第五，培育民众相知相亲新亮点。以中国—东盟人文交流年为契机，进一步深化文化、旅游、培训、青年等领域合作，开展更多地方、友好组织间的务实交流。建好办好“中国—东盟现代工匠学院”，创新实施中国—东盟青年领军者成长计划，加强青年交流互鉴。打造更多“小而美”民生项目，筑牢双方关系的民意基础。

Fifth, we will foster new highlights in people-to-people interactions. We need to make the most of the China-ASEAN Year of People-to-People Exchanges, further our cooperation in culture, tourism, training and youth, and increase practical exchanges at subnational levels and between friendly organizations. We will open and run well the China-ASEAN Institutes of Modern Craftsmanship, implement the China-ASEAN Youth Leaders Growth Program with innovative ideas, and promote more exchanges and mutual learning between the younger generation. We will deliver more "small yet smart" livelihood programs to consolidate public support for China-ASEAN relations.

中拉高举和平发展合作旗帜，推动发展战略对接，推进合作换挡加速，实现合作成果共享。双方坚持真正的多边主义，推动全球治理更加公平公正。中国和巴西联合发表政治解决乌克兰危机“六点共识”，会同立场相近的“全球南方”国家共同发起成立危机“和平之友”小组，为局势降温汇聚合力。中国是地区第二大贸易伙伴和多国第一大贸易伙伴，与5个地区国家签署自贸协定，与22个国家高质量共建“一带一路”。双方合作领域从经贸、金融、基建等传统领域向能源、数字、航空航天等新兴领域不断拓展。中拉直航已成为“中拉空中丝绸之路”。中方还积极为拉方开展人力资源培训，派遣医疗和农业专家组，推广竹子、菌草等“小而美”民生项目，助力地区发展振兴。

China and LAC hold high the banner of peaceful development and cooperation, forge stronger synergy between each other’s development strategies, upgrade and accelerate cooperation and share the outcomes of cooperation. Both sides uphold true multilateralism and work for more just and equitable global governance. China and Brazil jointly issued six common understandings on the political settlement of the Ukraine crisis and launched the Group of Friends for Peace on the Ukraine crisis together with other like-minded Global South countries to build global synergy on deescalating the situation. China is the second largest trading partner for the region and the largest trading partner for many countries in the region. China has signed free trade agreement with five countries and engaged in high-quality Belt and Road cooperation with 22 countries in this region. The cooperation between the two sides has been expanded from traditional areas including economy and trade, finance and infrastructure to such emerging areas as energy, digital economy and aerospace. The direct flights between China and LAC have become an “Air Silk Road”. China has actively provided human resources training programs to LAC, sent medical and agricultural experts there and promoted “small yet smart” livelihood programs on growing bamboos and Juncao to boost development and revitalization in the region.  

第五，发展合作伙伴行动。中方愿和非方共同发表在全球发展倡议框架内深化合作的联合声明，实施1000个“小而美”民生项目。注资中国—世界银行伙伴关系基金，助力非洲发展。支持举办2026年青奥会和2027年非洲杯，促进发展成果更好惠及中非人民。

Fifth, the Partnership Action for Development Cooperation. China is ready to release the Joint Statement on Deepening Cooperation within the Framework of the Global Development Initiative with Africa, and implement 1,000 “small and beautiful” livelihood projects. We will replenish the China-World Bank Group Partnership Facility to boost Africa’s development. We support Africa in hosting the 2026 Youth Olympic Games and the 2027 Africa Cup of Nations. We will work together with Africa to deliver more fruits of development to the two peoples.

抓好支持高质量共建“一带一路”八项行动的落实落地。稳步推进重大项目合作，实施一批“小而美”民生项目，积极推动数字、绿色、创新、健康、文旅、减贫等领域合作。加快建设西部陆海新通道。

We will carry out the eight major measures for supporting high-quality Belt and Road cooperation. We will steadily advance cooperation on major projects and implement a number of “small and beautiful” projects for improving the people’s wellbeing. We will promote cooperation in fields such as digital development, green development, innovation, health, culture, tourism, and poverty reduction. Development of the New International Land-Sea Trade Corridor will be accelerated.
