我们正身处一个动荡不安、变乱交织的时代。乌克兰危机和加沙冲突延宕，网络安全、气候变化等挑战接踵而至。美国为维护单极霸权地位，纠集其盟友大搞单边制裁、高筑保护主义壁垒、把经济金融手段工具化、武器化，世界经济复苏面临挫折。南北鸿沟不断扩大，超过1亿人流离失所，近8亿人忍饥挨饿，实现2030年可持续发展议程任重道远。

We are now in a volatile and unstable era where changes and turbulence are intertwined. The Ukraine crisis and the conflicts in Gaza are dragging on. Challenges keep coming at us in areas such as cybersecurity and climate change. The United States tries to maintain its unipolar hegemony, by roping in allies to impose unilateral sanctions, erect protectionist barriers and turn economic and financial measures into tools and weapons. Global economic recovery faces setback. The North-South gap is widening. More than 100 million people are displaced and nearly 800 million suffer from hunger. The 2030 Agenda for Sustainable Development remains a distant goal.

一个更加真实、立体、全面的中国正被越来越多人看见。这得益于中国坚定推进高水平对外开放、持续便利中外人员往来，也得益于中国坚持高质量发展、加快推进新质生产力和创新驱动发展，更得益于中国始终做变乱交织世界中的稳定力量、确定力量，坚持以中国式现代化赋能世界发展。中国将以更大范围的开放、更广视野的创新、更深层次的合作，与世界共享更多机遇和红利，让各国人民有更多机会感知越来越“酷”的中国。

A true China with its multiple facets and dimensions is being discovered by more and more people around the world. This is very much a result of China’s relentless opening-up, entry facilitation policies, high-quality development, and rapid progress in promoting new quality productive forces and innovation-driven development. It is all the more a result of the fact that China has and will always be a source of stability and certainty in a turbulent and changing world, enabling global development through Chinese modernization. We will open wider, broaden our vision of innovation, and deepen cooperation to share more opportunities and benefits with the rest of the world, and let people all over the world see and experience an ever-cooler China.   

中国、东盟、海合会国家的友好交往源远流长，从古老的丝绸之路到如今的“一带一路”，三方的交流合作穿越了千年。今天，在国际形势变乱交织、世界经济增长乏力的背景下，我们建立起三方峰会这样的交流平台和合作机制，堪称地区经济合作的一大创举。这既是延续历史的足迹，更是顺应了时代的呼唤。如果我们翻开世界地图，比划一下中国、东盟、海合会国家的位置，可以发现正好构成一个大三角。大家都知道，三角形最具稳定性，我们三方通过更为紧密的联接和合作，能够形成资源、制造、市场的有机聚合，造就一个充满活力的经济圈和增长极。这无论是对于我们各自的经济繁荣，还是对于亚洲乃至世界的和平和发展，都具有重要意义。我们应当牢牢把握这一历史性机遇，不断丰富三方合作内涵，努力打造当今时代全球合作发展的典范。

China, ASEAN and GCC countries have a long history of friendly interactions, with exchanges and cooperation between us spanning thousands of years from the ancient Silk Road to the Belt and Road Initiative. Today, against a volatile international landscape and sluggish global growth, the establishment of the ASEAN-China-GCC Summit creates a platform for exchanges and a mechanism for cooperation. It is a groundbreaking initiative in regional economic cooperation that has carried forward the legacy of history, and more importantly, answered the call of the times. If we take a look at the world map and draw a line between China, ASEAN and the GCC, we will get a big triangle. As we know, triangle is the most stable structure. By enhancing connectivity and cooperation, we can pool our resources, production capacity and markets to foster a vibrant economic circle and growth pole. This is highly important both to our respective economic prosperity and to peace and development in Asia and the world. We should firmly seize this historic opportunity to enrich the trilateral cooperation, and set a fine example for global cooperation and development in this era.
