategic guidance of the two presidents, both sides will continue following the purposes and principles of the treaty and expanding mutually beneficial cooperation in various fields so as to bring more benefits to our two peoples and provide more certainty and development confidence for the world.

中国将上合组织视作周边外交优先方向。习近平主席先后提出构建上合组织命运共同体，建设团结互信、和平安宁、繁荣发展、睦邻友好、公平正义“五个共同家园”等重要理念，宣布中方在执法安全、经贸投资、人文交流、金融、减贫等领域诸多合作倡议，为上合组织发展指明方向、注入动力。2025年9月，习近平主席主持召开上合组织天津峰会，引领上合组织进入更加团结、更重协作、更富活力、更有作为的高质量发展新阶段。新形势下，中方将同各成员国一道，持续弘扬“上海精神”，加强务实合作，将上合组织打造成为各国共同发展繁荣的可靠依托。

China takes the SCO as a priority in its neighborhood diplomacy. President Xi Jinping has put forward important visions such as building an SCO community with a shared future and a common home of solidarity and mutual trust, peace and tranquility, prosperity and development, good-neighborliness and friendship, and fairness and justice. He has announced China’s multiple cooperation initiatives in areas including law enforcement and security, trade and investment, people-to-people exchanges, finance, and poverty alleviation, setting the direction and providing momentum for the SCO’s growth. In September 2025, President Xi presided over the SCO Tianjin Summit, ushering in a new stage of high-quality SCO development featuring greater solidarity, coordination, dynamism and productivity. Under the new circumstances, China will work with other member states to carry forward the Shanghai Spirit, strengthen practical cooperation, and make the SCO a reliable anchor for the common development and prosperity of all nations.
