第二，紧扣发展需求拓展务实合作。2025年是“上合组织可持续发展年”，中方愿同各方深化减贫、数字经济、绿色发展等合作，努力增强发展后劲。我们还要继续向开放合作要动力，提升地区贸易投资便利化和互联互通水平，维护产业链供应链稳定畅通。积极筹建上合组织开发银行，为各国发展提供融资保障。

Second, expanding practical cooperation in line with development needs. The year 2025 will be the SCO Year of Sustainable Development. China stands ready to deepen cooperation with all sides in poverty reduction, digital economy and green development, to generate sustained momentum for development. We should continue to draw impetus from openness and cooperation, boost the region’s trade and investment facilitation and connectivity, and maintain stable and smooth industrial and supply chains. Active efforts should be made to establish an SCO development bank in order to provide financing support for countries in their pursuit of development.

二十国集团要做全球贸易治理改革的促进者。应该坚守建设开放型世界经济的初心，促进贸易投资自由化便利化，打造公正、公平、非歧视的贸易投资环境，反对各种形式的保护主义，让合作的桥梁越来越多、小院高墙式的贸易壁垒越来越少。要推动世贸组织争端解决机制恢复正常运转，并将《投资便利化协定》纳入世贸组织规则框架。要维护产业链供应链稳定畅通，反对设置歧视性、排他性规则，避免采取不符合世贸组织规则的市场扭曲措施。

The G20 should be boosters of global trade governance reform. We should stick to the original goal of building an open world economy, promote trade and investment liberalization and facilitation, and foster a just, fair and non-discriminatory environment for trade and investment. We should oppose protectionism of all forms, build more bridges of cooperation, and reduce “small yard, high fence” type of trade barriers. We should bring the dispute settlement mechanism of the World Trade Organization (WTO) back to normal operation, and include the Investment Facilitation for Development Agreement in the framework of WTO rules. We should maintain stable and smooth industrial and supply chains, reject discriminatory and exclusive rules, and avoid taking market-distorting measures inconsistent with WTO rules.

三是维护开放市场环境。世界经济发展的历史证明，开放带来进步，封闭导致落后。只有在开放中互动交流、取长补短，才能不断拓展发展边界，发现和开辟新的前沿。可以说，国际合作的深度支撑起人类发展的高度。我们应敞开胸怀、紧密协作，摒弃阵营对立，反对脱钩断链，维护产业链供应链稳定畅通，推进贸易和投资自由化便利化，引导推动全球化健康发展，汇聚世界经济增长强大合力。

—Third, safeguarding an open market environment. The history of global economic development shows that openness brings progress while isolation leaves one behind. Only through open interactions, exchanges and mutual learning can we keep pushing the boundaries of development and discover and open up new frontiers. In many ways, the depth of international cooperation determines the height of human development. So it is essential that we embrace each other with open arms and work closely with each other, reject bloc confrontation and decoupling, keep industrial and supply chains stable and smooth, and advance trade and investment liberalization and facilitation, so as to promote the sound development of globalization and form a strong synergy for global economic growth.

中方始终高度重视中日韩合作。李强总理在领导人会议上就深化合作提出五点建议：一是推动合作全面重启，尊重彼此核心利益与重大关切，充分激活合作存量，稳步培育增量，形成双边关系和三国合作相互促进。二是深化经贸互联互通，维护产业链供应链稳定畅通，尽早恢复并完成中日韩自贸协定谈判。三是引领科技创新合作，加强协同创新和前沿领域合作。四是拉紧人文交流纽带，以举办中日韩文化交流年为契机，推动三国人民实现从“居相邻”到“心相通”。五是努力促进可持续发展，加强低碳转型、气候变化、老龄化和应对流行病等领域交流合作，发掘和开展更多“中日韩+X”合作项目。

China attaches great importance to China-Japan-ROK cooperation. Premier Li Qiang put forward a five-point proposal to deepen the trilateral cooperation. First, fully resume China-Japan-ROK cooperation. The three countries need to respect each other’s core interests and major concerns, fully unleash cooperation potential, nurture new cooperation and make our bilateral relations and trilateral cooperation mutually reinforcing. Second, deepen economic and trade connectivity. The three countries need to keep industrial and supply chains stable and unimpeded, and restart and complete negotiations on a China-Japan-ROK FTA as soon as possible. Third, champion cooperation in technology innovation. The three countries need to strengthen collaborative innovation and cooperation in frontier areas. Fourth, forge closer bonds for people-to-people and cultural exchange. The three countries need to seize the opportunity of the China-Japan-ROK Year of Cultural Exchange to promote heart-to-heart amity as close neighbors. Fifth, advance sustainable development. The three countries need to step up exchange and cooperation on low-carbon transition, climate change, aging societies and response to epidemics, and explore and develop more China-Japan-ROK+X Cooperation projects.
