第三，要坚持公平正义，完善全球治理。70年前，和平共处五项原则在新兴力量发展崛起的历史潮流中应运而生。“互相尊重主权和领土完整、互不侵犯、互不干涉内政、平等互利、和平共处”，成为国际社会尤其是发展中国家共同遵循的国际关系准则。历史启迪我们，顺应时代潮流，才能得民心，更能利天下。坚持国际关系基本准则，才能行得稳，更能走得远。

Third, we should uphold fairness and justice and improve global governance. Seventy years ago, the Five Principles of Peaceful Coexistence were proposed amid the historic rise of emerging forces. The principles of mutual respect for sovereignty and territorial integrity, mutual non-aggression, mutual non-interference in each other’s internal affairs, equality and mutual benefit, and peaceful coexistence have become norms governing international relations observed by the international community, especially by developing countries. What we learn from history is that only by following the trend of the times can we get the people’s support and bring benefits to all, and only by following the basic norms governing international relations can we make steady and sustained progress.

今天我们又一次站在单边还是多边、双输还是共赢的十字路口。以史为鉴，我们要共同在国际事务中坚持共商共建共享的全球治理观。全球的事务要由大家商量着来办，国际规则应由各国共同制定和遵守，治理的成果也要由大家一起来分享。要坚持和捍卫真正的多边主义，维护联合国在国际体系中的核心作用，维护国际法和国际关系基本准则。要倡导不同文明互学互鉴、和合共生，鼓励和支持各国走符合本国国情的发展道路。要打破一讲多极化就是少数几个大国的传统叙事，推动实现平等有序的世界多极化，为完善全球治理发出更响亮的集体声音，发挥更强大的集体力量。

Today, we are once again standing at a crossroads where we must choose between unilateralism and multilateralism, and between lose-lose and win-win. We should learn from history, and follow the vision of global governance featuring extensive consultation and joint contribution for shared benefit in international affairs. Global affairs should be discussed by all, international rules should be formulated and observed by all countries, and the benefits of governance should be shared by all. It is essential to uphold and defend true multilateralism, preserve the U.N.’s central role in the international system, and safeguard international law and the basic norms governing international relations. We need to advocate mutual learning and harmony between civilizations, and encourage and support all countries in following development paths suited to their national conditions. We must debunk the myth that multipolarity is about a few big countries, champion an equal and orderly multipolar world, speak with a louder collective voice, and play a greater collective role in improving global governance.

郭嘉昆：中方坚决反对、强烈谴责巴方有关行径。世界上只有一个中国，台湾是中国领土不可分割的一部分，一个中国原则是国际关系基本准则和国际社会普遍共识。长期以来，巴拉圭各界朋友不断发出发展对华关系的强烈呼声，根据巴拉圭国内民调显示，近九成巴拉圭民众支持中巴建交，这充分说明同中国建交符合巴拉圭人民根本和长远利益，与台湾当局沆瀣一气不得人心。巴方有关政治人物不仅对此充耳不闻，还冒天下之大不韪公然窜台为赖清德之流站台，甘当“台独”分裂势力的棋子，其究竟是为了巴拉圭人民的利益还是另有所图，相信明眼人都能看清。

Guo Jiakun: China firmly opposes and condemns such moves made by the Paraguayan side. There is but one China in the world, and Taiwan is an inalienable part of China’s territory. The one-China principle is a basic norm governing international relations and a prevailing consensus in the international community. Over the years, we have heard time and again the strong call of people from various sectors in Paraguay to develop relations with China. According to a poll in Paraguay, nearly 90 percent of the respondents supported establishing diplomatic ties with China. This fully demonstrates that establishing diplomatic relations with China serves the fundamental and long-term interests of the Paraguayan people, and that colluding with the Taiwan authorities wins no support. Relevant Paraguayan political figures not only turn a blind eye to it, but also blatantly visit Taiwan to endorse Lai Ching-te and his like in defiance of global criticism and willingly serve as chess pieces for “Taiwan independence” separatist forces. It’s apparent for all whether it is truly for the benefit of the Paraguayan people or for some ulterior motive.

林剑：我昨天回答过这个问题。我愿重申，一个中国原则是国际关系基本准则和国际社会普遍共识。世界上已有183个国家在此原则基础上与中国建立外交关系。我们奉劝巴拉圭当局早日站到历史正确一边，作出承认一个中国原则、同台湾当局断绝所谓“外交关系”的正确抉择。

Lin Jian: I answered a related question yesterday. Let me reiterate, the one-China principle is a basic norm in international relations and a prevailing international consensus. On the basis of this principle, a total of 183 countries have established diplomatic relations with China. We urge the Paraguayan authorities to come to the right side of history as soon as possible, and make the right decision to recognize the one-China principle and sever so-called “diplomatic ties” with the Taiwan authorities.

Lin Jian: The report puts headline-grabbing sensationalism before journalistic ethics of reporting the truth, taking things out of context, misrepresenting facts and sowing discord. Let me stress, there is but one China in the world. Taiwan is an inalienable part of China’s territory. The Government of the People’s Republic of China is the sole legal government representing the whole of China. The one-China principle is a prevailing international consensus and a basic norm governing international relations. It is the political foundation and prerequisite for the development of China-Honduras ties and bilateral cooperation. There is not the slightest room for ambiguity here. Since the establishment of diplomatic relations between China and Honduras, the two sides have engaged in practical cooperation across various fields in the principle of mutual respect and equal consultation, delivering win-win outcomes that greatly benefit the two peoples and gaining popular support in both countries. Facts fully prove that upholding the one-China principle is the right choice that accords with the trend of history and our times, and serves the fundamental interests of Honduras and its people. The separatist attempts of “Taiwan independence” forces find no support and are doomed to fail.
