——我们要秉持公道正义的理念。没有公道正义，强权政治就会横行无忌，弱肉强食就会大行其道。面对新形势新挑战，联合国权威和核心地位只能加强、不能削弱。联合国宪章宗旨和原则从未过时，反而更加重要。倡导共商共建共享的全球治理观，践行真正的多边主义，就是要坚持国际规则由各国共同书写、共同维护。世界上的事要由各国商量着办，不能允许谁的“胳膊粗”就听谁的。

We need to commit to fairness and justice. Without them, power politics will be the order of the day, and the weak will be at the mercy of the strong. In face of the new developments and challenges, the authority and central role of the United Nations can only be strengthened rather than weakened. The purposes and principles of the U.N. Charter are never outdated, and they are getting ever more important. China advocates the vision of global governance featuring extensive consultation and joint contribution for shared benefit, and China believes in true multilateralism. Our goal is that international rules should be made and observed by all countries. World affairs should be handled through extensive consultation, not dictated by those with more muscles.

我们希望美国能够正视会议传递出的国际社会普遍关切与强烈呼声，停止针对他国的单边措施和霸凌行径，停止牺牲各国正当利益服务自身霸权利益。世界不能回到弱肉强食的丛林法则，美国不应在错误的道路上越走越远。

We hope the U.S. will face up to the widespread concerns and strong call from the international community at the meeting, stop unilateral measures and bullying practices targeting other countries, and stop serving its own hegemony at the cost of other countries’ legitimate interests. The world should not return to the law of the jungle where the strong bully the weak. The U.S. should not go further down the wrong path.

中国始终坚定支持东盟团结和东盟共同体建设，支持东盟在区域架构中的中心地位。习近平主席在访问中强调，中方支持马来西亚发挥东盟轮值主席国作用，愿同地区国家尽早签署中国—东盟自贸区升级议定书，以开放包容、团结合作抵制“脱钩断链”、“小院高墙”和滥征关税，以和平、合作、开放、包容的亚洲价值观回应弱肉强食的丛林法则，以亚洲的稳定性和确定性应对世界的不稳定和不确定。

China always firmly supports ASEAN unity, the building of ASEAN community and ASEAN centrality in the regional architecture. During the visit, President Xi stressed that China supports Malaysia in playing its role as ASEAN Chair, and stands ready to sign the China-ASEAN Free Trade Area Upgrade Protocol with regional countries as early as possible. Together, we will reject decoupling, supply disruption, “small yard, high fence” and tariff abuse with openness, inclusiveness, solidarity and cooperation, counter the law of the jungle where the strong prey on the weak with the Asian values of peace, cooperation, openness and inclusiveness, and address instability and uncertainty in the world with the stability and certainty of Asia. 

多极化是否会带来动荡失序、冲突对抗？是否意味着大国主导、弱肉强食？中国给出的答案是，应当推动平等有序的世界多极化。这是习近平主席提出的又一重大主张，也是我们对多极世界的真诚期许。中国必将是多极体系中的确定性因素，将坚定做变革世界中的建设性力量。

Will multipolarity bring chaos, conflict and confrontation? Does it mean domination by major countries and the strong bullying the weak? China’s answer is, we should work for an equal and orderly multipolar world. This is another major proposition put forward by President Xi Jinping, and it represents our sincere expectation for a multipolar world. China will surely be a factor of certainty in this multipolar system, and strive to be a steadfast constructive force in a changing world.
