二十国集团要做全球经济金融治理改革的推动者。要进一步加强各国宏观政策协调，减少发达经济体政策调整的负面外溢效应。要落实《全球数字契约》，弥合南北“数字鸿沟”。要推进国际金融架构改革，如期开展世界银行2025年股权审议，明年6月前制定国际货币基金组织新的份额公式，赋予发展中国家更多代表性和话语权。中方支持古特雷斯秘书长推动全球金融体系改革的努力。

The G20 should be promoters of global economic and financial governance reform. We should further enhance macro policy coordination and reduce the negative spillover effect of policy adjustments made by advanced economies. We should implement the Global Digital Compact, and bridge the North-South digital divide. We should advance the reform of the global financial architecture. The World Bank should carry out shareholding review in 2025 as scheduled, and the International Monetary Fund (IMF) should develop a new quota formula by June 2025, so as to give developing countries greater representation and say. China supports the efforts of Secretary General António Guterres to promote reform of the global financial system.

契约顺应了全球促进数字发展与合作的时代潮流，反映了各国特别是全球南方国家希望弥合数字鸿沟、解决治理赤字的迫切呼声，凸显了国际社会希望通过团结合作，应对数字机遇挑战，构建包容、开放、公平、安全数字未来的共同意愿。契约既是国际社会对多边主义及数字团结与合作投下的赞成票，也将为全球数字治理注入新的动力和活力。

The compact follows the prevailing trend of promoting digital development and cooperation in the world, reflects the urgent call of all countries, especially Global South countries, for efforts to close the digital divide and wipe out governance deficits, and demonstrates the common aspiration of the international community to respond to digital opportunities and challenges, and build an inclusive, open, fair and secure digital space through joint effort and cooperation. The compact shows international support for multilateralism and digital solidarity and cooperation, and provides fresh impetus for global digital governance.

第一，坚持创新驱动。创新是发展的强大动力。我们要顺应科技发展趋势，以更加积极姿态推动科技交流合作，携手打造开放、公平、公正、非歧视的科技发展环境。要加速数字化转型，缩小数字鸿沟，加快落实《亚太经合组织互联网和数字经济路线图》，支持大数据、云计算、人工智能、量子计算等新技术应用，不断塑造亚太发展新动能新优势。

First, staying committed to innovation-driven development. Innovation is a strong driver of development. We should follow the trends of scientific and technological advancement, more proactively promote exchanges and cooperation in science and technology, and work together for an open, fair, equitable and non-discriminatory environment for scientific and technological progress. We should accelerate digital transformation, narrow the digital divide, redouble our efforts to implement the APEC Internet and Digital Economy Roadmap, support the application of big data, cloud computing, artificial intelligence, quantum computing and other new technologies, and create new momentum and new drivers of growth in the Asia-Pacific region.

治理赤字更加严峻。世界正面临多重治理危机，能源危机、粮食危机、债务危机等不断加剧；全球气候治理紧迫性凸显，绿色低碳转型任重道远；数字鸿沟日益扩大，人工智能治理缺位。新冠疫情像一面镜子，折射出全球治理体系这台机器越来越滞后于时代，甚至在一些问题上运转失灵，亟待改革完善。

The governance deficit is more severe. The world is facing multiple governance crises. The energy crisis, food crisis, and debt crisis are intensifying. Global climate governance is urgently needed, and the transition to green, low-carbon development requires dedicated efforts over an extended period of time. The digital divide continues to expand, and sound governance of artificial intelligence is lacking. The Covid-19 pandemic is a mirror through which we have observed that the global governance system is falling further behind the times and keeps breaking down on issues requiring resolution. It has to be reformed and improved.
