Second, expanding practical cooperation in line with development needs. The year 2025 will be the SCO Year of Sustainable Development. China stands ready to deepen cooperation with all sides in poverty reduction, digital economy and green development, to generate sustained momentum for development. We should continue to draw impetus from openness and cooperation, boost the region’s trade and investment facilitation and connectivity, and maintain stable and smooth industrial and supply chains. Active efforts should be made to establish an SCO development bank in order to provide financing support for countries in their pursuit of development.

Mao Ning: From July 6 to 7, Premier of the State Council Li Qiang attended the 17th BRICS Summit in Rio de Janeiro, Brazil. He pointed out that transformations unseen in a century are accelerating in the world, international rules and order face serious challenges, and the authority and efficacy of multilateral mechanisms are weakening. The global governance vision of extensive consultation and joint contribution for shared benefit proposed by President Xi Jinping holds even greater value and relevance. All parties need the spirit of equality and respect to enable more extensive consultation, united and collaborative actions to enhance our joint contribution, and wholehearted embrace of other’s success as our own to expand shared benefits. Standing at the forefront of the Global South, BRICS countries should uphold independence and strive to be the pioneering force in advancing global governance reform, uphold justice and safeguard world peace and tranquility, focus on development and bolster the driving forces of economic growth, and uphold inclusiveness and promote exchange and mutual learning among civilizations. Greater BRICS cooperation should safeguard and practice multilateralism. It should be committed to building an open world economy, enhancing international financial cooperation and unlocking new, promising areas in economic growth. It should unequivocally oppose unilateralism and protectionism, and keep the industrial and supply chains stable and smooth.

三方合作的蓝海浩瀚无边，需要我们拿出实际行动，更好把握和塑造未来。中方愿同东盟、海合会国家一道，加强发展战略对接，深化区域一体化合作，提升贸易和投资自由化便利化水平。同时，需要我们坚定维护以世贸组织为核心的多边贸易体制，推动营造稳定有序的国际市场环境。面对新一轮科技革命和产业变革，我们要携手抢抓先机，扩大高技术领域合作，维护产业链供应链稳定畅通，不断开创三方共同发展新局面。

The future of our trilateral cooperation is boundless like the oceans. It is upon us to take real actions in order to steer and shape it. China stands ready to work with ASEAN and GCC countries to strengthen alignment of development strategies, deepen cooperation on regional integration, and promote trade and investment liberalization and facilitation. At the same time, we must firmly uphold the WTO-centered multilateral trading system, and stand for a stable and orderly global market environment. As the ongoing scientific revolution and industrial transformation unfold, let us join hands to seize the early opportunities, expand high-tech cooperation, safeguard the stable and unimpeded industrial and supply chains, and keep breaking new ground in our common development.

二十国集团要做全球贸易治理改革的促进者。应该坚守建设开放型世界经济的初心，促进贸易投资自由化便利化，打造公正、公平、非歧视的贸易投资环境，反对各种形式的保护主义，让合作的桥梁越来越多、小院高墙式的贸易壁垒越来越少。要推动世贸组织争端解决机制恢复正常运转，并将《投资便利化协定》纳入世贸组织规则框架。要维护产业链供应链稳定畅通，反对设置歧视性、排他性规则，避免采取不符合世贸组织规则的市场扭曲措施。

The G20 should be boosters of global trade governance reform. We should stick to the original goal of building an open world economy, promote trade and investment liberalization and facilitation, and foster a just, fair and non-discriminatory environment for trade and investment. We should oppose protectionism of all forms, build more bridges of cooperation, and reduce “small yard, high fence” type of trade barriers. We should bring the dispute settlement mechanism of the World Trade Organization (WTO) back to normal operation, and include the Investment Facilitation for Development Agreement in the framework of WTO rules. We should maintain stable and smooth industrial and supply chains, reject discriminatory and exclusive rules, and avoid taking market-distorting measures inconsistent with WTO rules.
