今天我们又一次站在单边还是多边、双输还是共赢的十字路口。以史为鉴，我们要共同在国际事务中坚持共商共建共享的全球治理观。全球的事务要由大家商量着来办，国际规则应由各国共同制定和遵守，治理的成果也要由大家一起来分享。要坚持和捍卫真正的多边主义，维护联合国在国际体系中的核心作用，维护国际法和国际关系基本准则。要倡导不同文明互学互鉴、和合共生，鼓励和支持各国走符合本国国情的发展道路。要打破一讲多极化就是少数几个大国的传统叙事，推动实现平等有序的世界多极化，为完善全球治理发出更响亮的集体声音，发挥更强大的集体力量。

Today, we are once again standing at a crossroads where we must choose between unilateralism and multilateralism, and between lose-lose and win-win. We should learn from history, and follow the vision of global governance featuring extensive consultation and joint contribution for shared benefit in international affairs. Global affairs should be discussed by all, international rules should be formulated and observed by all countries, and the benefits of governance should be shared by all. It is essential to uphold and defend true multilateralism, preserve the U.N.’s central role in the international system, and safeguard international law and the basic norms governing international relations. We need to advocate mutual learning and harmony between civilizations, and encourage and support all countries in following development paths suited to their national conditions. We must debunk the myth that multipolarity is about a few big countries, champion an equal and orderly multipolar world, speak with a louder collective voice, and play a greater collective role in improving global governance.

此次会晤发出了坚持多边主义、维护多边贸易体制、反对单边霸凌行径的“金砖声音”。今年是联合国成立80周年。各方重申，坚定维护联合国在国际体系中的核心作用，谴责任何单方面破坏多边机构的企图。各方对单边主义、保护主义上升表示严重关切，包括无差别提高对等关税和非关税措施，认为此类措施将破坏全球供应链，加剧全球经济不确定性，呼吁采取措施捍卫自由贸易和多边贸易体制。

This meeting articulated a BRICS voice of supporting multilateralism, upholding the multilateral trading system and opposing unilateral bullying. This year marks the 80th anniversary of the founding of the United Nations. All parties reiterated that they will firmly uphold the central role of the UN in an international system and condemned attempts to unilaterally undermine the work of global multilateral institutions. They voiced serious concerns about the rise of unilateral protectionist measures, including indiscriminate raising of reciprocal tariffs and non-tariff measures. They warned that such measures disrupt global supply chain and bring more uncertainty to the global economy, and called upon all sides to take measures to defend free trade and the multilateral trading system.

与会外长高度评价中方作为主席国开展的积极有效工作，表示当前世界正处于关键历史转折点，金砖国家加强团结合作比以往任何时候都更加重要。会晤发表了关于“应对国际形势新特点新挑战，加强金砖国家团结合作”的联合声明。声明重申对多边主义的承诺，维护国际法以及《联合国宪章》宗旨和原则，尊重各国主权、独立、领土完整、平等和合理关切，维护联合国在国际体系中的核心作用。声明指出，当前应加强和完善全球治理，呼吁在全球治理中尊重民主，在互利合作的基础上构建人类命运共同体。声明强调确保疫苗公平分配，弥合全球“免疫鸿沟”，支持启动金砖国家疫苗研发中心；开展基于科学原则的新冠病毒溯源，反对污名化或干涉。声明呼吁加快落实联合国2030年可持续发展议程；主要发达国家应采取负责任的经济政策，管控好政策外溢效应，避免给发展中国家造成严重冲击；应确保公平竞争环境，避免采取单边主义和保护主义等违背世贸组织规则的行动。声明支持俄罗斯和乌克兰谈判，支持对乌开展人道援助；决心打击一切形式和表现的恐怖主义；重申致力于无核武器世界，注意到五核国发表的《关于防止核战争与避免军备竞赛的联合声明》，特别指出“核战争打不赢也打不得”。外长们支持通过讨论推进金砖国家扩员进程。

Foreign ministers attending the meeting highly commended China’s active and effective work as the rotating chair, and noted that BRICS countries need to enhance solidarity and cooperation more than ever as the world is standing at a critical historical juncture. The foreign ministers released a Joint Statement on “Strengthen BRICS Solidarity and Cooperation, Respond to New Features and Challenges in International Situation”. In the Joint Statement, they reiterated their commitment to multilateralism, upholding international law and the purposes and principles of the UN Charter, respecting the sovereignty, independence, territorial integrity, equality and legitimate concerns of all countries, and to the central role of the United Nations in the international system. They called for efforts to enhance and improve global governance, respect democracy, and build a community with a shared future for mankind based on mutually beneficial cooperation. They reiterated the importance of ensuring equitable distribution of vaccines to fill the immunization gap globally and expressed support for the launch of the BRICS Vaccine Research and Development Center. They expressed support for origins-tracing based on scientific principles and opposition to stigmatization or interference. They called for accelerated implementation of the 2030 Agenda for Sustainable Development; urged major developed countries to adopt responsible economic policies and properly manage policy spillovers to avoid severe impacts on developing countries; expressed support for efforts to maintain a level playing field and refrain from unilateral actions and protectionist measures that run counter to WTO rules. They expressed support for talks between Russia and Ukraine and for efforts to provide humanitarian aid to Ukraine; committed to combating terrorism in all its forms and manifestations; reaffirmed their commitment to a world free of nuclear weapons, and noted the Joint Statement of the Leaders of the People’s Republic of China, the French Republic, the Russian Federation, the United Kingdom of Great Britain and Northern Ireland, and the United States on Preventing Nuclear War and Avoiding Arms Races, in particular the affirmation that a nuclear war cannot be won and must never be fought. They also voiced support for promoting the BRICS expansion process through discussion.
