明确新时代我国社会主要矛盾是人民日益增长的美好生活需要和不平衡不充分的发展之间的矛盾，必须坚持以人民为中心的发展思想，发展全过程人民民主，推动人的全面发展、全体人民共同富裕取得更为明显的实质性进展；

—The principal contradiction facing Chinese society in the new era is that between unbalanced and inadequate development and the people’s ever-growing needs for a better life, and the Party must therefore remain committed to a people-centered philosophy of development, develop whole-process people’s democracy, and make more notable and substantive progress toward achieving well-rounded human development and common prosperity for all.

必须坚持党的领导、人民当家作主、依法治国有机统一，积极发展全过程人民民主，健全全面、广泛、有机衔接的人民当家作主制度体系，构建多样、畅通、有序的民主渠道，丰富民主形式，从各层次各领域扩大人民有序政治参与，使各方面制度和国家治理更好体现人民意志、保障人民权益、激发人民创造。必须警惕和防范西方所谓“宪政”、多党轮流执政、“三权鼎立”等政治思潮的侵蚀影响。

We must uphold the unity between the Party’s leadership, the running of the country by the people, and law-based governance. Efforts must be made to actively develop whole-process people’s democracy, and advance comprehensive, extensive, and coordinated development of the systems and institutions through which the people run the country. We must establish diverse, unimpeded, and well-organized democratic channels, diversify forms of democracy, and expand the people’s orderly political participation at all levels and in various fields, so as to ensure that China’s governance and institutions in all sectors give full expression to the will of the people, protect their rights and interests, and spark their creativity. We must remain on guard against the erosive influence of Western trends of political thought, including the so-called constitutionalism, alternation of power between political parties, and separation of powers.

坚持系统观念，统筹推进“五位一体”总体布局，协调推进“四个全面”战略布局，立足新发展阶段、贯彻新发展理念、构建新发展格局、推动高质量发展，全面深化改革开放，促进共同富裕，推进科技自立自强，发展全过程人民民主，保证人民当家作主，坚持全面依法治国，坚持社会主义核心价值体系，坚持在发展中保障和改善民生，坚持人与自然和谐共生，统筹发展和安全，加快国防和军队现代化，协同推进人民富裕、国家强盛、中国美丽。

We should continue to apply systems thinking and ensure coordinated implementation of the Five-Sphere Integrated Plan and the Four-Pronged Comprehensive Strategy. We need to ground our work in this new stage of development, apply the new development philosophy, foster a new pattern of development, and promote high-quality development. We should deepen reform and opening up across the board, promote common prosperity for all, and build up our country’s strength in science and technology. We should develop whole-process people’s democracy and ensure it is the people who run the country. We should continue to advance law-based governance in all respects, uphold the core socialist values, ensure and enhance people’s wellbeing in the course of development, and promote harmony between humanity and nature. We need to balance development and security imperatives, move faster to modernize national defense and the armed forces, and take well-coordinated steps toward making our people prosperous, our nation strong, and our country beautiful.

民主是全人类的共同价值，是各国人民的权利。全过程人民民主是最广泛、最真实、最管用的民主，是最适合中国国情的人民民主，也为丰富发展人类政治文明作出了重要贡献。

Democracy is a common value of humanity and the right of people of all countries. Whole-process people’s democracy is the model of democracy in its broadest, most genuine, and most effective form. It is the people’s democracy most suitable for China’s national conditions and has made important contributions for enriching humanity’s political civilization.

《人民日报》记者：中国全国两会刚刚闭幕，我们注意到，不少国际人士表示，两会是观察中国全过程人民民主的窗口。“中国式民主实践”提供了与西方国家不同的政治道路，为世界尤其是全球南方国家提供了宝贵经验和启示。中方对此有何评论？

People’s Daily: The two sessions just came to a conclusion in China. We noted that many in the international community said the two sessions are a window for the rest of the world to understand China’s whole-process people’s democracy. China’s democratic practice leads to a political path different from that of Western countries, and provides valuable experience and inspiration to the world, especially Global South countries. What’s your comment?

毛宁：中国全国两会是全过程人民民主的生动实践。出席今年两会的有来自各行各业近3000名全国人大代表和2000多名政协委员，他们将百姓的声音带到最高议事平台，将人民所思所盼融入国家发展顶层设计。政府工作报告起草过程中征求意见近4000份，征集网民建言200多万条，力求最充分集思广益，最广泛反映民意。两会闭幕后，政府部门将全面落实各项任务，实现从民意反映、倾听到协商、落实的完整闭环。

Mao Ning: The two sessions are a vivid practice of China’s whole-process people’s democracy. This year’s two sessions have brought together nearly 3,000 NPC deputies and over 2,000 CPPCC members from diverse backgrounds who represent people’s voice on the top-level platform for the deliberation of state affairs and integrate people’s aspiration into the top design of national development. Nearly 4,000 suggestions and over 2 million online opinions were solicited for the draft of the Report on the Work of the Government, with the aim of most extensively pooling collective wisdom and representing people’s will. After the two sessions were concluded, government departments will comprehensively implement tasks. This is a complete process of public opinion soliciting, consultation and implementation.
