—We should build a BRICS committed to justice, and we must all act as forerunners in reforming global governance. The international power dynamics is undergoing profound changes, but global governance reform has lagged behind for a long time. We should champion true multilateralism and adhere to the vision of global governance characterized by extensive consultation, joint contribution, and shared benefits. We must ensure that global governance reform is guided by the principles of fairness, justice, openness and inclusiveness. In light of the rise of the Global South, we should respond favorably to the calls from various countries to join BRICS. We should advance the process of expanding BRICS membership and establishing a partner country mechanism, and enhance the representation and voice of developing nations in global governance.

一是共同维护多边贸易体制。践行真正的多边主义，提高以世界贸易组织为核心的多边贸易体制的权威性和有效性。坚持世界贸易组织改革的正确方向，维护最惠国待遇、非歧视等基本原则，推动国际经贸规则与时俱进，更好保障发展中国家正当权益。

First, we should work together to safeguard the multilateral trading system. We must practice true multilateralism, and enhance the authority and effectiveness of the multilateral trading system with the WTO at its core. We should stick to the right direction of WTO reform, uphold the most-favored-nation (MFN), nondiscrimination and other fundamental principles, and update international economic and trade rules to reflect the changing times, so as to better protect the legitimate rights and interests of developing countries.

中国一贯奉行独立自主的和平外交政策。作为最大的发展中国家、不结盟运动的伙伴、全球南方的一员，中国始终站在广大发展中国家一边，将继续践行真正的多边主义，同各国共同维护以世贸组织为核心的多边贸易体制，恪守《联合国宪章》和国际关系基本准则，推进平等有序的世界多极化和普惠包容的经济全球化，为世界注入更多确定性和稳定性。

China follows an independent foreign policy of peace. As the largest developing country, a partner of the Non-Aligned Movement and a member of the Global South, China will forever stand together with fellow developing countries. China will continue to practice true multilateralism, and work with other countries to uphold the multilateral trading system with the WTO at its core, abide by the UN Charter and the basic norms of international relations, work for an equal and orderly multipolar world and a universally beneficial and inclusive economic globalization, and provide more certainty and stability to the world.

面对层出不穷的全球性挑战、不断加重的和平、发展、安全、治理四大赤字，联合国发展走到了历史的十字路口。在此背景下，中国作为负责任大国，提出全球发展倡议、全球安全倡议、全球文明倡议和全球治理倡议，就是为了更好维护和践行真正的多边主义，推动构建更加公正合理的全球治理体系。四大全球倡议与联合国宪章宗旨和原则一脉相承，形成以发展促繁荣、以安全保稳定、以文明增互信、以治理求公正的有机整体。

Facing an endless array of global challenges and worsening deficits in peace, development, security and governance, the development of the UN has come to a historical crossroads. It is in this context that China, a responsible major country, put forward the Global Development Initiative, the Global Security Initiative, the Global Civilization Initiative and the Global Governance Initiative to better uphold and practice true multilateralism and promote the building of a more just and equitable global governance system. The four initiatives are fully aligned with the purposes and principles of the UN Charter and form an integral whole to help achieve prosperity through development, ensure stability through better security, enhance mutual trust through exchanges between civilizations and pursue justice through sound governance.
