第五，培育民众相知相亲新亮点。以中国—东盟人文交流年为契机，进一步深化文化、旅游、培训、青年等领域合作，开展更多地方、友好组织间的务实交流。建好办好“中国—东盟现代工匠学院”，创新实施中国—东盟青年领军者成长计划，加强青年交流互鉴。打造更多“小而美”民生项目，筑牢双方关系的民意基础。

Fifth, we will foster new highlights in people-to-people interactions. We need to make the most of the China-ASEAN Year of People-to-People Exchanges, further our cooperation in culture, tourism, training and youth, and increase practical exchanges at subnational levels and between friendly organizations. We will open and run well the China-ASEAN Institutes of Modern Craftsmanship, implement the China-ASEAN Youth Leaders Growth Program with innovative ideas, and promote more exchanges and mutual learning between the younger generation. We will deliver more "small yet smart" livelihood programs to consolidate public support for China-ASEAN relations.

五是民心工程。未来3年，中方将向拉共体成员国提供3500个政府奖学金名额、1万个来华培训名额、500个国际中文教师奖学金名额、300个减贫技术人才培训名额、1000个“汉语桥”项目来华团组名额，实施300个“小而美”民生项目，积极推动鲁班工坊等职业教育合作项目，支持拉共体成员国开展中文教育。中方将举办“中拉情缘”中国影视节目展播，力争每年完成10部优秀电视剧或优秀视听节目互译工作。中方将同拉方举办“中国—拉美和加勒比国家旅游对话”。为进一步便利双方人员友好往来，中方决定首批向拉美和加勒比地区5个国家实施免签政策，并适时扩大对地区国家覆盖范围。

The fifth is People-to-People Connectivity Program. In the next three years, China will provide CELAC member states with 3,500 government scholarships, 10,000 training opportunities in China, 500 International Chinese Language Teachers Scholarships, 300 training opportunities for poverty reduction professionals, and 1,000 funded placements through the Chinese Bridge program. We will initiate 300 “small and beautiful” livelihood projects, actively promote vocational education cooperation programs such as Luban Workshop, and support CELAC member states in developing Chinese language education. We will also launch an exhibition of Chinese films and TV programs under The Bond, and work with LAC countries to translate and introduce 10 premium TV dramas and audiovisual programs annually to each other. China will host the China-LAC tourism dialogue with LAC countries. To facilitate friendly exchanges, China has decided to implement a visa exemption for five LAC countries as the first step, and will expand this policy coverage at proper times.

中国—东盟关系生动诠释了中国一贯坚持的亲诚惠容周边外交理念和睦邻友好政策。中国同周边国家政治互信与利益融合不断深化。中国已同周边17国达成构建命运共同体共识，同周边25国签署共建“一带一路”合作协议，成为18国的最大贸易伙伴。高质量共建“一带一路”重大标志性工程扎实推进，“小而美”民生项目合作别开生面，惠及更多周边国家民众。包括东亚合作、澜湄合作、中国—中亚合作、上海合作组织等在内的区域合作机制有力促进了区域经济一体化进程。

The China-ASEAN relations are a vivid illustration of China’s commitment to the principle of amity, sincerity, mutual benefit and inclusiveness in neighborhood diplomacy and a good-neighborly and friendly policy. The political mutual trust and convergence of interest between China and its neighbors have continued to deepen. China has reached common understandings with 17 neighboring countries on the building of a community with a shared future, signed an agreement on the Belt and Road cooperation with 25 neighboring countries and become the top trading partner of 18 countries in its neighborhood. Solid progress has been made in advancing major landmark projects of high-quality BRI cooperation. Small and smart livelihood projects have delivered tangibly for more people in China’s neighboring countries. Regional cooperation mechanisms including East Asian cooperation, the Lancang-Mekong cooperation, the China-Central Asia cooperation and the Shanghai Cooperation Organization have vigorously boosted the process of regional economic integration.

统筹推进重大标志性工程和“小而美”民生项目建设，形成一批示范性合作成果。保障中欧班列稳定畅通运行，加快西部陆海新通道建设。引导对外投资健康安全有序发展，强化法律、金融、物流等海外综合服务，优化产业链供应链国际合作布局。

We will advance both major signature projects and “small and beautiful” public wellbeing projects and produce a number of exemplary cooperative project deliverables. We will ensure the stable and smooth operation of China-Europe freight trains and accelerate the development of the New International Land-Sea Trade Corridor. We will guide the sound, secure, and orderly growth of outbound investment, strengthen comprehensive overseas services, including legal, financial, and logistics support, and improve the layout of international cooperation in industrial and supply chains.
