我们正身处一个动荡不安、变乱交织的时代。乌克兰危机和加沙冲突延宕，网络安全、气候变化等挑战接踵而至。美国为维护单极霸权地位，纠集其盟友大搞单边制裁、高筑保护主义壁垒、把经济金融手段工具化、武器化，世界经济复苏面临挫折。南北鸿沟不断扩大，超过1亿人流离失所，近8亿人忍饥挨饿，实现2030年可持续发展议程任重道远。

We are now in a volatile and unstable era where changes and turbulence are intertwined. The Ukraine crisis and the conflicts in Gaza are dragging on. Challenges keep coming at us in areas such as cybersecurity and climate change. The United States tries to maintain its unipolar hegemony, by roping in allies to impose unilateral sanctions, erect protectionist barriers and turn economic and financial measures into tools and weapons. Global economic recovery faces setback. The North-South gap is widening. More than 100 million people are displaced and nearly 800 million suffer from hunger. The 2030 Agenda for Sustainable Development remains a distant goal.

谈到联合国的作用，今年是联合国成立80周年。80年来，在维护国际和平与安全、促进全球发展方面，联合国发挥了不可替代的作用。中方始终认为，国际形势越是变乱交织，越要坚持和维护联合国权威。作为联合国创始会员国和安理会常任理事国，中国坚定支持联合国在国际事务中发挥核心作用。不久前，习近平主席提出全球治理倡议，为加强和完善全球治理进一步提出中国方案。我们愿以联合国成立80周年为契机，同各国一道，重温联合国创立初心，重申对联合国宪章宗旨和原则的承诺，重振联合国在新时期的权威与活力，为维护世界和平、促进共同发展，构建人类命运共同体发挥更大作用。

When it comes to the role of the UN, this year marks the 80th anniversary of the founding of the UN. Over the past 80 years, the UN has played an irreplaceable role for safeguarding international peace and security and promoting global development. China always believes that in a world as turbulent as ours, it is all the more important to uphold and defend the authority of the UN. As a founding member of the UN and permanent member of the UN Security Council, China firmly supports the UN in playing a core role in international affairs. Most recently, President Xi Jinping put forward the Global Governance Initiative, which is China’s latest proposal to strengthen and improve global governance. As we mark the UN’s 80th anniversary, China stands ready to work with other member states to renew the founding mission of the UN, reaffirm the commitment to the purposes and principles of the UN Charter, and revitalize the UN’s authority and vigor in the new era, so as to play a bigger role for safeguarding world peace, promoting common development and building a community with a shared future for humanity.

四大全球倡议与联合国宪章宗旨和原则一脉相承，各有侧重、并行不悖，将从不同角度为变乱交织的世界注入更多正能量，为人类发展进步提供更强推动力。今年是联合国成立80周年。作为联合国创始会员国和安理会常任理事国，中方将继续深化同联合国合作，持续推进落实四大全球倡议，携手国际社会维护世界和平，促进发展繁荣。

The four global initiatives are consistent with the purposes and principles of the UN Charter. They are different in focus but mutually reinforcing. They will, from different angles, bring more positive energy to the world of interwoven changes and turbulence and provide stronger impetus to human development and progress. This year marks the 80th anniversary of the UN. As a founding member of the UN and a permanent member of the UN Security Council, China will continue to deepen cooperation with the UN, advance the implementation of the four global initiatives, and join hands with the international community to uphold world peace and promote development and prosperity.

三是致力于共同维护国际和平、促进全球治理改革完善。王毅外长表示，当前国际形势变乱交织，单边强权行径横行，中欧应共同予以抵制反对。习近平主席提出全球治理倡议，旨在改革和完善全球治理体系，符合国际社会共同期盼。中方愿同各国加强团结协作，坚定维护以联合国为核心的国际体系，携手构建更加公正合理的全球治理体系。奥方、斯方、波方领导人高度赞赏中国发展成就和大国担当，重视并欢迎中方提出的全球治理倡议，愿同中方加强沟通协调，维护联合国权威，维护多边主义，携手为促进世界和平与发展作出努力。

Third, the visit reflected shared commitment to world peace and promoting global governance reform. Foreign Minister Wang Yi stated that in a turbulent world, China and Europe need to jointly resist and reject unilateralism and power politics. The Global Governance Initiative, put forth by President Xi Jinping, aims at reforming and improving the global governance system and meets the shared aspirations of the international community. China is willing to strengthen solidarity and cooperation with all other countries, firmly uphold the international system with the United Nations at its core, and work together to build a more just and equitable global governance system. The leaders of Austria, Slovenia and Poland spoke highly of China’s development achievements and sense of responsibility as a major country. They welcomed and affirmed the importance of China’s Global Governance Initiative, and expressed their willingness to strengthen communication and coordination with China, safeguard the authority of the United Nations, uphold multilateralism, and join hands for world peace and development.
