Since the Party’s 18th National Congress, the people’s military has been through an all-around revolutionary restructuring under the firm leadership of the Party in preparation for the next stage, while our defense capabilities have grown in step with our economic strength. Integration of national strategic systems and capabilities has accelerated, sound administrative and support systems for ex-service members have been established, defense mobilization has become more efficient, and greater unity has been cultivated between the military and the government and between the military and civilians. Firmly carrying out the missions of the new era, the people’s military has taken concrete actions to safeguard our national sovereignty, security, and development interests with an indomitable fighting spirit.

Under the strong leadership of the CPC Central Committee, we in the diplomatic service hold high the banner of building a community with a shared future for humanity, advocate an equal and orderly multipolar world and a universally beneficial and inclusive economic globalization, implement the Global Development Initiative, the Global Security Initiative, the Global Civilization Initiative and the Global Governance Initiative, work to build a more just and equitable global governance system through reform, expand the global network of partnerships and advance the high-quality Belt and Road cooperation. We on the diplomatic front firmly uphold national sovereignty, security and development interests, and actively act on the abiding commitment of serving the people through diplomacy. As the major-country diplomacy with Chinese characteristics is advancing on all fronts, China enjoys enhanced international influence, stronger capacity to lead new endeavors, and greater moral appeal.

全会提出，如期实现建军一百年奋斗目标，高质量推进国防和军队现代化。贯彻习近平强军思想，贯彻新时代军事战略方针，坚持党对人民军队绝对领导，贯彻军委主席负责制，按照国防和军队现代化新“三步走”战略，推进政治建军、改革强军、科技强军、人才强军、依法治军，边斗争、边备战、边建设，加快机械化信息化智能化融合发展，提高捍卫国家主权、安全、发展利益战略能力。要加快先进战斗力建设，推进军事治理现代化，巩固提高一体化国家战略体系和能力。

It was also noted that we should work to achieve the centenary goals of the People's Liberation Army on schedule and modernize national defense and the armed forces. We should act on Xi Jinping Thought on Strengthening the Military and carry out the military strategy for the new era. We must ensure that the Party exercises absolute leadership over the people's armed forces, and the system of ultimate responsibility resting with the chairman of the Central Military Commission must be implemented. We are pursuing the new, three-step strategy for modernizing national defense and the armed forces. On this basis, we should continue to enhance political loyalty in the military, strengthen the military through reform, scientific and technological advances, and personnel training, and run the military in accordance with the law. We should simultaneously carry out operations, boost combat preparedness, and enhance military capabilities, and accelerate integrated military development through mechanization, informatization, and the application of smart technologies. All this will enhance our military's strategic capacity to defend our national sovereignty, security, and development interests. We should speed up the development of advanced combat capabilities, modernize military governance, and consolidate and improve integrated national strategies and strategic capabilities.
