——坚守和平，实现共同安全。我们要做维护和平的稳定力量，加强全球安全治理，探索标本兼治的热点问题解决之道。我提出全球安全倡议，得到各方积极响应，已经在维护地区稳定等多个领域取得重要收获。中国和巴西联合发表了“六点共识”，会同有关“全球南方”国家发起了乌克兰危机“和平之友”小组。我们要推动局势尽快缓和，为实现政治解决铺平道路。今年7月，巴勒斯坦各派别在北京实现内部和解，迈出了实现中东和平的重要一步。我们要继续推动加沙地带全面停火，重启“两国方案”，并阻止战火在黎巴嫩蔓延，不能再让巴勒斯坦、黎巴嫩生灵涂炭。

—We should uphold peace and strive for common security. We should come forward together to form a stabilizing force for peace. We should strengthen global security governance, and explore solutions to address both symptoms and roots of hotspot issues. Many parties have warmly responded to my Global Security Initiative. Under the Initiative, we have made prominent progress in maintaining regional stability and in many other areas. China and Brazil jointly issued the six-point consensus, and launched the group of Friends for Peace on the Ukraine crisis together with other Global South countries. We should promote early deescalation to pave the way for political settlement. Last July, Palestinian factions reconciled with each other in Beijing, marking a key step toward peace in the Middle East. We should continue to promote comprehensive ceasefire in the Gaza Strip and revive the two-State solution. We must stop the flames of war from spreading in Lebanon and end the miserable sufferings in Palestine and Lebanon.

此轮巴阿冲突烈度超过以往，持续或升级对双方都将带来伤害和损失。中方支持打击一切形式的恐怖主义，呼吁双方保持冷静克制，通过对话谈判妥善解决矛盾分歧，尽快实现停火，避免生灵涂炭，这符合两国和两国人民根本利益，也有利于维护地区和平稳定。中方一直通过自身渠道斡旋调解巴阿冲突，愿继续为缓局降温、两国改善关系发挥建设性作用。中国外交部和中国驻巴基斯坦、阿富汗使馆正就此做两国有关方面的工作。中方并要求两国确保中方在巴基斯坦和阿富汗人员、项目和机构安全。

The intensity of ongoing clashes between Pakistan and Afghanistan has gone beyond previous levels. Any protraction or escalation will inflict harm and losses on both sides. China supports combating all forms of terrorism and calls on the two sides to remain calm, exercise restraint, properly resolve differences and disputes through dialogue and negotiation, end the fighting as soon as possible, and avoid more sufferings. It’s in the fundamental interest of the two countries and two peoples and will help keep the region peaceful and stable. China has been mediating between the two sides via its own channels, and stands ready to continue playing a constructive role for deescalation and the improvement of relations between the two countries. Our Ministry and embassies in Pakistan and Afghanistan are engaging relevant sides in the two countries. China asks Pakistan and Afghanistan to ensure the safety and security of Chinese personnel, projects and institutions in the two countries.

加沙地区的冲突已持续一个多月，造成大量平民伤亡和人道主义灾难，并出现扩大外溢趋势，中方深表关切。当务之急，一是冲突各方要立即停火止战，停止一切针对平民的暴力和袭击，释放被扣押平民，避免更为严重的生灵涂炭。二是要保障人道主义救援通道安全畅通，向加沙民众提供更多人道主义援助，停止强制迁移、断水断电断油等针对加沙民众的集体惩罚。三是国际社会要拿出实际举措，防止冲突扩大、影响整个中东地区稳定。中方支持10月27日联合国大会紧急特别会议就巴以冲突通过的决议。中国作为联合国安理会轮值主席，主持通过了安理会第2712号决议。各方应该将决议要求落到实处。

The conflict in Gaza is raging on into its second month. China is gravely concerned that the conflict is causing enormous civilian casualties and a humanitarian disaster, and tends to expand and spill over. China believes that the following is urgent and imperative: First, the parties to the conflict must end hostilities and achieve a ceasefire immediately, stop all violence and attacks against civilians, release civilians held captive, and act to prevent loss of more lives and spare people from more miseries. Second, humanitarian corridors must be kept secure and unimpeded, and more humanitarian assistance should be provided to the population in Gaza. The collective punishment of people in Gaza in the form of forced transfer or water, electricity and fuel deprivation must stop. Third, the international community must act with practical measures to prevent the conflict from spilling over and endangering stability in the Middle East as a whole. China supports the resolution adopted at the emergency special session of the U.N. General Assembly on October 27. The U.N. Security Council under China’s presidency has adopted Resolution 2712. All the parties must act to deliver on these resolutions through concrete measures on the ground.

坚持对话协商，建设一个持久和平的世界，就是告别战争之剑，永铸和平之犁。联合国教科文组织总部大楼前的石碑上，镌刻着这样一句话，“战争起源于人之思想，故务需于人之思想中筑起保卫和平之屏障”。人类历史上由于执迷强国争霸导致战争频仍、生灵涂炭，教训惨痛而深刻，要从思想上拔除这些诱发战争的引信。大国对小国要平等相待，不搞唯我独尊、强买强卖的霸道。任何国家都不能随意制造动荡战乱，不能破坏国际法治，不能打开潘多拉的盒子。要尊重彼此主权和领土完整，尊重彼此核心利益和重大关切，尊重各国人民自主选择的发展道路和社会制度。

We should build a world of lasting peace through dialogue and consultation. It means beating the swords of war into the plowshares of peace. The stone wall at the entrance to the UNESCO headquarters carries the inscription of one single message: “Since wars begin in the minds of men, it is in the minds of men that the defenses of peace must be constructed.” Throughout human history, obsession with power and hegemony has led to frequent wars and loss of lives. The lessons are painful and profound, and we need to remove the fuses of war from our minds. Big countries should treat the smaller ones as equals instead of seeking unilateral dominance or imposing their will on others. No country should open Pandora’s box by willfully provoking turmoil and armed conflict or undermining the international rule of law. Countries should respect each other’s sovereignty and territorial integrity, respect each other’s core interests and major concerns, and respect the development path and social system chosen by other peoples.
