Zhao Lijian China has elaborated its position on the visit to Xinjiang by the UN High Commissioner for Human Rights on many occasions. China already extended invitation to the High Commissioner for visiting Xinjiang and other places in China, and the two sides are in communication on that. The purpose of the visit is to enhance bilateral exchange and cooperation rather than carry out so-called "investigations" with the presumption of guilt.
