第二，专注发展的亚洲需要更好坚守五项原则。过去数十年亚洲保持快速发展，得益于地区国家践行正确相处之道，始终平等相待、互尊互利、共促稳定。未来亚洲要实现更大发展，我们仍要坚持与邻为善、与邻为伴，反对阵营对抗、“小院高墙”，更多汇聚发展合力。

Second, a stronger commitment to the Five Principles is required in a development-focused Asia. Over the past decades, Asia has maintained rapid development, because countries in the region have always followed the right way to get along. We have treated each other as equals, fostered mutual respect and mutual benefit, and jointly promoted stability. For Asia to achieve even greater development, it is imperative that we continue to pursue friendship and partnership with our neighbors, oppose bloc confrontation and “small yards with high fences,” and increase the synergy for development.

中国始终坚定支持东盟团结和东盟共同体建设，支持东盟在区域架构中的中心地位。习近平主席在访问中强调，中方支持马来西亚发挥东盟轮值主席国作用，愿同地区国家尽早签署中国—东盟自贸区升级议定书，以开放包容、团结合作抵制“脱钩断链”、“小院高墙”和滥征关税，以和平、合作、开放、包容的亚洲价值观回应弱肉强食的丛林法则，以亚洲的稳定性和确定性应对世界的不稳定和不确定。

China always firmly supports ASEAN unity, the building of ASEAN community and ASEAN centrality in the regional architecture. During the visit, President Xi stressed that China supports Malaysia in playing its role as ASEAN Chair, and stands ready to sign the China-ASEAN Free Trade Area Upgrade Protocol with regional countries as early as possible. Together, we will reject decoupling, supply disruption, “small yard, high fence” and tariff abuse with openness, inclusiveness, solidarity and cooperation, counter the law of the jungle where the strong prey on the weak with the Asian values of peace, cooperation, openness and inclusiveness, and address instability and uncertainty in the world with the stability and certainty of Asia. 

四是应坚持开放共赢。发展是破解各种难题的钥匙，多极世界应当是各国共同发展的世界。保护主义不是出路，滥加关税没有赢家。“脱钩断链”断的是机遇，“小院高墙”封的是自己。应当坚持开放合作，以普惠包容的经济全球化来支撑平等有序的世界多极化。

Fourth, it is important to pursue openness and mutual benefit. Development holds the key to addressing various problems. The multipolar world should be one where all countries develop together. Protectionism offers no way out, and arbitrary tariffs produce no winners. Decoupling deprives one of opportunities, and a “small yard with high fences” only ends up constraining oneself. It is important to pursue open cooperation, and support an equal and orderly multipolar world with a universally beneficial and inclusive economic globalization.

自由贸易是世界经济发展的必然要求，根本目标是实现互利共赢，促进共同发展。搞保护主义、建“小院高墙”，严重扰乱全球产供链，损害各国共同和长远利益。中方将继续秉持入世初心，同国际社会一道，维护以世贸组织为核心的多边贸易体制，持续推进全球贸易投资自由化便利化，更好惠及世界。

Free trade is an essential condition for world economy to grow. The ultimate goal of free trade is to achieve mutually benefitial result and common development. Engaging in protectionism and building “small yard, high fence” seriously disrupts the global industrial and supply chains and harms the common and long-term interests of all countries. China will continue to honor its commitments made at its accession to the WTO, and work with the rest of the world to safeguard the multilateral trade system with the WTO at its core, promote global trade and investment liberalization and facilitation, and deliver more benefit to the world.
