党的十八大以来，在党的坚强领导下，人民军队实现整体性革命性重塑、重整行装再出发，国防实力和经济实力同步提升，一体化国家战略体系和能力加快构建，建立健全退役军人管理保障体制，国防动员更加高效，军政军民团结更加巩固。人民军队坚决履行新时代使命任务，以顽强斗争精神和实际行动捍卫了国家主权、安全、发展利益。

Since the Party’s 18th National Congress, the people’s military has been through an all-around revolutionary restructuring under the firm leadership of the Party in preparation for the next stage, while our defense capabilities have grown in step with our economic strength. Integration of national strategic systems and capabilities has accelerated, sound administrative and support systems for ex-service members have been established, defense mobilization has become more efficient, and greater unity has been cultivated between the military and the government and between the military and civilians. Firmly carrying out the missions of the new era, the people’s military has taken concrete actions to safeguard our national sovereignty, security, and development interests with an indomitable fighting spirit.

我们要强调，香港是中国的香港，香港事务纯属中国内政。中国政府维护国家主权、安全、发展利益的决心坚定不移。中方敦促美方恪守国际法原则和国际关系基本准则，立即停止以任何方式插手香港事务和中国内政。

Let me stress that Hong Kong is China’s Hong Kong and Hong Kong affairs are purely China’s internal affairs. The Chinese government has unwavering resolve in upholding national sovereignty, security and development interests. We urge the U.S. to abide by the principles of international law and basic norms governing international relations, and stop interfering in China’s domestic affairs including Hong Kong affairs in any form. 

维护国家安全是外交工作的神圣使命。我们有力捍卫国家主权、安全、发展利益，坚决反击外部势力遏制打压，为强国建设、民族复兴伟业营造有利外部环境。我们携手国际社会践行全球安全倡议，积极开展国际安全合作，协力完善全球安全治理，以中国方案推动和平解决国际争端和热点问题，日益成为世界变局乱局中的和平力量、稳定力量、正义力量。

Safeguarding national security is the sacred mission of the diplomatic front. We resolutely defend national sovereignty, security and development interests, fight back at attempts of containment and suppression by external forces, and strive to ensure a favorable external environment for our cause of building a strong country and realizing national rejuvenation. We work with the international community to act on the Global Security Initiative, engage in international security cooperation, contribute to better global security governance, and offer Chinese solutions to help promote the peaceful settlement of international disputes and hotspot issues. With all these efforts, China is increasingly perceived as a force for peace, stability and justice in a changing and turbulent world.

我要再次强调，香港事务纯属中国内政，香港法治不容撼动，任何外国无权说三道四。中国政府维护国家主权、安全、发展利益的决心坚定不移，贯彻“一国两制”方针的决心坚定不移。一切破坏香港由治及兴进程、妄想乱港遏华的图谋都绝不可能得逞。我们敦促有关方面尊重中国主权，恪守国际法原则和国际关系基本准则，立即停止以任何方式插手香港事务、干涉中国内政。

Let me stress again that Hong Kong affairs are purely China’s internal affairs. The rule of law in Hong Kong is unshakable and no foreign country has the right to make irresponsible remarks. The Chinese government remains unwavering in its determination to safeguard the nation’s sovereignty, security and development interests and to implement One Country, Two Systems. Any attempt to disrupt Hong Kong’s advancement from stability to prosperity or to destabilize Hong Kong and contain China is doomed to fail. We urge relevant sides to respect China’s sovereignty, abide by the principles in international law and basic norms governing international relations, and immediately stop meddling in Hong Kong affairs and stop interfering in China’s internal affairs in any form.
