—We should build a BRICS committed to innovation, and we must all act as pioneers of high-quality development. As the latest round of technological revolution and industrial transformation is advancing at an accelerated speed, we must keep pace with the times and foster new quality productive forces. China has recently launched a China-BRICS Artificial Intelligence Development and Cooperation Center. We are ready to deepen cooperation on innovation with all BRICS countries to unleash the dividends of AI development. China will establish a BRICS Deep-Sea Resources International Research Center, a China Center for Cooperation on Development of Special Economic Zones in BRICS Countries, a China Center for BRICS Industrial Competencies, and a BRICS Digital Ecosystem Cooperation Network. We welcome active participation from all interested parties to promote the high-quality upgrading of BRICS cooperation.

中国是亚太大家庭的负责任一员。从高质量实施《区域全面经济伙伴关系协定》，到积极推进加入《全面与进步跨太平洋伙伴关系协定》《数字经济伙伴关系协定》，从主动对接国际高标准经贸规则，到推动现有自贸协定提质升级，中国以实际行动引领亚太自贸区建设，为团结合作赋能，为共同发展助力。不久前，中国共产党二十届四中全会审议通过了“十五五”规划建议，提出积极扩大自主开放，加快推进区域和双边贸易投资协定进程，扩大高标准自贸区网络。中方将继续以自身高水平对外开放带动区域经济一体化，推动构建开放包容、创新增长、互联互通、合作共赢的亚太命运共同体。

China is a responsible member of the Asia-Pacific family. From high-quality implementation of RCEP to actively seeking to join the Comprehensive and Progressive Agreement for Trans-Pacific Partnership and the Digital Economy Partnership Agreement, from voluntarily matching high-standard international economic and trade rules to upgrading existing free trade agreements, China has been at the forefront of building a Free Trade Area of the Asia-Pacific to empower solidarity and cooperation and enable common development. Just last week, the 20th CPC Central Committee held its fourth plenary session and adopted the recommendations for formulating the 15th Five-Year Plan, which included proposals to open China wider to the world and work faster to facilitate regional and bilateral trade and investment agreements, and expand the network of high-standard free trade areas. China will continue to drive regional economic integration through China’s high-standard opening up, and work towards an Asia-Pacific community with a shared future featuring openness and inclusiveness, innovation-driven growth, greater connectivity, and mutually beneficial cooperation. 

在《区域全面经济伙伴关系协定》领导人会议上，李强总理高度评价协定作用和实施成效，指出协定各方应当更加紧密协作，以更加开放的胸怀打造区域大市场，以更加积极的行动推动协定提质升级，以更加坚定的决心维护多边贸易体制。中方愿同各方汇众智、聚众力，推动协定合作取得更多务实成果，携手开创共同繁荣的美好未来。会议发表了联合声明。与会领导人均肯定协定作为世界最大的自由贸易安排发挥的重要作用，表示应加强机制建设，积极推进扩员，持续释放潜能，达成更多实质性成果。

At the RCEP Summit, Premier Li Qiang spoke highly of RCEP’s role and implementation results, and pointed out that RCEP parties need to have closer coordination, build a big regional market with a more open mind, improve and upgrade RCEP through more proactive actions, and uphold the multilateral trading system with greater resolve. China stands ready to work with various parties to pool wisdom and strength, strive for more practical outcomes of RCEP cooperation, and jointly create a better future of common prosperity. The summit adopted the Joint Leaders’ Statement. Participating leaders recognized the important role of RCEP as the world’s biggest free trade arrangement and noted that we need to strengthen mechanism building, draw in more members, keep unleashing potential and achieve more substantive outcomes.

双方把握“高质量”定位，推进互利共赢。两国将进一步做优做强苏州工业园区、天津生态城等重点合作项目。双方合作将不断提质升级，从“要素互补”到“协同创新”的升级，从“双边合作”到“三方合作”的升级，从“参与全球分工”到“共同引领规则”的升级。

The two sides are committed to the characterization of developing high-quality partnership and mutual benefit. The two countries will work for more achievements in key cooperation projects, including the China-Singapore Suzhou Industrial Park and the China-Singapore Tianjin Eco-City. The two sides will improve and upgrade their cooperation from complementing production factors to joint innovation, from bilateral to tripartite cooperation, and from participating in global division of labor to jointly taking the lead in rules-making.
