Wang Wenbin To drive a wedge between China and regional countries, the US has been hyping up issues of water resources of the Lancang-Mekong River, which is baseless, scientifically incorrect and hegemonic. I'd like to make the following clarifications.
第一，澜湄流域各国均拥有合理开发利用流域水资源的权利。根据国际农业研究磋商组织的统计，湄公河国家依据本国的发展需要，在湄公河干流支流建有300余座各型水电站。中方在科学评估基础上，在澜沧江干流上建成了11座水电站。这些水利设施为流域各国的经济社会可持续发展发挥了重要作用。美国偏偏指责中国的水利设施对湄公河沿岸造成了不利影响，这纯属别有用心，可谓“欲加之罪、何患无辞”。
First, Lancang-Mekong countries all have the right to the reasonable development and utilization of water resources. According to CGIAR statistics, based on their development needs, Mekong countries have built over 300 hydropower stations on the mainstream and branches of Mekong River. Based on scientific evaluation, China built 11 hydropower stations on the Mekong River mainstream, which have contributed to economic and social sustainable development of riparian countries. The US accusations on China's water conservancy facilities of adverse effects are nothing but unfounded pretexts.
第二，国际科学界和湄委会对澜沧江上游水电站的作用已有公论。中国澜沧江水电站“雨季蓄洪、旱期放水”，有助于维持湄公河旱季流量。此外，澜沧江径流量仅占湄公河全流域水量的13.5%，其出境水量对湄公河水量整体的影响十分有限。在这个问题上，美方有关人士应当加强学习，而不是发表违背科学结论和常识的奇谈怪论。
Second, the international science community and the Mekong River Commission already have a fair conclusion on the role of the hydropower stations at the upper stream of the Lancang River. China's reservoirs store water in the flood season for later use in the dry season, which helps maintain the steady flow of the Mekong. Besides, the runoff of Lancang River only accounts for 13.5 percent of that of the Mekong River, and its flow has very limited impact on the overall runoff of the Mekong River. Those in the US should learn more before saying ludicrous, scientifically incorrect things.
第三，在前不久举行的澜湄国家第三次领导人会议上，李克强总理宣布，中方将与湄公河国家分享澜沧江全年水文信息。澜湄六国并共同发表《万象宣言》，决心共同营造持久和平、稳定、团结与和谐的有利环境，支持建设澜湄水资源合作信息共享平台。澜湄合作秉持共商共建共享的原则，取得了显著的成效，得到地区国家普遍欢迎和赞赏。美国对澜湄地区国家颐指气使的做法蛮横无理，不会得逞。
Third, at the third Lancang-Mekong Cooperation Leaders' Meeting, Premier Li Keqiang announced that China will share Lancang River's hydrological data for the whole year with the Mekong countries. The six Lancang-Mekong countries published the Vientiane Declaration to jointly foster an environment of lasting peace, stability, solidarity and harmony, and to support the building of an information sharing platform of Lancang-Mekong water resources cooperation. Upholding the principle of extensive consultation, joint contribution and shared benefits, our cooperation has been diverse, fruitful and widely acclaimed by regional countries. The US, with its blatancy and arrogance against regional countries, will not get its way.
