面对当前复杂形势，我们如何于变局中开新局、危机中育新机？中方愿谈三点看法。

In this complex world, how can we break new ground amid changes and create new opportunities out of crises? China wishes to share three observations.

四是因应加速演进的百年变局。世界局势变乱交织，中哈全方位互利合作既面临新威胁新挑战，也迎来新机遇新空间。中国人讲，危与机总是相辅相生，危中有机，危可转机。中方愿同哈方携手应对世界之变、时代之变、历史之变，在危机中育新机，于变局中开新局，坚决捍卫以联合国为核心的国际体系和以国际法为基础的国际秩序，践行真正的多边主义，反对霸权主义、强权政治、阵营对抗，推进平等有序的世界多极化和普惠包容的经济全球化，为维护世界和平稳定注入更多正能量和稳定性，作出更多中哈贡献。

Fourth, our two countries need to be responsive to the accelerated changes on a scale unseen in a century that are unfolding across the world. Changes and turbulence in the global landscape pose new threats and new challenges, but also bring new opportunities and create new possibilities for all-round cooperation of mutual benefit between China and Kazakhstan. We Chinese believe that in every challenge lies an opportunity, and that challenges and opportunities are interchangeable. China stands ready to join hands with Kazakhstan in response to the changes of historic significance that are taking place in our world and in our times. We need to foster new opportunities amid crises, and open up new horizons on a shifting landscape. China will work with Kazakhstan to uphold the international system with the United Nations at its core and the international order underpinned by international law, act on true multilateralism, oppose hegemonism, power politics and bloc confrontation. We will work together to build an equal and orderly multipolar world, promote universally beneficial and inclusive economic globalization, and bring about more positivity and certainty to world peace and stability.

王毅外长就发展中国家于变局中开新局、在危机中育新机提出三点看法。一是维护普遍安全，携手应对挑战。全球性挑战需要国际社会共同应对，团结才是正道，分裂没有出路。习近平主席提出全球安全倡议，倡导践行共同、综合、合作、可持续的安全观，为破解安全困境、汇聚和平合力提供了重要指引。二是坚持发展优先，汇聚进步合力。中国始终不忘同广大发展中国家携手同行的初心。习近平主席提出的全球发展倡议得到100多个国家和国际组织的积极响应。我们要共同反对将经济问题泛政治化，加强发展战略对接和宏观经济政策协调，维护全球产供链稳定畅通，推动全球化朝更加开放、包容、普惠、平衡、共赢的方向发展。三是坚持公平正义，完善全球治理。70年前，和平共处五项原则在新兴力量发展崛起的历史潮流中应运而生，成为国际社会尤其是发展中国家共同遵循的国际关系准则。我们要以史为鉴，坚持共商共建共享的全球治理观，捍卫真正的多边主义，推动实现平等有序的世界多极化。中方支持金砖敞开大门谋发展、张开怀抱促合作，欢迎更多志同道合的伙伴加入金砖大家庭。

Foreign Minister Wang Yi made a three-point proposal on how developing countries can open up new horizons on a shifting landscape and foster new opportunities amidst crises. First, uphold universal security and jointly tackle challenges. Global challenges should be jointly tackled by the international community, solidarity is the only right way forward and division will lead nowhere. President Xi Jinping put forward the Global Security Initiative and proposed a vision of common, comprehensive, cooperative and sustainable security, providing important guidance for solving security challenges and creating a synergy for peace. Second, prioritize development and pool strength for progress. China remains true to its original aspiration of forging ahead hand in hand with fellow developing countries. The Global Development Initiative put forward by President Xi Jinping has been warmly received by more than 100 countries and international organizations. We should jointly oppose the politicization of economic issues, strengthen the synergy of our development strategies and the coordination of our macroeconomic policies, keep global industrial and supply chains stable and unimpeded and push for a globalization that is more open, inclusive, balanced and beneficial for all. Third, uphold fairness and justice, and improve global governance. Seventy years ago, the Five Principles of Peaceful Coexistence emerged from the historical trend of the rise of emerging forces and has become norms governing international relations followed by the international community, especially developing countries. We should learn from the history, adhere to a global governance philosophy of extensive consultation and joint contribution for shared benefit, uphold true multilateralism, and work for an equal and orderly multipolar world. China supports BRICS in pursuing development and cooperation with open arms, and welcomes more like-minded partners to join the BRICS family.

习近平总书记的一系列重大论述、重要思想深刻揭示了国际形势发展演变的深层规律，体现了中国与各国一道推动构建人类命运共同体的责任和担当，为各国在乱局变局中维护安全和促进发展指明方向，受到国际社会高度赞誉和普遍欢迎。习近平外交思想的不断创新发展，是我们分析把握当前国际形势的根本遵循，是指引对外工作勇往直前、攻坚克难的强大思想武器。我国推动构建人类命运共同体，反映了世界各国人心所向，代表了历史演进正确方向，是引领世界大变局发展走向的重要动力。我们要把思想和行动统一到习近平总书记重大论断和党中央决策部署上来，牢固树立正确的历史观、大局观、角色观，透过现象看本质，透过当前看长远。要坚持把握正确方向和坚定战略自信，准确认识和把握主要矛盾和中心任务，高度重视战略策略问题，发扬斗争精神，敢于斗争、善于斗争，在危机中育新机、于变局中开新局。

These major observations and important thoughts of General Secretary Xi Jinping have profoundly revealed the underlying trend of the evolving international landscape, demonstrated China’s sense of responsibility and commitment for working with all other countries to build a community with a shared future for mankind, and pointed the way forward for countries to maintain security and advance development in times of instability and transformation. They have been highly acclaimed and widely welcomed by the international community. Xi Jinping Thought on Diplomacy, being ever enriching and developing, offers a fundamental guidance for us to analyze and understand the current international situation, and provides a powerful intellectual inspiration for China’s external work to forge ahead against all odds. China’s commitment to building a community with a shared future for mankind reflects an aspiration shared by people around the world. It represents the right direction of historical evolution, and serves as an important driving force that shapes the changing world. We must think and act in accordance with the important conclusions made by General Secretary Xi Jinping and the decisions and plans of the CPC Central Committee, foster a correct outlook on history, on the bigger picture and on the role of our country, and see through the phenomenon to grasp the essence and look beyond the present to seize long-term trends. We need to stick to the right direction, firm up strategic confidence, get a keen understanding of the principal contradiction and central tasks, take both strategic and tactical issues seriously, maintain a fighting spirit, and be brave and adept in carrying out our struggle. By doing so, we will foster new opportunities amidst crises and open up new horizons on a shifting landscape.
