一是构建立体联通网络，为未来亚洲打通发展脉络。高效的互联互通、顺畅的经济循环是保持快速发展的重要基础。中国愿同东盟积极推进铁路、港口等基建合作，加快签署和实施3.0版自贸协定，加强对接跨境支付系统，扩大本币结算规模。中方愿探讨面向东盟国家实施单边开放等举措，逐步迈向更高水平的双向开放，助推区域经济一体化发展。

First, we need to create a multidimensional connectivity network to enable unimpeded development for Asia in the future. Efficient connectivity and smooth flows in the economy are important foundations for rapid development. China would like to enhance railway, port and other infrastructure cooperation with ASEAN, expedite the signing and implementation of the FTA 3.0, strengthen the linkage among cross-border payment systems, and scale up local currency settlement. China is willing to explore voluntary opening up to ASEAN countries and other measures to gradually move toward a higher-standard, two-way opening up and boost the integrated development of regional economies.

在中国—东盟领导人会议上，李强总理表示，中国东盟关系已超越双边范畴，具有重要的亚洲意义和全球影响。双方应用好中国和东盟的超大规模市场优势，在共建共享市场方面更多下功夫、想办法，为双方带来更强劲、更长久的发展动力。中方愿同东盟国家一道，构建立体联通网络，积极推进基建合作，挖掘新型产业合作潜力，深化人文交流，推动构建更为紧密的中国东盟命运共同体。与会东盟国家领导人高度评价中国东盟全面战略伙伴关系强劲发展势头，一致认为应进一步深化各领域互利合作，这对地区和平繁荣十分重要。双方领导人在会上宣布实质性结束中国—东盟自贸区3.0版升级谈判，首次达成各自经贸协定中最高水平的数字经济、绿色经济、供应链互联互通章节。这些升级成果将全面拓展中国与东盟在新兴领域互利合作，加强双方标准和规则领域互融互通，共构安全稳定、畅通高效的供应链合作网络，推动双方互利共赢迈上新水平。

At the China-ASEAN Summit, Premier Li Qiang noted that the China-ASEAN relationship has gone far beyond the bilateral scope and taken on great significance for Asia and the world at large. We need to tap into the advantage of China’s and ASEAN’s super-sized markets, and explore more ways and means to connect and share our market, so as to build stronger and more sustainable driving forces for development. China is ready to work with ASEAN countries to create a multidimensional connectivity network, enhance infrastructure cooperation, tap the cooperation potential in new industries and deepen people-to-people and cultural exchanges to build a closer China-ASEAN community with a shared future. Leaders of ASEAN countries at the summit spoke highly of the strong growth momentum of the China-ASEAN comprehensive strategic partnership, and agreed to further deepen the mutually beneficial cooperation in various areas, for this matters much to regional peace and prosperity. Leaders of the two sides announced at the summit the substantial conclusion of the China-ASEAN FTA 3.0 Upgrade Negotiations, which for the first time included chapters on connectivity in digital economy, green economy and supply chains with the highest standards of all their respective economic and trade treaties. These outcomes will comprehensively expand the mutually beneficial cooperation between China and ASEAN in emerging areas, further match the two sides’ standards and rules, bring the two sides together to build a safe, stable, unimpeded and effective supply chain cooperation network, and bring the mutually beneficial cooperation between the two sides to a new level.
