第一，正视当前世界经济面临的增长困境。疫情以来的这几年，世界经济复苏艰难。据国际货币基金组织等机构预测，今后几年世界经济可能维持中低速增长，总体低于疫情前水平。世界经济增长动能不足，既有疫情冲击、通胀高企、债务加剧等阶段性因素影响，也与一些深层次矛盾和问题密切相关。从长周期看，自18世纪60年代以来，以蒸汽机、电力、信息技术为代表的三次工业革命，极大改变了人类生产生活方式，每次工业革命后世界经济都迎来一轮爆发增长期。同时，随着既有技术模式释放动能的减弱，世界经济增长也会逐渐步入一个瓶颈期。这种内在变化带来的影响是多方面的，在宏观上，表现为经济增速放缓，世界经济的蛋糕不再那么容易做大；在中观上，体现为投资收益下降，规模经济效应减弱，越来越多的商业领域由“蓝海”变成了“红海”；在微观上，则是不同主体间竞争加剧、“内卷”增多。基于存量的你争我夺，也一定程度导致了逆全球化抬头、地缘冲突加剧等问题。

First, we need to confront the growth predicament of the world economy. The road to recovery has been treacherous since the onset of COVID-19. According to forecasts of the International Monetary Fund and other institutions, global growth may remain moderate or even slow in the coming years, and generally below the pre-pandemic level. Anemic global growth is not only caused by temporary factors such as impact of the pandemic, high inflation and rising debt. It is also ascribed to some deep-seated problems and intrinsic issues. From a cyclical perspective, the three industrial revolutions since the 1760s, which were respectively marked by the utilization of steam engines, electricity and information technologies, all transformed the way of production and life in human society. Each was followed by a surge in global growth. However, when the impetus unleashed by existing technological models diminished, global growth would slide into a period of stagnation. The impact of such fundamental transformation is manifold. At the macro level, we would see a slowdown of economic growth, and find it more difficult to make the pie of global economy bigger. At the meso level, we would see declining return on investment and diminishing economies of scale, with more business sectors turning from blue to red oceans. At the micro level, we would see intensifying competition among market players and spiraling “involution.” The neck-to-neck contest for available resources is, to some extent, triggering problems including backlash against globalization and escalation of geopolitical conflicts.

多年来，中国企业持续深耕欧洲市场，积极承担社会责任，为欧盟经济增长和绿色转型、促进就业和民生福祉作出积极贡献。中共二十届四中全会审议通过“十五五”规划建议，为未来5年的中国经济发展擘画了蓝图。中国接续推进中国式现代化、坚定扩大高水平对外开放，必将为中欧合作带来更多机遇。在当前国际形势复杂多变、世界经济增长动能不足、贸易保护主义阴云密布的背景下，中欧更应坚持对话合作，坚定维护自由贸易和公平竞争，通过对话协商妥善解决分歧摩擦。希望欧方恪守市场开放承诺和公平竞争原则，认真倾听并重视解决中国企业的合理建议和正当诉求，为中国企业赴欧投资兴业营造公平、可预期的市场环境。我们也欢迎欧方把握中方实施“十五五”规划带来的重要机遇，不断做大经贸投资增量，实现共同发展。

Over the years, Chinese businesses have continued to explore the EU market and actively taken up corporate responsibilities, making positive contribution to the EU’s economic growth, green transition, employment and people’s wellbeing. The recommendations for formulating the 15th Five-Year Plan adopted at the fourth plenary session of the 20th CPC Central Committee have drawn a blueprint for China’s economic development in the next five years. China’s continued modernization drive and greater high-standard opening up will bring more opportunities for China-EU cooperation. Amid the complex and volatile international situation, sluggish world economic growth and rising trade protectionism, it is all the more important that China and the EU engage in dialogue and cooperation, uphold free trade and fair competition, and resolve differences and frictions properly through dialogue and consultation. We hope the EU will honor its commitment on market openness and uphold the principle of fair competition, listen to and earnestly address the reasonable suggestions and legitimate appeals of Chinese businesses, and provide a fair and predictable environment for Chinese businesses to invest and operate in the EU. We also welcome the EU to grasp the important opportunities arising from China’s implementation of the 15th Five-Year Plan to increase trade and investment and achieve common development.

林剑：当前，百年变局加速演进，世界经济增长动能不足，全球发展赤字扩大，二十国集团作为国际经济合作主要论坛，应该加强团结合作，共同应对挑战，推动完善全球经济治理，为促进世界经济增长和各国发展繁荣作出积极贡献。二十国集团领导人峰会首次在非洲大陆举办，具有重要历史意义。中方支持南非主席国工作，愿同各方一道努力，围绕“团结、平等、可持续”的峰会主题，推动此次峰会在坚持多边主义、构建开放型世界经济、促进发展合作等方面凝聚共识。

Lin Jian: Amid rapid changes in the world not seen in a century, sluggish global economic growth and widening development deficit in the world, the G20, as the premier forum for international economic cooperation, needs to enhance solidarity and cooperation, jointly respond to challenges, improve global economic governance and contribute to world economic growth and the development and prosperity of countries. It is of historic significance that the G20 summit is held on the African continent for the first time. China supports South Africa’s G20 presidency and stands ready to work with various parties under the theme “Solidarity, Equality, Sustainability” to build up consensus at the summit for upholding multilateralism, building an open world economy and promoting the cooperation on development.

从国际看，世界百年变局加速演进，外部环境更趋复杂严峻，可能对我国贸易、科技等领域造成更大冲击。世界经济增长动能不足，单边主义、保护主义加剧，多边贸易体制受阻，关税壁垒增多，冲击全球产业链供应链稳定，对国际经济循环造成阻碍。地缘政治紧张因素依然较多，影响全球市场预期和投资信心，加剧国际市场波动风险。

Internationally, changes unseen in a century are unfolding across the world at a faster pace. An increasingly complex and severe external environment may exert a greater impact on China in areas such as trade, science, and technology. Global economic growth lacks steam, unilateralism and protectionism are on the rise, the multilateral trading system is experiencing disruptions, and tariff barriers continue to increase. All this is undermining the stability of global industrial and supply chains and impeding flows in the international economy. The factors causing geopolitical tensions remain numerous, and they are affecting global market expectations and investment confidence and fueling the risk of volatility in global markets.
