面对世界经济的增长困境，各国如果只考虑自身利益最大化，不顾及他人利益，甚至不惜“开历史倒车”，搞“脱钩断链”、“小院高墙”，只会抬高经济运行成本、割裂地区之间经济联系、激化矛盾和纷争，把世界各国拖入争抢蛋糕而蛋糕越争越小的恶性循环。中国人常说“风物长宜放眼量”，在这种情况下，正确的选择应该是以更高远的视野、更宽广的胸襟来对待发展问题，在共同做大蛋糕中寻求自己的合理利益，既为世界经济注入持久动力，也为自身发展打开一片新天地。

Confronted with the growth predicament of the world economy, maximizing one’s own benefits at the expense of others’ interests, or resorting to regressive actions of decoupling, disrupting supply chains and building small yards with high fences would only push up operational costs, sever the economic links between regions and aggravate tensions and disputes. This would drag the world into a destructive spiral where the fierce competition for a larger slice ends up in a diminishing pie. As we Chinese often say, “Range far your eye over long vistas.” In the current context, the right choice is to approach development issues with a longer view and broader mind, and join hands with others to make the pie bigger while pursuing one’s legitimate interests. This is how we could sustain the growth of the world economy, and open new horizon for our own development.

面对世界经济的增长困境需要国际合作。各国经济相通则共进，相闭则各退。要以更高远的视野、更宽广的胸襟来对待发展问题，在共同做大蛋糕中寻求自身合理利益，开辟经济增长新的动力源。

We need international cooperation to confront the growth predicament of the world economy. Economies make progress through exchange and inter-connectivity and fall behind because of seclusion and closedness. We need to approach development issues with a longer view and broader mind, join hands with others to make the pie bigger while pursuing one’s legitimate interests and cultivate new engines for growth.

经济全球化是大势所趋，保护主义绝不可取，滥用贸易救济措施有违国际经贸规则。只有秉持互利合作，才能做大蛋糕，只有跨越零和博弈，才能带来共赢。希望有关方面认真倾听业界理性声音，切实遵守世贸组织规则，尊重市场经济规律，停止将经贸问题泛政治化、安全化、意识形态化，为包括中国企业在内的各国企业投资经营提供开放、公平、公正、非歧视的环境。

Economic globalization is a major trend, protectionism is never a good option, and abuse of trade remedies contravenes international trade rules. Only through mutually-beneficial cooperation can we make the pie bigger; only by transcending zero-sum game can we achieve win-win. We hope relevant parties will listen carefully to the rational voice from the industry, earnestly observe WTO rules, respect market economy laws, stop turning economic and trade issues into political, security or ideological issues, and provide an open, fair, just and non-discriminatory environment for the investment and operation of businesses from all countries, including China.

我们坚持开放发展，做促进全球复苏的强大引擎。第三届“一带一路”国际合作高峰论坛成功举行，150多个国家、40多个国际组织共同开启“一带一路”新的金色十年。进博会、服贸会、消博会、链博会接连举办，“下一个中国还是中国”成为全球工商界的坚定共识。去年中国经济增长5.2%，对世界经济增长贡献率连续十多年超过30%。最近，中方又推出一系列有利于扩大高水平开放、推动高质量发展的重大举措，持续简化来华签证手续、对多国实行单方面免签，必将为各国投资者和合作伙伴带来更大利好。事实证明，唯有开放才能带来进步，唯有合作才能做大蛋糕。

China has stayed committed to open development and served as a powerful engine of global recovery. The Third Belt and Road Forum for International Cooperation was a success, at which over 150 countries and more than 40 international organizations jointly ushered in another golden decade of Belt and Road cooperation. The China International Import Expo, the China International Fair for Trade in Services, the China International Consumer Products Expo, and the China International Supply Chain Expo were held in succession. It has become an established consensus of the global business community that “the next China is still China.” Our economy grew by 5.2 percent last year, and has been contributing over 30 percent of global growth for more than 10 years running. Recently, China rolled out a series of major steps to expand high-standard opening up and promote high-quality development, including streamlining visa procedures and granting unilateral visa exemption to citizens of a number of countries, which are set to bring more benefits to investors and partners from across the world. It has been proven that openness brings progress and cooperation creates a bigger pie.
