Zhao Lijian China is pleased to see the successful convening of the second session of the Conference on the Establishment of a Middle East Zone Free of Nuclear Weapons and Other Weapons of Mass Destruction. The establishment of a Middle East zone free of nuclear weapons and other weapons of mass destruction is conducive to curbing the proliferation of WMD, easing tensions in the Middle East and promoting regional and world peace and security. China always has a positive and supportive attitude towards that.
今年3月，中国国务委员兼外长王毅提出了实现中东安全稳定的五点倡议，其中之一就是呼吁国际社会支持地区国家建立中东无核及其他大规模杀伤性武器区的努力。日前，中国应邀以观察员身份出席了第二届建立中东无核及其他大规模杀伤性武器区会议，并提出三点主张：一是地区国家要加强对话协商，缓和紧张关系，不断积累互信；二是域外国家要提供建设性帮助，为地区和平安宁注入“正能量”，而不是在地区制造对立、煽动对抗。三是各方要维护国际军控法律文书权威，摒弃在核不扩散领域的“双重标准”做法。同时，我们对美国和以色列拒绝出席此次会议感到遗憾，呼吁两国切实承担应尽的责任，积极参与会议进程。
In March this year, State Councilor and Foreign Minister Wang Yi proposed a five-point initiative on achieving security and stability in the Middle East, in which he called for international support for efforts by regional countries in establishing a Middle East zone free of nuclear weapons and other weapons of mass destruction. China was invited to attend the second session of the Conference on the Establishment of a Middle East Zone Free of Nuclear Weapons and Other Weapons of Mass Destruction in the capacity of observer state and made a three-point proposal. First, regional countries should step up dialogue and consultation, ease tensions and continue to build mutual trust. Second, countries outside the region should provide constructive assistance and inject positive energy into regional peace and stability, rather than creating antagonism or inciting confrontation in the region. Third, all parties should uphold the authority of international legal instruments on arms control and discard double standards in the field of nuclear non-proliferation. At the same time, we regret the refusal of the US and Israel to attend the conference and call on the two countries to earnestly assume their due responsibilities and actively participate in the process of the meeting.

中国是一个负责任的大国。我们曾多次重申不会搞竞争性货币贬值，没有也不会将汇率作为工具来应对贸易争端等外部扰动。中国将坚定不移地深化汇率市场化改革，继续完善以市场供求为基础、参考一篮子货币进行调节、有管理的浮动汇率制度，保持人民币汇率在合理均衡水平上的基本稳定。
As a responsible major country, China has reiterated on many occasions that it will not engage in competitive currency depreciation. We have never used and will not use foreign exchange rate as a tool to deal with external disturbances such as trade disputes. China will resolutely deepen market reform of the exchange rate regime, continue to improve the managed, floating regime based on market supply and demand and with reference to a basket of currencies, and keep the RMB exchange rate basically stable at an adaptive and equilibrium level.
