在今年7月的阿斯塔纳峰会上，习近平主席同各成员国领导人就携手建设团结互信、和平安宁、繁荣发展、睦邻友好、公平正义的上合组织共同家园，达成重要共识。建设共同家园，奉行的是大家共同尊崇的理念，关注的是大家共同面对的难题，创造的是大家共同期许的未来。我理解，这个共同的愿景，应重点包含五个方面的内涵：

At the Astana Summit held last July, President Xi Jinping and fellow leaders of member states reached important understandings on jointly building a common home of the SCO featuring solidarity and mutual trust, peace and tranquility, prosperity and development, good-neighborliness and friendship, and fairness and justice. This endeavor to build a common home is driven by the values we all share; it focuses on the tough issues we all face, and will help create a future we all desire. In my view, this common vision entails efforts in the following five aspects:

第四，顺应民众期待扩大人员往来。积极发挥上合组织睦邻友好合作委员会等作用，建设好上合组织数字教育联盟，办好民间友好论坛暨友城论坛、妇女论坛、青少年画展等品牌活动，提升各成员国民众的参与度和获得感，推动民间友好事业不断传承发展。

Fourth, expanding people-to-people exchange to meet popular expectations. We should fully leverage the role of the SCO Committee on Good-Neighborliness, Friendship and Cooperation, develop an effective SCO digital education alliance, organize excellent events under our flagship programs such as the Forum on People-to-People Friendship and the Forum on Friendship Cities, the Forum on Women, and the Art Exhibition of Young Artists, and increase our peoples’ participation and sense of fulfillment, to keep people-to-people friendship strong for generations to come.

毛宁：美国和以色列未经安理会授权对伊朗发动军事打击违反国际法。中方对战事外溢波及周边国家深表关切。中方认为，海湾各国的主权安全和领土完整也应得到充分尊重。我们敦促各方停止军事行动，防止战火进一步蔓延。中方赞赏海合会特别外长会强调对话和外交是克服当前危机、维护地区安全的唯一途径。当前地区局势复杂敏感，中方支持地区国家从睦邻友好出发，加强沟通协调，共同致力于地区的和平稳定。

Mao Ning: The U.S.-Israeli strikes have no UN Security Council authorization and violate international law. China is deeply concerned over the regional spillover. China believes that the sovereignty, security and territorial integrity of the Gulf states should likewise be fully respected. We urge parties to stop the military operations and prevent further spread of the conflict. China commends the statement by the 50th Extraordinary Meeting of the GCC Ministerial Council that reaffirmed the importance of dialogue and diplomacy as the sole path to overcome the current crisis and preserve regional security. In light of the complex and delicate situation, China supports regional countries in valuing good-neighborliness, enhancing communication and coordination and jointly working for peace and stability in the region.

中国锚定的是和平发展，在提升自身和平发展战略能力的过程中，致力于推动其他大国也走和平发展道路，携手构建和平共处、总体稳定、均衡发展的大国关系格局。我们将坚持按照相互尊重、和平共处、合作共赢三原则，打造中美两国积极互动新范式，在坚定维护国家主权、安全、发展利益基础上，推动中美关系实现健康、稳定、可持续发展。我们将巩固永久睦邻友好、全面战略协作、互利合作共赢的中俄关系，为中俄新时代全面战略协作伙伴关系不断增添新内涵，共同维护好大国关系和国际战略稳定。我们将弘扬中欧相互尊重、求同存异、开放合作、互利共赢的交往传统，打开中欧关系新空间，做坚守多边主义的真伙伴。

China remains unwavering in its pursuit of peaceful development. While enhancing its own strategic capacity for peaceful development, China is committed to encouraging other major countries to follow the path of peaceful development as well, so as to jointly build a structure of major-country relationship that is characterized by peaceful coexistence, overall stability and balanced development. We will shape a new model of positive engagement with the U.S. in line with the three principles of mutual respect, peaceful coexistence and mutually beneficial cooperation, and push for sound, steady and sustainable development of China-U.S. relations on the premise of firmly safeguarding our sovereignty, security and development interests. We will consolidate China-Russia relations featuring lasting good-neighborliness, comprehensive strategic coordination, and mutually beneficial and win-win cooperation, keep enriching the substance of the China-Russia comprehensive strategic partnership of coordination for a new era, and work together with Russia to maintain good major-country relations and international strategic stability. We will carry forward the China-Europe tradition of respecting each other, seeking common ground while shelving differences, upholding openness and cooperation, and working for mutual benefit, and we will open up new space for China-Europe relations, and be true partners with Europe in firmly upholding multilateralism.

一年来的周边关系发展和周边环境演变再次证明，与中国为邻是好事、幸事。中国不在周边搞地缘争夺，而是致力于睦邻安邻富邻；不在周边搞势力范围，而是构建命运共同体；不在周边搞一言堂，而是践行大家的事一起商量着办。中国的周边，堪称睦邻友好的示范区。

As again proved by the development trajectory of relations between China and neighboring countries and the evolution of regional environment in the past year, having China as a neighbor is a good, fortunate thing. Instead of vying for geopolitical advantage, China is committed to fostering an amicable, secure and prosperous neighborhood. Instead of seeking a sphere of influence, China promotes a community with a shared future with neighboring countries. Instead of dictating decision making, China advocates, with concrete actions, joint consultation in regional affairs. The neighborhood of China now stands as a center of excellence for good-neighborliness and friendship.
