—We should jointly advance modernization underpinned by peace and security. Modernization would not be possible without a peaceful and stable environment for development. China is ready to help Africa improve its capacity in safeguarding peace and stability independently, prioritize Africa in implementing the Global Security Initiative (GSI), promote mutual reinforcement of high-quality development and greater security, and work together with Africa to uphold world peace and stability.

第十，安全共筑伙伴行动。中方愿同非方建立落实全球安全倡议伙伴关系，打造倡议合作示范区，向非方提供10亿元人民币无偿军事援助，为非方培训6000名军队人才和1000名警务执法人员，邀请500名青年军官访华。开展中非军队联演联训、联合巡航，实施“助力非洲摆脱雷患行动”，共同维护人员和项目安全。

Tenth, the Partnership Action for Common Security. China is ready to build with Africa a partnership for implementing the GSI, and make it a fine example of GSI cooperation. We will give Africa RMB1 billion yuan of grants in military assistance, provide training for 6,000 military personnel and 1,000 police and law enforcement officers from Africa, and invite 500 young African military officers to visit China. The two sides will conduct joint military exercises, training and patrol, carry out an “action for a mine-free Africa,” and jointly ensure the safety of personnel and projects.

发布新版军控白皮书，是中国积极践行全球安全倡议、全球治理倡议的具体举措。无论国际风云如何变幻，中国将始终站在和平一边，站在正义一边，始终是维护世界和平与安全的坚定力量。中国愿同所有爱好和平的国家一道，倡导平等有序的世界多极化和普惠包容的经济全球化，巩固和发展以联合国为核心的国际军控体系，携手构建人类命运共同体。

Releasing the new white paper on arms control is a concrete measure for China to actively practice the Global Security Initiative and the Global Governance Initiative. No matter how the international landscape evolves, China will always stand on the side of peace and justice and is a staunch force for safeguarding world peace and security. China is willing to work with all peace-loving countries to advocate an equal and orderly multipolar world and a universally beneficial and inclusive economic globalization, consolidate and develop the international arms control system with the United Nations at its core, and build a community with a shared future for humanity.

中国始终是现行国际秩序的维护者、真正多边主义的践行者。中方倡导和平发展，反对国强必霸；倡导合作共赢，反对赢者通吃；倡导文明互鉴，反对文明冲突；倡导公道公正，反对强权政治。中国相继提出共建“一带一路”倡议和全球发展倡议、全球安全倡议、全球文明倡议、全球治理倡议，为解决当今世界突出问题贡献了中国智慧和中国方案。中方期待同各方一道，共促繁荣、共赢未来，携手构建人类命运共同体。

China always upholds the current international order and practices true multilateralism. We embrace peaceful development, and reject the assertion that a strong country will inevitably seek hegemony. We champion win-win cooperation, and denounce winner-takes-all practices. We advocate mutual learning among civilizations, and do not believe in clash of civilizations. We promote fairness and justice, and oppose power politics. China has successively put forward the Belt and Road Initiative as well as the Global Development Initiative, the Global Security Initiative, the Global Civilization Initiative, and the Global Governance Initiative. They are China’s solutions to the salient issues across the world, based on Chinese wisdom. We look forward to working with all parties to promote common prosperity and a win-win future for all, and building a community with a shared future for humanity.

王毅外长出席蓝厅论坛并发表题为《落实全球治理倡议共建人类命运共同体》的讲话，深入阐释全球治理倡议的重要意义，强调倡议契合世界所需，顺应人心所向，同全球发展倡议、全球安全倡议、全球文明倡议一道，为动荡不安的世界注入宝贵的稳定性、确定性。全球治理倡议最明确的信息，就是汇聚团结的力量；最坚定的立场，就是高举多边的旗帜；最渴望的愿景，就是追求公平的未来。

Foreign Minister Wang Yi attended the Lanting Forum and delivered a speech entitled “Implementing the Global Governance Initiative for a Community with a Shared Future for Humanity.” He elaborated on the significance of the GGI and stressed that the initiative responds to the needs of the world and wishes of the people. Together with the Global Development Initiative (GDI), the Global Security Initiative (GSI) and the Global Civilization Initiative (GCI), it promises much needed stability and provides certainty for this volatile world. The most unequivocal message from the GGI is a call for stronger solidarity. The GGI represents a most powerful statement of multilateralism. The most desired vision of the GGI is a future of fairness.
