明确新时代我国社会主要矛盾是人民日益增长的美好生活需要和不平衡不充分的发展之间的矛盾，必须坚持以人民为中心的发展思想，发展全过程人民民主，推动人的全面发展、全体人民共同富裕取得更为明显的实质性进展；

—The principal contradiction facing Chinese society in the new era is that between unbalanced and inadequate development and the people’s ever-growing needs for a better life, and the Party must therefore remain committed to a people-centered philosophy of development, develop whole-process people’s democracy, and make more notable and substantive progress toward achieving well-rounded human development and common prosperity for all.

按照坚持党的全面领导、坚持以人民为中心、坚持优化协同高效、坚持全面依法治国的原则，全面深化党和国家机构改革，党和国家机构职能实现系统性、整体性重构。

We have further reformed Party and government institutions to achieve thorough and systematic restructuring of their functions. In this process, we have followed the principles of upholding the Party’s overall leadership, committing to a people-centered approach, promoting greater optimization, coordination, and efficiency, and ensuring law-based governance in all dimensions.

必须坚持以人民为中心的工作导向，举旗帜、聚民心、育新人、兴文化、展形象，牢牢掌握意识形态工作领导权，建设具有强大凝聚力和引领力的社会主义意识形态，建设社会主义文化强国，激发全民族文化创新创造活力，更好构筑中国精神、中国价值、中国力量，巩固全党全国各族人民团结奋斗的共同思想基础。

We must adhere to a people-centered approach in ideological work, uphold socialism with Chinese characteristics, rally public support, foster a new generation with sound values and ethics, develop Chinese culture, and build a better national image. We must have a firm hold on leadership in ideological work, develop socialist ideology that has the power to unite and inspire the people, and build China into a country with a strong socialist culture. We must ignite the cultural creativity of the whole nation, and bolster the Chinese spirit, Chinese values, and Chinese strength in order to consolidate the common ideological foundation for the concerted efforts of all Party members and all Chinese people.

五是共同促进普惠包容发展。坚持以人民为中心的发展理念，着力解决发展不平衡问题，推动经济全球化更加包容、更可持续，更好惠及地区全体人民。中方同各方合作推进高质量共建“一带一路”，支持更多发展中国家实现现代化，为全球发展开辟新空间。中国已给予同我国建交的最不发达国家100%税目产品零关税待遇，愿通过商签共同发展经济伙伴关系协定落实对非洲建交国实施100%税目产品零关税措施，致力于同各国共同发展、共享繁荣。

Fifth, we should work together to promote universally beneficial and inclusive development. We should adhere to the people-centered development philosophy, focus on imbalances in development, and foster an economic globalization that is more inclusive, sustainable, and beneficial to all peoples in the region. China is working with various parties to promote the high-quality development of the Belt and Road Initiative, and supports the modernization drive of more developing countries, which will help open up new space for global development. We have given zero-tariff treatment on 100 percent tariff lines from the least developed countries having diplomatic relations with China, and stand ready to extend the same treatment to all African countries having diplomatic relations with China through the signing of agreements on economic partnership for shared development. We will continue to strive for common development and shared prosperity with all nations.

王毅外长就构建中国—太平洋岛国命运共同体提出六点建议，即坚持相互尊重、坚持发展为先、坚持以人民为中心、坚持交流互鉴、坚持公平正义、坚持同舟共济。王毅外长强调，面对时代之变、历史之变，中方坚信和平、发展、合作、共赢是唯一正确选择，愿同各方携手构建中国—太平洋岛国命运共同体的新篇章。

Foreign Minister Wang Yi made a six-point proposal on building a China-PICs community with a shared future, namely rendering each other respect, putting development first and people at the center, pursuing exchanges and mutual learning, upholding fairness and justice, and strengthening mutual assistance. Foreign Minister Wang stressed that  faced with profound changes of our times and of the historical trajectory, China believes that upholding peace, development, cooperation and mutual benefit is the only right choice, and stands ready to work with all sides to open up a new chapter of building a China-PICs community with a shared future.

坚持以人民为中心，经济政策的着力点更多转向惠民生、促消费，以消费提振畅通经济循环，以消费升级引领产业升级，在保障和改善民生中打造新的经济增长点。推动更多资金资源“投资于人”、服务于民生，支持扩大就业、促进居民增收减负、加强消费激励，形成经济发展和民生改善的良性循环。

We will take a people-centered approach and place a stronger economic policy focus on improving living standards and boosting consumer spending. We will boost and upgrade consumption to stimulate economic flows and industrial upgrading. We will also foster new growth drivers by ensuring and improving the people’s wellbeing. More funds and resources will be invested in people and used to meet their needs. This will help create more jobs, increase people’s incomes and reduce their burdens, and provide more incentives to stimulate consumption, thus promoting positive interplay between economic growth and improvements in people’s lives.
