在今年7月的阿斯塔纳峰会上，习近平主席同各成员国领导人就携手建设团结互信、和平安宁、繁荣发展、睦邻友好、公平正义的上合组织共同家园，达成重要共识。建设共同家园，奉行的是大家共同尊崇的理念，关注的是大家共同面对的难题，创造的是大家共同期许的未来。我理解，这个共同的愿景，应重点包含五个方面的内涵：

At the Astana Summit held last July, President Xi Jinping and fellow leaders of member states reached important understandings on jointly building a common home of the SCO featuring solidarity and mutual trust, peace and tranquility, prosperity and development, good-neighborliness and friendship, and fairness and justice. This endeavor to build a common home is driven by the values we all share; it focuses on the tough issues we all face, and will help create a future we all desire. In my view, this common vision entails efforts in the following five aspects:

第四，顺应民众期待扩大人员往来。积极发挥上合组织睦邻友好合作委员会等作用，建设好上合组织数字教育联盟，办好民间友好论坛暨友城论坛、妇女论坛、青少年画展等品牌活动，提升各成员国民众的参与度和获得感，推动民间友好事业不断传承发展。

Fourth, expanding people-to-people exchange to meet popular expectations. We should fully leverage the role of the SCO Committee on Good-Neighborliness, Friendship and Cooperation, develop an effective SCO digital education alliance, organize excellent events under our flagship programs such as the Forum on People-to-People Friendship and the Forum on Friendship Cities, the Forum on Women, and the Art Exhibition of Young Artists, and increase our peoples’ participation and sense of fulfillment, to keep people-to-people friendship strong for generations to come.

中国将上合组织视作周边外交优先方向。习近平主席先后提出构建上合组织命运共同体，建设团结互信、和平安宁、繁荣发展、睦邻友好、公平正义“五个共同家园”等重要理念，宣布中方在执法安全、经贸投资、人文交流、金融、减贫等领域诸多合作倡议，为上合组织发展指明方向、注入动力。2025年9月，习近平主席主持召开上合组织天津峰会，引领上合组织进入更加团结、更重协作、更富活力、更有作为的高质量发展新阶段。新形势下，中方将同各成员国一道，持续弘扬“上海精神”，加强务实合作，将上合组织打造成为各国共同发展繁荣的可靠依托。

China takes the SCO as a priority in its neighborhood diplomacy. President Xi Jinping has put forward important visions such as building an SCO community with a shared future and a common home of solidarity and mutual trust, peace and tranquility, prosperity and development, good-neighborliness and friendship, and fairness and justice. He has announced China’s multiple cooperation initiatives in areas including law enforcement and security, trade and investment, people-to-people exchanges, finance, and poverty alleviation, setting the direction and providing momentum for the SCO’s growth. In September 2025, President Xi presided over the SCO Tianjin Summit, ushering in a new stage of high-quality SCO development featuring greater solidarity, coordination, dynamism and productivity. Under the new circumstances, China will work with other member states to carry forward the Shanghai Spirit, strengthen practical cooperation, and make the SCO a reliable anchor for the common development and prosperity of all nations.

双方高度评价《中俄睦邻友好合作条约》的历史和现实意义并宣布条约延期，表示将继续密切高层交往，深化在经贸、能源、科技、人文等各领域的互利合作，阐明在战略稳定、航运安全、气候变化以及国际地区热点问题上的共同主张和公正立场，加强在联合国、上海合作组织、金砖国家、亚太经合组织、二十国集团等多边平台的沟通协作，共同倡导平等有序的世界多极化和普惠包容的经济全球化，推动构建更加公正合理的全球治理体系。

The two sides spoke highly of the historical significance and the relevance of the Treaty of Good-Neighborliness and Friendly Cooperation Between China and Russia and announced to further extend the treaty. The two sides expressed readiness to enhance high-level exchanges, deepen mutually beneficial cooperation in economy and trade, energy, science and technology, culture, people-to-people exchanges and other fields. The two sides made clear shared proposition and just position on strategic stability, shipping security, climate change as well as international and regional hotspot issues. The two sides will step up communication and coordination on multilateral platforms, such as the UN, SCO, BRICS, APEC and the G20, jointly advocate an equal and orderly multipolar world and a universally beneficial and inclusive economic globalization, and build a more just and equitable global governance system.

郭嘉昆：今年是中俄战略协作伙伴关系建立30周年、《中俄睦邻友好合作条约》签署25周年。此次联合声明重点突出这“两个周年”的主题，几乎涵盖了两国合作的所有领域，是两国元首会晤达成的最重要的政治成果文件。
