The Central Committee with Comrade Xi Jinping at its core has demonstrated great historical initiative, tremendous political courage, and a powerful sense of mission. Keeping in mind both domestic and international imperatives, the Central Committee has implemented the Party’s basic theory, line, and policy and provided unified leadership for advancing our great struggle, great project, great cause, and great dream. Acting on the general principle of pursuing progress while ensuring stability, it has introduced a raft of major principles and policies, launched a host of major initiatives, pushed ahead with many major tasks, and overcome a number of major risks and challenges. It has solved many tough problems that were long on the agenda but never resolved and accomplished many things that were wanted but never got done. With this, it has prompted historic achievements and historic shifts in the cause of the Party and the country.

党中央强调，面对复杂严峻的国际形势和前所未有的外部风险挑战，必须统筹国内国际两个大局，健全党对外事工作领导体制机制，加强对外工作顶层设计，对中国特色大国外交作出战略谋划，推动建设新型国际关系，推动构建人类命运共同体，弘扬和平、发展、公平、正义、民主、自由的全人类共同价值，引领人类进步潮流。

The Party Central Committee has emphasized that faced with a grave and complex international situation and unprecedented external risks and challenges, it is essential that we take into account both domestic and international imperatives, improve institutions and mechanisms for the Party’s leadership over diplomatic endeavors, strengthen top-level design on this front, and conduct strategic planning on the major-country diplomacy with Chinese characteristics. We must work to develop a new type of international relations, promote the building of a human community with a shared future, champion the shared human values of peace, development, fairness, justice, democracy, and freedom, and steer the tide of human progress.

2024年是和平共处五项原则发表70周年。6月28日，习近平总书记出席和平共处五项原则发表70周年纪念大会并发表重要讲话。这是在世界百年变局加速演进、国际格局深刻调整背景下，以习近平同志为核心的党中央统筹国内国际两个大局，为促进国际社会团结合作、推动人类和平与发展事业举行的一次重大主场外交活动。

The year 2024 marks the 70th anniversary of the Five Principles of Peaceful Coexistence. On June 28, General Secretary Xi Jinping attended and delivered an important address at the conference marking the occasion. This is a major home-court diplomatic event held by the CPC Central Committee with Comrade Xi Jinping at its core, against the backdrop of accelerated global transformation not seen in a century and profound adjustment of the international landscape and with both domestic and international imperatives in mind, to promote international solidarity and cooperation and humanity’s cause of peace and development.

开放包容，就是要统筹国内国际两个大局，坚持对外开放的基本国策，实行积极主动的开放举措，推动构建开放型世界经济，更好造福中国人民和各国人民。要尊重各国自主选择发展道路，尊重世界文明的多样性，不将自己的价值观和模式强加于人，不搞意识形态对抗，让文明交流互鉴成为推动人类社会进步的动力。这是推进国际关系民主化的必要路径，也是世界各国实现共同发展的重要前提。中华文明历来具有开放包容的博大胸怀，我们要持之以恒地倡导各国相互尊重、彼此包容、平等相待。

The principle of openness and inclusiveness underscores the imperative to take into account both domestic and international dynamics, uphold the basic state policy of opening to the outside world, take proactive measures for opening up, contribute to building an open global economy, and deliver more benefits to the people of China and across the world. Countries’ independent choice of their development paths as well as the diversity of civilizations in the world must be respected. It is important to refrain from imposing one’s own values and model on others or engaging in ideological confrontation, and let inter-civilization exchanges and mutual learning become a driving force for the progress of human society. Such is a path that must be taken to promote greater democracy in international relations and a crucial premise for achieving common development of all countries. Openness and inclusiveness are deep-rooted qualities of the Chinese civilization. We should consistently champion mutual respect, mutual tolerance and equality among countries.

We will always commit to self-confidence and self-reliance, and shoulder our due responsibility as a responsible major country. Our national development and rejuvenation will be based on our country’s own strength, and the future and destiny of the our people will be firmly kept in their own hands. Drawing on the continuity, creativity, unity, inclusiveness and peaceful nature of the Chinese civilization and with the  oriental wisdom, we will contribute our share to human progress. We will give full play to the strategic guiding role of the head-of-state diplomacy, ensure the success of the international events China is going to host, such as the Forum on China-Africa Cooperation meeting, the Boao Forum for Asia conference, the China International Import Expo and the Forum on Global Action for Shared Development, and demonstrate the distinctive style of major-country diplomacy with Chinese characteristics. We will address both the domestic and international imperatives, firmly safeguard our country’s sovereignty, security and development interests, and strive for a favorable external environment for domestic efforts of fostering a new development paradigm and achieving high-quality development. We will stand up on major issues bearing on the solidarity, cooperation and legitimate rights of developing countries, and take a clear stand on crucial issues concerning the future of humanity and the direction of world development. Upholding justice, we will stay firmly on the right track of history.
