赵立坚我注意到了这份报告。这份报告重点提出了十个问题:美国民主到底是多数人的民主还是少数人的“民主”?是实现权力制衡还是导致权力滥用?是增进民众福祉还是加深民众疾苦?是捍卫自由还是妨害自由?是保护人权还是侵害人权?是促进团结还是导致分裂?是实现梦想还是导致梦魇?是改善国家治理还是导致制度失灵?是给他国带去发展繁荣还是灾难动荡?是维护世界和平还是破坏国际秩序?我觉得这十个问题问得非常好。美方应静下心来认真思考并回答这些问题。
Zhao Lijian I noted this report. It raised ten questions for American democracy: Is it democracy for the majority or “democracy” for the minority? Does it ensure checks and balances of power or lead to abuse of power? Does it improve people’s well-being or increase people’s suffering? Does it defend freedom or hinder freedom? Does it protect human rights or violate human rights? Does it promote unity or lead to division? Does it realize dreams or bring nightmares? Does it improve national governance or lead to system failure? Does it bring development and prosperity or disaster and turmoil to other countries? Does it safeguard world peace and development or undermine international order? These are indeed very good questions. The US should think about them seriously and give its answers. 
我想再次强调的是,民主是全人类的共同价值。美国无权垄断民主标准,无权将本国政治制度强加于人,更无权打着“民主”的幌子拉帮结派、党同伐异,挑动分裂对抗。美国应该把不搞“新冷战”的表态落到实处,多做有利于国际社会共同应对新冠肺炎疫情、经济增长放缓、气候变化危机等全球性紧迫挑战的事,而不是与同舟共济的精神背道而驰。
I want to stress once again that democracy is a common value of humanity. The US has no right to monopolize democratic standards or impose its political system on others, still less does it have the right to form cliques against those that are different and provoke division and confrontation under the banner of democracy. The US should honor its words of not seeking a new Cold War with action, and do things that help to rally the international community to address such urgent global challenges as COVID-19, slow economic growth and the climate change crisis, rather than violating the spirit of solidarity.

The Global Times On December 3, a senior US official said at a briefing for the National Action Plan to Combat Human Trafficking that the US is seeking to prevent goods produced with “forced labor” from entering US markets. Over this year, the US Customs and Border Protection (CBP) issued seven Withhold Release Orders on goods produced with so-called forced labor, including on silica-based products from Xinjiang. It also detained and seized 485 million dollars’ worth of products, the volume and worth of which both increased by a large margin compared to that of last year. What is China’s comment?
赵立坚中方多次强调,新疆没有“强迫劳动”,只有自愿就业、自主择业。美方一些反华势力恶意炒作新疆存在“强迫劳动”的谣言谎言,并以此为由非法扣留新疆产品,对新疆实施制裁,这是赤裸裸的强盗行为。他们的目的就是为了祸乱新疆、遏制中国发展。美方这种打着人权的幌子搞政治操弄、干涉他国内政、破坏全球产业链供应链稳定的卑鄙做法,早已被真相戳碎,被世人看穿,只能以失败告终。美方这样做,不仅伤害了新疆产业发展和产业工人就业,而且损害了包括美国在内的各国消费者利益,是典型的“损人不利己”行径。
Zhao Lijian China has reiterated on multiple occasions that there is no forced labor in Xinjiang, only voluntary employment and free choice in the labor market. Some people in the US maliciously hype up the disinformation on so-called “forced labor in Xinjiang”, and cite this as an excuse for the seizure of products from Xinjiang and sanctions on Xinjiang. This is out-and-out freebooting, which aims at destabilizing Xinjiang and oppressing China’s development. Such despicable practices of the US as political manipulation, interference in others’ internal affairs and disruption to global industrial and supply chains in the name of human rights have been laid bare in juxtaposition to facts and seen through by people around the world, and would only end up in failure. By doing so, the US not only hurts the industrial development and employment of industrial workers in Xinjiang, but also the interests of all consumers, including those in the US. This is a typical example of hurting others without benefiting oneself.
事实上,强迫劳动的帽子美方自己戴最合适。美国至今约有50万名从事农业劳作的童工,有24万到32.5万名妇女和儿童遭到性奴役。说到人口贩运,美国更是劣迹斑斑。过去5年,每年被贩卖到美国从事强迫劳动的人口多达10万;其中一半被卖到血汗工厂,或遭受家庭奴役。2019年美国报告了11500多起人口贩运案件,比2015年翻了一倍多。试问美方,其所谓“打击人口贩运的新国家行动计划”为何不关注自身问题?美方应该立即停止炮制谎言谣言对他国进行攻击抹黑和打压遏制的做法,切实正视并解决好自身严重的强迫劳动和人口贩运问题。
In fact, the label of forced labor suits the US better than anyone else. In the US, about half a million children toil as farmworkers. Roughly 240,000 to 325,000 women and children are victims of sexual slavery. The country has a more deplorable track record on human trafficking. Over the past five years, as many as 100,000 people were trafficked to the US for forced labor annually. Half of them were sold to sweatshops or enslaved in households. In 2019, more than 11,500 cases of human trafficking were reported in the US, more than twice the number of 2015. Can the US explain why the National Action Plan to Combat Human Trafficking sheds no light on its own problems? The US should immediately stop fabricating lies to attack, smear and oppress other countries, and earnestly face up to and address its own serious problems of forced labor and human trafficking.

