党把握解决台湾问题大局，确立“和平统一、一国两制”基本方针，推动两岸双方达成体现一个中国原则的“九二共识”，推进两岸协商谈判，实现全面直接双向“三通”，开启两岸政党交流。制定反分裂国家法，坚决遏制“台独”势力、促进祖国统一，有力挫败各种制造“两个中国”、“一中一台”、“台湾独立”的图谋。

Keeping in mind the big picture with regard to resolving the Taiwan question, the Party set forth the basic principles of peaceful reunification and One Country, Two Systems and facilitated agreement across the Taiwan Strait on the 1992 Consensus, which embodies the one-China principle. It advanced cross-Strait consultations and negotiations, established comprehensive and direct two-way mail, transport, and trade links across the Strait, and launched dialogues between political parties of the two sides. The Party pushed for the enactment of the Anti-Secession Law, resolutely deterred separatist forces seeking “Taiwan independence,” promoted national reunification, and thwarted attempts to create “two Chinas,” “one China, one Taiwan,” or “Taiwan independence.”

毛宁：台湾问题不是什么民主问题，而是事关中国主权和领土完整的问题。台湾是中国领土不可分割的一部分。中国的主权和领土完整从未分割也决不允许分割。一些国家炒作“民主对抗威权”的虚假叙事，以“民主”之名纵容、支持“台独”分裂势力、搞“以台制华”，这种做法十分危险，也不可能得逞。台湾的前途在于祖国统一，台湾同胞福祉系于民族复兴。两岸制度不同，不是统一的障碍，更不是分裂的借口。“和平统一、一国两制”充分考虑台湾现实情况，有利于统一后台湾长治久安，是我们解决台湾问题的基本方针，也是实现国家统一的最佳方式。

Mao Ning: The Taiwan question is not about democracy, but about China’s sovereignty and territorial integrity. Taiwan is an inalienable part of China’s territory. The sovereignty and territory of China have never been divided and shall never be divided. Some countries hype up the false narrative of “democracy versus autocracy”, connive at and support “Taiwan independence” separatist forces in the name of democracy, and use the Taiwan question to contain China. Such moves are highly dangerous and will get nowhere. The future of Taiwan lies in China’s reunification, and the wellbeing of the people in Taiwan hinges on the rejuvenation of the Chinese nation. The difference in systems across the Strait is not a barrier to reunification or an excuse for division. Peaceful reunification and One Country, Two Systems takes Taiwan’s realities into full account and helps Taiwan achieve longstanding peace and stability after reunification. It is the basic principle for resolving the Taiwan question and the best way to realize national reunification. 

“和平统一、一国两制”方针是实现两岸统一的最佳方式，对两岸同胞和中华民族最有利。我们坚持一个中国原则和“九二共识”，在此基础上，推进同台湾各党派、各界别、各阶层人士就两岸关系和国家统一开展广泛深入协商，共同推动两岸关系和平发展、推进祖国和平统一进程。

The policies of peaceful reunification and One Country, Two Systems are the best way to realize reunification across the Taiwan Strait; this best serves the interests of Chinese people on both sides of the Strait and the entire Chinese nation. We will adhere to the one-China principle and the 1992 Consensus. On this basis, we will conduct extensive and in-depth consultations on cross-Strait relations and national reunification with people from all political parties, sectors, and social strata in Taiwan, and we will work with them to promote peaceful development of cross-Strait relations and advance the process of China’s peaceful reunification.

我愿强调指出，“和平统一、一国两制”是我们解决台湾问题的基本方针，是实现国家统一的最佳方式。在确保国家主权、安全、发展利益的前提下，台湾可以作为特别行政区实行高度自治，台湾同胞的社会制度和生活方式等将得到充分尊重，台湾同胞的合法权益将得到充分保障。中国的统一，不会损害任何国家的正当利益，只会给各国带来更多发展机遇，给亚太地区和世界繁荣注入更多正能量。我们希望并乐意看到越来越多的人士理解和支持“和平统一、一国两制”。

I want to stress that peaceful reunification and One Country, Two Systems is the basic principle for resolving the Taiwan question and the best way to realize national reunification. Provided that national sovereignty, security and development interests are ensured, Taiwan can adopt a high degree of autonomy as a special administrative region, Taiwan’s social system and its way of life will be fully respected and the lawful rights and interests of our Taiwan compatriots will be fully protected. China’s reunification will not undermine any country’s legitimate interests. Instead, it will only bring more development opportunities to other countries and inject more positive energy into the prosperity of the Asia-Pacific region and the world at large. We welcome and hope to see understanding and support from more and more people for China’s peaceful reunification and One Country, Two Systems.
