第三，开辟未来经济发展的广阔蓝海。面对新一轮科技革命和产业变革的重大机遇，我们将始终把握建设开放型世界经济的大方向，乘势而上、大胆探索，共同打造新的发展空间。借此机会，我提四点倡议。

Third, we need to open up a vast blue ocean for future economic development. Facing major opportunities brought by the latest round of sci-tech revolution and industrial transformation, we will, as always, keep to the direction of building an open world economy, harness the momentum, make bold explorations, and work together to create new development space. In this connection, I wish to propose the following:

面对新一轮科技革命和产业变革浪潮，我们要着眼长远、把握机遇、乘势而上，推进数字化、智能化、绿色化转型发展，共同强化科技创新和成果转化，推进数字经济和实体经济深度融合。要携手完善全球科技治理，强化科技创新对绿色化数字化转型和可持续发展的支撑，营造开放、公平、公正、非歧视的科技发展环境。

Facing a new wave of scientific and technological revolution and industrial transformation, we should look beyond the horizon, seize the opportunities, and move along with the trend to promote transition to digital, smart and green development. We should jointly boost innovation and market application of scientific and technological advances, and push forward full integration of digital and physical economies. We should jointly improve global governance of science and technology, bolster support for green and digital transition and sustainable development through innovation, and build an open, fair, just and non-discriminatory environment for the development of science and technology.

中非合作论坛第八届部长级会议即将在塞内加尔首都达喀尔召开。中非合作面临乘势而上的新契机。中国政府此时发布《新时代的中非合作》白皮书，不仅是对中国对非政策进行集中阐述，对新时代中非合作成果进行回顾总结，也将增进国际社会对中非合作的了解和认知，为国际对非合作乃至全球发展合作贡献中国经验和中国智慧。

As the Eighth FOCAC Ministerial Conference will be held soon in Senegal's capital city of Dakar, China-Africa cooperation faces a new opportunity to build on the momentum and scale new heights. Besides summing up China’s Africa policy and taking stock of China-Africa cooperation in the new era, the white paper released at this point will also promote the international community’s understanding and knowledge of China-Africa cooperation, and contribute China’s experience and wisdom to international cooperation with Africa and global development cooperation.

再过几天，中国共产党就将迎来百年华诞。在中国共产党领导下，中国人民即将全面建成小康社会，并乘势而上开启全面建设社会主义现代化国家新征程。在新的历史起点上，中国愿同各方携手努力，继续高质量共建“一带一路”，打造更紧密的卫生合作伙伴关系、互联互通伙伴关系、绿色发展伙伴关系和开放包容伙伴关系，为各方提供更多机遇，分享更多红利。

In a few days, the Communist Party of China (CPC) will mark its centenary. Under the CPC leadership, the Chinese people will soon complete the building of a moderately prosperous society in all respects, and on that basis, embark on a new journey of fully building a modern socialist country. At a new historical starting point, China will work with all other parties to continue our high-quality Belt and Road cooperation and build closer partnerships for heath cooperation, connectivity, green development, and openness and inclusiveness. These efforts will generate more opportunities and dividends to all.
