The Party continued to take economic development as the central task, stood by the conviction that development is of paramount importance, and put forward the notion that science and technology constitute the primary productive force. It implemented major strategies such as invigorating China through science and education, pursuing sustainable development, and developing a quality workforce. It advanced large-scale development of the western region, revitalized old industrial bases in the northeast and other regions, promoted the rise of the central region, and supported the trailblazing development of the eastern region in an effort to promote the coordinated development of urban and rural areas and different regions. The Party promoted the reform and development of state-owned enterprises, encouraged and supported the development of the non-public sector, and accelerated the transformation of the economic growth model. It stepped up environmental protection and promoted sustained and rapid economic development. All of this enabled China’s composite national strength to increase by a large margin.

李强总理在开幕式主旨演讲中强调，中共二十届四中全会审议通过“十五五”规划建议，为今后一个时期中国经济社会发展注入了更多确定性：一是发展的确定性，中国将坚持以经济建设为中心，集中力量推进高质量发展，将为全球经济增长作出新的重要贡献；二是开放的确定性，中国将坚定不移推进高水平对外开放，稳步扩大制度型开放，推出更多自主开放和单边开放举措。

Premier Li Qiang stressed in the keynote speech at the opening ceremony that the 20th CPC Central Committee at its fourth plenary session deliberated on and adopted the recommendations for formulating the 15th Five-Year Plan, injecting more certainty for China’s socioeconomic development in the coming period. First, it provides the certainty of development. China will continue to prioritize economic development and focus on efforts of pursuing high-quality development, which will make new significant contributions to global growth. Second, it provides the certainty of openness. China will firmly advance high-standard opening up, steadily expand institutional opening up and introduce more measures of voluntary and unilateral opening up.

《建议》与“十四五”规划一脉相承，继续把推动高质量发展确定为“十五五”时期经济社会发展的主题，要求坚持以经济建设为中心，完整准确全面贯彻新发展理念，实现质的有效提升和量的合理增长，推动经济持续健康发展和社会全面进步。推动高质量发展，最重要是加快高水平科技自立自强，积极发展新质生产力，在推动科技创新、加快培育新动能、促进经济结构优化升级上取得实质性、突破性进展。

Following the approach of the 14th Five-Year Plan, this draft document also defines the promotion of high-quality development as the main focus in economic and social development in the 15th Five-Year Plan period. It sets the requirements of continuing to pursue economic development as our central task, fully and faithfully applying the new development philosophy on all fronts, promoting higher-quality economic growth while achieving an appropriate increase in economic output, and driving sustained, sound economic development and all-around social progress. To promote high-quality development, we must first and foremost intensify efforts toward achieving greater self-reliance and strength in science and technology, actively develop new quality productive forces, and deliver substantial progress and new breakthroughs in boosting scientific and technological innovation, fostering new drivers of growth, and promoting economic structural improvement and upgrading.

坚持以经济建设为中心，以推动高质量发展为主题，以改革创新为根本动力，以满足人民日益增长的美好生活需要为根本目的，以全面从严治党为根本保障，推动经济实现质的有效提升和量的合理增长，推动人的全面发展、全体人民共同富裕迈出坚实步伐，确保基本实现社会主义现代化取得决定性进展。

We must continue to pursue economic development as our central task, with high-quality development as our main focus, reform and innovation as the fundamental driving force, meeting the people's ever-growing needs for a better life as our fundamental goal, and full and rigorous Party self-governance as the fundamental underpinning for all our efforts. We must promote higher-quality economic growth while achieving an appropriate increase in economic output and make solid headway in promoting well-rounded personal development and common prosperity for all. All of this will allow us to secure decisive progress toward basically achieving socialist modernization.
