—We should build a BRICS committed to justice, and we must all act as forerunners in reforming global governance. The international power dynamics is undergoing profound changes, but global governance reform has lagged behind for a long time. We should champion true multilateralism and adhere to the vision of global governance characterized by extensive consultation, joint contribution, and shared benefits. We must ensure that global governance reform is guided by the principles of fairness, justice, openness and inclusiveness. In light of the rise of the Global South, we should respond favorably to the calls from various countries to join BRICS. We should advance the process of expanding BRICS membership and establishing a partner country mechanism, and enhance the representation and voice of developing nations in global governance.

中俄是新时代全面战略协作伙伴，双方一直就关乎两国关系的重大问题保持紧密沟通，在涉及彼此核心利益问题上相互支持，有力维护两国各自和共同利益。面对当前变乱交织的国际形势，中俄作为世界大国和联合国安理会常任理事国，将践行真正的多边主义，维护以联合国为核心的国际体系，倡导平等有序的世界多极化、普惠包容的经济全球化，推动构建更加公正合理的全球治理体系。

China and Russia are comprehensive strategic partners of coordination for a new era. The two sides have maintained close communication on major issues concerning bilateral relations, supported each other on issues related to each other’s core interests, and protected respective and common interests of the two countries. Facing the current turbulent and changing international landscape, China and Russia, as two major countries and permanent members of the UN Security Council, will practice true multilateralism, uphold the UN-centered international system, call for an equal and orderly multipolar world and a universally beneficial and inclusive economic globalization, and promote the building of a more just and equitable global governance system.

关于联合国，中国始终践行真正的多边主义。无论国际形势如何变化，中国都坚定维护以联合国为核心的国际体系、以国际法为基础的国际秩序、以《联合国宪章》宗旨和原则为基础的国际关系基本准则。

On the UN, China always practices true multilateralism. No matter how the international landscape may evolve, China will stay firmly committed to safeguarding the international system with the UN at its core, the international order based on international law, and the basic norms governing international relations based on the purposes and principles of the UN Charter.

古特雷斯秘书长在交接仪式上再次强调了多边主义、团结合作的重要价值。这反映了国际社会的共同心声，说明“毁约退群断供”的单边主义行径不得人心。在当前国际形势动荡变革、多边主义遭遇逆风的背景下，发展中国家更加需要联合自强，共同反对单边主义和霸凌行径，维护自身正当发展利益。我们期待在乌拉圭领导下，“77国集团和中国”进一步凝聚团结合作共识，践行真正的多边主义，坚定维护联合国权威和作用，推动发展议题重回国际议程中心位置，携手构建人类命运共同体。

UN Secretary-General Antonio Guterres at the handover ceremony once again stressed the importance of multilateralism, unity and cooperation, which echoes the shared aspiration of the international community. It also proves that unilateral moves such as withdrawing from treaties and organizations and cutting off supplies find no support among the people. As the international landscape experiences instabilities and transformation and multilateralism faces headwinds, it is all the more imperative for developing countries to seek strength through unity, jointly oppose unilateralism and bullying, and safeguard our legitimate development interests. We hope that under the chairmanship of Uruguay, the G77 and China can further pool consensus on solidarity and cooperation, practice true multilateralism, firmly uphold the authority and role of the UN, restore development as the central international agenda item, and jointly build a community with a shared future for humanity.