The Paper According to reports, on December 3 China lodged solemn representations with Japan over former Prime Minister Shinzo Abe’s remarks that “A Taiwan emergency is a Japanese emergency”. Zhao Lijian Certain Japanese politicians’ taking pride in instead of feeling ashamed for their erroneous deeds and words once again reveals their problematic sense of right and wrong.  
日本国内现在确实想法很多,比如有人想否认甚至美化日本对外侵略历史和殖民统治,有人置全球海洋环境安全和人类生命健康于不顾,想把福岛核污染水排海而不承担责任,还有人想借台湾问题干涉中国内政。但存在某种想法并不代表它就是正确的。那些错误的想法只会是日方某些人的一厢情愿,不可能得到亚洲邻国和国际社会的认同。
I want to point out that there is indeed much thinking going on in Japan. To name a few, some people want to deny and even whitewash the history of aggression and colonial rule. Some try to discharge the nuclear contaminated water into the sea in disregard of the safety of global marine environment and humanity’s life and health while shirking responsibilities. Some even try to interfere in China’s internal affairs on the Taiwan question. Some thinking does exist, but that doesn’t mean it is right. The wrong perceptions are merely wishful thinking of some individuals in Japan, which will never be recognized by the Asian neighbors and the international community.
我要强调的是,台湾问题事关中方核心利益,事关中日关系政治基础,事关两国间基本信义。日方应重信守诺,停止干涉中国内政,停止挑衅一个中国原则,停止向“台独”势力发出错误信号。
I would like to stress that the Taiwan question concerns China’s core interests, the political foundation of China-Japan relations and the fundamental trust and faith between the two countries. The Japanese side should honor its commitments, stop interfering in China’s internal affairs, stop provoking the one-China principle and stop sending wrong signals to the “Taiwan independence” forces.

China Daily It is reported that the seventh round of negotiations aimed at restoring the Iran nuclear deal was held in Vienna the other day. Senior US State Department official said Iran was not seriously thinking of a rapid return to the deal and came with proposals that walked back any of the compromises that Iran had floated during the six rounds of talks, pocketed all of the compromises that others and the US in particular had made, and then asked for more. Besides, senior officials of France, the UK and Germany said in a statement that Iran back-tracked on its position in this round of negotiation and demanded major changes to the text. They said some of Iran’s demands went beyond the deal’s terms and the European side is disappointed and concerned. Do you have any comment?
