We are now in a volatile and unstable era where changes and turbulence are intertwined. The Ukraine crisis and the conflicts in Gaza are dragging on. Challenges keep coming at us in areas such as cybersecurity and climate change. The United States tries to maintain its unipolar hegemony, by roping in allies to impose unilateral sanctions, erect protectionist barriers and turn economic and financial measures into tools and weapons. Global economic recovery faces setback. The North-South gap is widening. More than 100 million people are displaced and nearly 800 million suffer from hunger. The 2030 Agenda for Sustainable Development remains a distant goal.

Lin Jian: The China-UK Strategic Dialogue is an important high-level dialogue mechanism between the two sides. Amid the turbulent and fluid international situation, it is ever more relevant for China and the UK, both permanent members of the UN Security Council, to enhance strategic communication. Mao Ning: Amid turbulence and changes in the international landscape, countries call for fairness, justice, solidarity and cooperation and aspire for peace and stability. In September last year, President Xi Jinping put forward the Global Governance Initiative and received immediate support and response from nearly 160 countries and international organizations. The Group of Friends of Global Governance was established in New York, Geneva and then in Vienna. Member countries had extensive discussions on reforming and improving global governance and reached common understandings on five topics, namely working for greater democracy in international relations, upholding the purposes and principles of the UN Charter, defending the central role of the UN, gradually bridging the South-North gap, and focusing on addressing real problems.

As resurgent unilateralism and hegemonism deals a heavy blow to the international system with the UN at its core and the international order based on international law, the world risks regressing to the law of the jungle. As permanent members of the UN Security Council and responsible major countries, China and Russia must step up to their bound duty and jointly safeguard the authority of the UN and international fairness and justice.
