过去一年，上合组织成员国政府积极响应和落实元首会议精神，扎实开展经贸、安全、人文等领域合作，达成数十份合作协议，制定十多项改革措施，取得丰硕成果。各成员国在共护安全、共促发展的道路上携手并肩前行，步伐更加稳健。上合组织是全球少有的既有元首会议又有政府首脑会议的国际组织。实践表明，元首会议擘画蓝图、政府首脑会议抓好落实这一特有制度设计，运转有力、务实高效，使上合组织成为维护地区和平稳定、促进各国发展繁荣的重要平台。

Over the past year, governments of the member states of the SCO have actively responded to and implemented the common understandings of the Council of Heads of State, carried out solid cooperation in such areas as economy, trade, security and people-to-people exchanges, reached dozens of cooperation documents, and formulated more than 10 reform measures. Fruitful outcomes have been achieved. The member states have forged ahead steadily and side by side on a collective journey to promote security and development. Unlike most international organizations, the SCO has both a Council of Heads of State and a Council of Heads of Government. As it happens, the specific institutional design, with the Council of Heads of State drawing up the blueprint and the Council of Heads of Government focusing on implementation, has been effective, practical and efficient, and has made the SCO an important platform for maintaining peace and stability in the region and promoting development and prosperity of nations.

未来承载着人类发展的希望。面对世界百年未有之大变局，我们在此举行未来峰会，共同发表未来契约，为世界和平发展凝心聚力，为人类前途命运擘画蓝图，具有重要意义。

The future carries the hope of human development. Facing transformation unseen in a century, it is highly relevant that we gather at the Summit of the Future and, together, adopt the Pact for the Future to galvanize our collective efforts for world peace and development, and to map out the future of humanity.

王毅外长指出，未来承载着人类发展的希望。面对世界百年未有之大变局，举行未来峰会，发表未来契约，为世界和平发展凝心聚力，为人类前途命运擘画蓝图，具有重要意义。习近平主席提出构建人类命运共同体重大理念，以及高质量共建“一带一路”、全球发展倡议、全球安全倡议、全球文明倡议，为应对人类共同挑战提供新方案，为建设美好世界绘就新蓝图。

Foreign Minister Wang Yi noted that the future carried the hope of human development. Facing transformation unseen in a century, it is highly relevant to hold the Summit of the Future, adopt the Pact for the Future to galvanize collective efforts for world peace and development, and to map out the future of humanity. President Xi Jinping has put forward the vision of building a community with a shared future for mankind, advocated high-quality Belt and Road cooperation, and proposed the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative. These vision and initiatives have provided new solutions for tackling the common challenges of humanity and drawn a new blueprint for building a better world.

汪文斌：中越是社会主义邻邦。去年底中共二十大后，习近平总书记、国家主席邀请越共中央总书记阮富仲来访，共同为中越全面战略合作伙伴关系发展擘画蓝图。今年以来，双方高层频繁互动，各部门各地方交往密切，各领域合作持续深化，为两国人民带来了切实利益。

Wang Wenbin: China and Viet Nam are both socialist countries and neighbors. After the 20th CPC National Congress at the end of last year, General Secretary and President Xi Jinping invited General Secretary of the Communist Party of Viet Nam Central Committee Nguyen Phu Trong for a visit to China. The two leaders jointly charted the course for the China-Viet Nam comprehensive strategic cooperative partnership. This year has seen frequent high-level interactions, close exchanges between various departments and regions, and deeper cooperation in various fields, which have brought tangible benefits to the peoples of the two countries.
