Wang Wenbin The ethnic minorities in the US have long suffered prevalent and systemic discrimination, which is a deep-seated illness of the US society. Ethnic minorities including the Indigenous people, the people of African, Latin American and Asian descent, and Muslims, have long been victims of racial discrimination.
非洲裔美国人在财富、健康、教育、司法公正和政治参与方面都远落后于白人,只享有“白人73.9%的平等对待”。非洲裔美国人新冠肺炎的感染率和死亡率分别是白人的3倍和2倍。美国非洲裔女性遭监禁的概率是白人女性的2倍,非洲裔男性遭监禁的概率是白人男性的6倍,非洲裔遭警察杀害的概率是白人的3倍。
African Americans get only 73.9% of the American pie of equality white people enjoy. Black people have slipped further behind white people in wealth, health, education, social justice and civic engagement. Black Americans are infected with the coronavirus at a rate three times that of whites and they are twice as likely to die from COVID-19. Black female Americans are twice likely to be imprisoned than white female Americans and black male Americans are six times more likely to be imprisoned than white male Americans. African Americans are three times more likely to be killed by the police than Caucasians.

Throughout history, the US slaughtered, expelled and assimilated Native Americans physically, geographically and culturally. It violated human rights of Native Americans in an all-round and systemic manner and committed genocide. As a result, the Native American population nosedived from five million in 1492 to 250,000 at the beginning of the 20th century. American Indians are still living at the bottom of the social ladder today. Among all the ethnic communities of the US, American Indians have the lowest life expectancy, the highest poverty rate, the highest rate of youth alcohol abuse, and the lowest community doctor-to-patient ratio. In 2019, about 25% of American Indians lived in poverty, which is 2.5 times that of the national average. 
同非洲裔、原住民一样,美国拉丁裔在教育、就业和收入等经济社会生活等方面全面落后于白人,长期深陷贫困的代际循环。占美国总人口19%的拉美裔只拥有2%的财富。据美国劳工局统计,拉丁裔的失业率通常比白人高出40%,美国4500万贫困人口中28.1%是拉丁裔,1450万贫困儿童中37%为拉丁裔。皮尤中心研究发现,57%的拉丁裔美国人表示自己的肤色会影响到日常生活。
Like African Americans and the Indigenous people, people of Latin American descent rank much lower than white Americans in such social and economic aspects as education, employment and income. They have long been caught up in the cycle of generational poverty. Accounting for 19% of the US population, Latin Americans only possess 2% of the country’s wealth. According to statistics from the US Department of Labor, the unemployment rate of Hispanic or Latin Americans is 40% higher than white Americans, and Hispanics make up 28.1% of the more than 45 million poor Americans and 37% of the 14.5 million children in poverty. A Pew Research Center study found that 57% of Latinos in the US say their skin tone affects their everyday life.
美国反亚裔仇恨犯罪频发高发,美国上届政府臭名昭著的“中国行动计划”给针对亚裔、特别是华裔的种族歧视行为火上浇油。2021年,美国各地仇恨亚裔犯罪案比2020年增加了339%。美国最新民调显示,由于受到反亚裔暴力活动和反华政治言论影响,71%的亚裔受访者感到孤立和备受歧视。有美国媒体报道,美国警方在处理涉亚裔等少数族裔仇恨犯罪案件中,习惯性地偏袒施暴者。
There have been rampant hate crimes targeting Asian Americans, and the previous US administration’s infamous “China Initiative” has fueled racial discrimination against Asians, especially Chinese Americans. Anti-Asian hate crimes surged by 339% in 2021 compared to 2020. A latest survey by the US shows that 71% of Asian American respondents say they are isolated and discriminated against in the US today due to anti-Asian violence and anti-China political discourse. According to US media reports, US police are readily slanted in favor of the perpetrators in hate crimes against ethnic minorities including Asian Americans. 
美国社会对穆斯林群体的歧视有增无减。据美方调查结果,75%的美国成年穆斯林表示美国社会存在大量对穆斯林的歧视,93.7%的穆斯林生活在“伊斯兰恐惧症”的阴影中。
Discrimination against Muslims runs unabated in the US society. US surveys found that 75% of Muslim American adults said there is a lot of discrimination against Muslims in the US. As many as 93.7% are living in the shadows of Islamophobia.
美国的奴隶制虽然被废除,但事实上的种族隔离在美国一直存在。美国内种族主义长期泛滥,美国政府对此负有不可推卸的责任。美国政府在批准《消除一切形式种族歧视国际公约》时,以所谓“言论自由”为由做出过多保留,特别是不接受该公约核心条款第4条和第7条规定的义务,为美国留下了种族主义滋生蔓延的土壤和空间。今天,距离马丁·路德·金发出“我有一个梦想”的呐喊已经过去了将近60年,但是人们至今看到的却仍是弗洛伊德们“我不能呼吸”的残酷现实。难道美国非裔、亚裔、拉丁裔、穆斯林、印第安人等少数族裔还要在恐惧和歧视中度过下一个60年吗?
Slavery has been abolished in the US, but in fact racial segregation persists in the country. The US government cannot shirk its responsibility for the continuously rampant racism. The US government ratified the International Convention on the Elimination of All Forms of Racial Discrimination, but with too many reservations citing “freedom of speech” as an excuse. In particular, it refused to accept the obligations stipulated in Article 4 and Article 7, two core articles in the Convention. This has left the room for racism to grow and spread in the US. Nearly 60 years ago, Martin Luther King, Jr. delivered his “I Have a Dream” speech, and today, we still have to face a brutal reality where people like George Floyd can’t even breathe. Do the ethnic minorities, including the Indigenous people, the people of African, Latin American and Asian descent, and Muslims, still have to live their life in fear and discrimination for another 60 years to come?

Wang Wenbin China’s position on the Ukraine issue is consistent and clear. Just as State Councilor and Foreign Minister Wang Yi pointed out, sending weapons won’t bring peace to Ukraine and resorting to sanctions and pressure cannot get Europe out of its security conundrum. The international community should pool strength for peace and take concrete actions to lower the temperature on the conflict instead of adding fuel to the flame.
