——共兴文明，实现多元和谐。多样文明是世界的本色。我们要做文明互鉴的促进力量，增进沟通对话，支持彼此走符合本国国情的现代化道路。我提出全球文明倡议，就是要推动建设美美与共的世界文明百花园。中方将牵头成立“全球南方”智库合作联盟，促进各国人文交流和治国理政互学互鉴。

—We should promote together development of all civilizations and strive for harmony among them. Diversity of civilization is the innate quality of the world. We should be advocates for exchanges among civilizations. We should enhance communication and dialogue, and support each other in taking the path to modernization suited to our respective national conditions. The Global Civilization Initiative I proposed is exactly for the purpose of building a garden of world civilizations in which we can share and admire the beauty of each civilization. China will coordinate with others to form a Global South Think Tanks Alliance to promote people-to-people exchanges and experience-sharing in governance.

林剑：昨天，“金砖+”领导人对话会在俄罗斯喀山成功举行，习近平主席出席并发表重要讲话。习近平主席提出三点主张：坚守和平，实现共同安全；重振发展，实现普遍繁荣；共兴文明，实现多元和谐。我们要做维护和平的稳定力量，加强全球安全治理，探索标本兼治的热点问题解决之道；要做共同发展的中坚力量，积极参与和引领全球经济治理体系改革，推动把发展置于国际经贸议程中心地位；要做文明互鉴的促进力量，增进沟通对话，支持彼此走符合本国国情的现代化道路。这三点主张与三大全球倡议一脉相承，不仅回应了“全球南方”求和平、谋发展、促合作的迫切需要，也彰显了中国与“全球南方”携手并进、共谋发展的坚定决心。

Lin Jian: Yesterday the “BRICS Plus” Dialogue was successfully held in Kazan. President Xi Jinping attended the event and delivered important remarks. President Xi Jinping made a three-point proposal: we should uphold peace and strive for common security, reinvigorate development and strive for common prosperity, and promote together development of all civilizations and strive for harmony among them. We should come forward together to form a stabilizing force for peace. We should strengthen global security governance, and explore solutions to address both symptoms and roots of hotspot issues. We should make ourselves the main driving force for common development. We should play an active and leading role in the global economic governance reform, and make development the core of international economic and trade agenda. We should be advocates for exchanges among civilizations. We should enhance communication and dialogue, and support each other in taking the path to modernization suited to our respective national conditions. The three-point proposal is consistent with the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative. The proposal not only responds to the Global South’s urgent need for peace, development and cooperation, but also demonstrates China’s firm determination of joining hands with the Global South for common development. 

秦刚国务委员兼外长表示，四国外长阿富汗问题首次非正式会议以来，作为地区涉阿协调的核心力量，中俄巴伊四国通力合作，有力保障了阿富汗局势平稳过渡。新形势下推动阿富汗问题政治解决应摒弃冷战思维、阵营对抗，坚持安全不可分割的原则，标本兼治、综合施策，以相互尊重、平等协商、友好对话方式，引导阿富汗塔利班温和稳健施政。中俄巴伊四国要团结合作，推动国际社会加大对阿富汗涉恐安全问题的关注，助阿有效应对恐怖威胁并同所有恐怖势力实质切割。鼓励支持阿塔走符合本国国情的现代化道路，帮助阿富汗增强造血能力，融入地区经济。

State Councilor and Foreign Minister Qin noted that since the first informal meeting of foreign ministers of the four countries on the Afghan issue, China, Russia, Pakistan and Iran, as the core force for regional coordination on Afghanistan issue, have worked together to ensure the smooth transition of the situation in Afghanistan. Under the new circumstances, the Cold War mentality and bloc confrontation must be abandoned for the political settlement of the Afghan issue. All countries concerned need to adhere to the principle of indivisible security, address both the symptoms and root causes, and guide the Afghan Taliban to exercise governance in a moderate and prudent way through equal consultation and friendly dialogue with mutual respect. China, Russia, Pakistan and Iran should work together to make the international community pay more attention to terrorism-related security issues in Afghanistan to help the country effectively address terrorist threats and make a clean break with all terrorist forces. The four countries will encourage and support the Afghan Taliban in pursuing a modernization path suited for its national conditions, and help Afghanistan enhance self-driven development capacity and integrate itself into the regional economy.
