——我们要秉持公道正义的理念。没有公道正义，强权政治就会横行无忌，弱肉强食就会大行其道。面对新形势新挑战，联合国权威和核心地位只能加强、不能削弱。联合国宪章宗旨和原则从未过时，反而更加重要。倡导共商共建共享的全球治理观，践行真正的多边主义，就是要坚持国际规则由各国共同书写、共同维护。世界上的事要由各国商量着办，不能允许谁的“胳膊粗”就听谁的。

We need to commit to fairness and justice. Without them, power politics will be the order of the day, and the weak will be at the mercy of the strong. In face of the new developments and challenges, the authority and central role of the United Nations can only be strengthened rather than weakened. The purposes and principles of the U.N. Charter are never outdated, and they are getting ever more important. China advocates the vision of global governance featuring extensive consultation and joint contribution for shared benefit, and China believes in true multilateralism. Our goal is that international rules should be made and observed by all countries. World affairs should be handled through extensive consultation, not dictated by those with more muscles.

我们要持续凝聚广泛共识。各国进行沟通协商、开展经贸往来，如果在一些基本认识上不一致，就很难取得好的效果。历史告诉我们，人类长期形成的一些共性价值追求，诸如相互尊重、平等相待、公平正义等，既是人与人、也是国与国交往的重要基础。应对世界百年变局，需要对未来趋势有着清醒理智的判断，包括经济全球化和世界多极化不可逆转、世界不能退回弱肉强食的丛林法则等。我们惟有秉持这些符合全人类共同价值、顺应历史发展潮流的基本认识，才能在关键时刻作出正确抉择，在前行路上保持正确方向。

We should continuously build extensive consensus. Absent common understanding on some very basics, countries would hardly make good progress in their communication, consultations or business exchanges. History tells us that some common values that humanity has fostered over millennia, such as mutual respect, equality, fairness and justice, underpin both people-to-people and state-to-state interactions. To address the global transformation unseen in a century, we need to have a clearheaded and sensible judgment about the trajectory of the future. Among many others, the trend toward economic globalization and multipolarity is irreversible, and the world must not slip back to the law of the jungle where the strong prey on the weak. Only when we embrace these basic understandings that are consistent with the common values of humanity and the trend of history, can we make the right decision at this critical juncture and move ahead in the right direction.

联合国宪章宗旨和原则构成国际法的基础，是践行国际法治的“规矩”。没有规矩，不成方圆。当今世界乱象频出，正是由于个别国家对联合国宪章合则用、不合则弃。一个没有联合国的世界，将退回到弱肉强食的丛林，犹如没有红绿灯的路口，横冲直撞、事故频发将成为常态。

The purposes and principles of the UN Charter constitute the basis of international law and are the norms and standards in practicing international rule of law. Nothing can be accomplished without following norms and standards. It is the selective application of the UN Charter by individual countries that resulted in the disorder in today’s world. In a world without the UN, the law of the jungle will prevail, where the strong prey on the weak. It will be like a crossroads without traffic lights where reckless driving and frequent accidents become the order of the day.

人类生活在同一星球，应当同舟共济、和睦相处，决不能重回弱肉强食的丛林法则。任何时候，我们都要坚持走和平发展道路，坚定守护世界和平安宁，携手构建人类命运共同体。

We humans all share the same planet. We must pull together in solidarity and harmony, and ensure that the law of the jungle never makes a comeback. At all times, we must always commit to the path of peaceful development, stay resolved to safeguard global peace and tranquility, and work together to build a community with a shared future for humanity.
