第三，开辟未来经济发展的广阔蓝海。面对新一轮科技革命和产业变革的重大机遇，我们将始终把握建设开放型世界经济的大方向，乘势而上、大胆探索，共同打造新的发展空间。借此机会，我提四点倡议。

Third, we need to open up a vast blue ocean for future economic development. Facing major opportunities brought by the latest round of sci-tech revolution and industrial transformation, we will, as always, keep to the direction of building an open world economy, harness the momentum, make bold explorations, and work together to create new development space. In this connection, I wish to propose the following:

过去一年，中国同中亚国家关系快速发展，中国—中亚机制建设日趋完善，共建“一带一路”合作稳步推进，民间友好往来日益紧密，特别是第二届中国—中亚峰会成功举办，标志着双方合作进入高质量发展新阶段。站在新的历史起点，中方愿同中亚国家乘势而上，继续弘扬“中国—中亚精神”，做优做强中国—中亚机制，推动全方位合作持续向新向优向实，携手构建更加紧密的中国—中亚命运共同体。

Over the past year, the relations between China and Central Asian countries have enjoyed fast growth, the China-Central Asia mechanism has been strengthened, Belt and Road cooperation has made steady progress, and friendly exchanges have brought people closer. In particular, the success of the Second China-Central Asia Summit ushered in a new phase of high-quality cooperation between the two sides. At the new historic starting point, China stands ready to work with Central Asian countries to build on the momentum, continue carrying forward the China-Central Asia spirit, strengthen the China-Central Asia mechanism, promote innovation-led, high-quality and results-oriented cooperation in various fields, and jointly build a closer China-Central Asia community with a shared future.     

2026年是“十五五”开局之年。锐始者必图其终，成功者先计于始。我们要锚定目标任务，坚定信心、乘势而上，扎实推动高质量发展，进一步全面深化改革开放，推进全体人民共同富裕，续写中国奇迹新篇章。

The year 2026 marks the beginning of the 15th Five-Year Plan. A successful venture should start with a good plan and with clear goals set. We should focus on our goals and tasks, boost confidence, and build momentum to press ahead. We should take solid steps to promote high-quality development, further deepen reform and opening up across the board, deliver prosperity for all, and write a new chapter in the story of China's miracle.

从征求意见情况看，各地区各部门对《建议》稿给予充分肯定。大家一致认为，《建议》稿准确把握“十五五”时期党和国家事业发展所处历史方位，深入分析我国发展环境面临的深刻复杂变化，对未来5年发展作出顶层设计和战略擘画，指导方针科学精准，主要目标清晰明确，任务举措求真务实，是乘势而上、接续推进中国式现代化建设的又一次总动员、总部署，体现了续写经济快速发展和社会长期稳定两大奇迹新篇章、奋力开创中国式现代化建设新局面的历史主动，必将对党和国家事业发展产生重大而深远的影响。

From the feedback we received, it is clear that the draft document has the full endorsement of all consulted localities and departments. There is unanimous agreement that it accurately defines the historical stage that the cause of the Party and the country will enter in the 15th Five-Year Plan period, provides a thorough analysis of the profound and complex changes in China’s development environment, and sets out a top-level design and strategic plan for our development over the next five years. As a document with sound and well-targeted guiding principles, clear and specific targets, realistic tasks, and pragmatic measures, it will serve as yet another overarching blueprint and call to action for further advancing Chinese modernization based on the progress we have so far made. The document demonstrates our historic initiative by proposing to write a new chapter in the miracles of rapid economic growth and long-term social stability and open up new horizons for Chinese modernization. It will undoubtedly exert a significant and far-reaching influence on the cause of the Party and the country.
