党的十八大以来，在党的坚强领导下，人民军队实现整体性革命性重塑、重整行装再出发，国防实力和经济实力同步提升，一体化国家战略体系和能力加快构建，建立健全退役军人管理保障体制，国防动员更加高效，军政军民团结更加巩固。人民军队坚决履行新时代使命任务，以顽强斗争精神和实际行动捍卫了国家主权、安全、发展利益。

Since the Party’s 18th National Congress, the people’s military has been through an all-around revolutionary restructuring under the firm leadership of the Party in preparation for the next stage, while our defense capabilities have grown in step with our economic strength. Integration of national strategic systems and capabilities has accelerated, sound administrative and support systems for ex-service members have been established, defense mobilization has become more efficient, and greater unity has been cultivated between the military and the government and between the military and civilians. Firmly carrying out the missions of the new era, the people’s military has taken concrete actions to safeguard our national sovereignty, security, and development interests with an indomitable fighting spirit.

访问期间，习近平主席就建设高水平战略性中马命运共同体提出三点重要意见：一是坚持战略自主，开展高水平战略协作。继续携手走好符合本国国情的发展道路，坚定支持彼此维护国家主权、安全、发展利益。建立外交、国防“2＋2”对话机制，深化国家安全、防务、执法交流合作。二是凝聚发展合力，打造高质量发展合作标杆。培育壮大前沿合作，推动传统领域合作转型升级，促进双向投资。推进铁海联运，实现“两国双园”提质升级，将马重要港口打造成“陆海新通道”重要枢纽。三是传承世代友好，深化文明交流互鉴。开展“儒伊文明对话”合作，以签署互免签证协定为契机，促进民心相通。

During the visit, President Xi made an important three-point proposal on building a high-level strategic China-Malaysia community with a shared future. First, upholding strategic independence and carrying out high-level strategic coordination. Both countries should continue on the development paths suited to their respective national conditions, resolutely support each other in safeguarding national sovereignty, security and development interests. A “2+2” diplomatic and defense dialogue mechanism will be established to deepen exchanges and cooperation on national security, defense and law enforcement. Second, combining forces for development and setting a benchmark for high-quality development cooperation. The two sides should work together to cultivate and expand cooperation in frontier areas and push for the transformation and upgrade of cooperation in traditional fields, and promote two-way investment. The two countries should promote rail-sea intermodal transport, upgrade “Two Countries, Twin Parks,” and turn Malaysia’s major ports into important hubs of the New International Land-Sea Trade Corridor. Third, carrying forward the friendship forged through generations, and deepening inter-civilizational exchanges and mutual learning. The two sides should jointly advance Confucianism-Islam dialogue and seize the opportunity of signing a mutual visa exemption agreement to foster closer people-to-people connection.

As we embark on the new journey, China’s diplomacy will continue to apply the holistic approach to national security in our diplomatic work, and aim to firmly defend national sovereignty, security and development interests, advance the Global Security Initiative, hold high the banner of building a community with a shared future for mankind, and work with other countries to build a beautiful world that enjoys lasting peace and universal security.

We in the foreign service are staunch defenders of and active contributors to national security. We work hard to deepen our understanding of and closely follow the holistic approach to national security, actively carry out national security education, and take concrete actions to fulfill our responsibility and mission of defending national security through diplomatic work. We firmly safeguard national sovereignty, security and development interests with strong determination and strenuous effort, and stand against any external pressure, threats and coercion. We have actively advanced the Global Security Initiative, promoted international security cooperation, and worked with various parties to jointly address traditional and non-traditional security challenges, improve global security governance, and make the world as a whole a safer place.
