我们正身处一个动荡不安、变乱交织的时代。乌克兰危机和加沙冲突延宕，网络安全、气候变化等挑战接踵而至。美国为维护单极霸权地位，纠集其盟友大搞单边制裁、高筑保护主义壁垒、把经济金融手段工具化、武器化，世界经济复苏面临挫折。南北鸿沟不断扩大，超过1亿人流离失所，近8亿人忍饥挨饿，实现2030年可持续发展议程任重道远。

We are now in a volatile and unstable era where changes and turbulence are intertwined. The Ukraine crisis and the conflicts in Gaza are dragging on. Challenges keep coming at us in areas such as cybersecurity and climate change. The United States tries to maintain its unipolar hegemony, by roping in allies to impose unilateral sanctions, erect protectionist barriers and turn economic and financial measures into tools and weapons. Global economic recovery faces setback. The North-South gap is widening. More than 100 million people are displaced and nearly 800 million suffer from hunger. The 2030 Agenda for Sustainable Development remains a distant goal.

法国是首个同新中国建立大使级外交关系的西方大国。中法关系有着珍贵历史、独特价值和重要使命。近年来，在两国元首战略引领下，两国各层级交往密切，务实合作成果丰硕，多边事务协调有力。当前国际形势变乱交织。中方愿同法方一道，以此访为契机，弘扬中法建交精神，加强战略沟通，深化务实合作，密切多边协调，推动中法全面战略伙伴关系取得新进展，为促进中欧关系健康稳定发展、维护多边主义和世界和平稳定繁荣作出更大贡献。

France is the first major Western country to establish diplomatic relations at the ambassadorial level with the People’s Republic of China. The China-France relationship has a cherished history, unique value and an important mission. In recent years, under the strategic guidance of the two presidents, China and France have had close exchanges at various levels, fruitful practical cooperation and effective coordination in multilateral affairs. As we speak, the international situation is fluid and turbulent. Through the upcoming visit, China stands ready to work with France to champion the spirit that guided the establishment of China-France diplomatic ties, and to step up strategic communication, deepen practical cooperation, and work for closer coordination in multilateral affairs. Together, the two sides can make new progress in their comprehensive strategic partnership, promote the sound and steady development of China-EU relations, and contribute more to multilateralism and a peaceful, stable and prosperous world. 

西班牙是欧盟大国，是中国在欧洲的重要战略伙伴。在两国元首的战略引领下，近年来中西关系保持高水平发展。今年是中西全面战略伙伴关系建立20周年。中方愿同西班牙一道，以费利佩六世国王访华为契机，巩固传统友谊，拓展互利合作，密切人文交流，加强多边协调，推动中西全面战略伙伴关系取得更多成果，更好造福两国人民，也为变乱交织的国际局势注入更多稳定性和正能量。

Spain is a major country in the EU and China’s important strategic partner in Europe. Under the strategic guidance of the two heads of state, in recent years, bilateral relations have maintained robust development. This year marks the 20th anniversary of the China-Spain comprehensive strategic partnership. Through King Felipe VI’s visit, China stands ready to work with Spain to cement traditional friendship, expand mutually beneficial cooperation, have closer people-to-people and cultural exchanges, strengthen coordination on multilateral affairs, and score more progress in the comprehensive strategic partnership so as to deliver more tangibly for the two peoples and inject more stability and positive energy into a turbulent international landscape.

The world today is undergoing accelerated transformation unseen in a century, the international landscape is fraught with changes and turbulence, and global economic recovery remains sluggish. The world has come to a new crossroads—solidarity, cooperation and mutual benefit or return of hegemonism and the law of the jungle; multilateralism, openness and inclusiveness or unilateralism and protectionism. What we choose will profoundly affect the future of the world. We must have vision, step up to our responsibility, and choose what meets the expectation of the people in the Asia Pacific and stands the test of history.
