中美《建交公报》和“八·一七”公报明确指出：“美利坚合众国承认中华人民共和国政府是中国的唯一合法政府，并承认中国的立场，即只有一个中国，台湾是中国的一部分。”《中美上海公报》也指出，“美国认识到，在台湾海峡两边的所有中国人都认为只有一个中国，台湾是中国的一部分。美国政府对这一立场不提异议。”美方一边承认台湾是中国的一部分，一边又渲染所谓大陆“侵略”台湾威胁；一边表示不支持“台独”，一边又从国务院网站上删除“台湾是中国的一部分”“不支持‘台独’”等表述。美方这种自相矛盾的行径，不能不令人质疑美方声称的坚持一个中国政策的严肃性、有效性。

The China-US Joint Communiqué on the Establishment of Diplomatic Relations and the August 17 Communiqué clearly noted that the United States of America recognizes the Government of the People’s Republic of China as the sole legal government of China, and it acknowledges the Chinese position that there is but one China and Taiwan is part of China. In the Shanghai Communiqué, the US side also declared that, “The United States acknowledges that all Chinese on either side of the Taiwan Strait maintain there is but one China and that Taiwan is a part of China. The United States Government does not challenge that position.” The US admits that Taiwan is part of China, but keeps talking about the mainland’s potential “aggression” of Taiwan. It says it doesn’t support the independence of Taiwan, but removed such expressions as “Taiwan is part of China” and “The United States does not support Taiwan independence” from the State Department’s website. Such self-contradictory moves only lead people to question the seriousness and efficacy of the US claim that it adheres to the one-China policy.

Second question, the US State Department said on Tuesday that Taiwan should be allowed to attend this assembly, arguing that the island’s exclusion at China’s behest was unwarranted. Does the foreign ministry have any comment?

关于第二个问题，世界上只有一个中国，台湾是中国领土不可分割的一部分。在台湾地区参与国际组织、包括世卫组织活动问题上，中方立场是一贯、明确的，即必须按照一个中国原则来处理。联大第2758号决议明确承认中华人民共和国政府的代表是中国在联合国的唯一合法代表；世界卫生大会25.1号决议明确承认，中华人民共和国政府的代表是中国在世界卫生组织的唯一合法代表。上述两个决议确认的一个中国原则得到国际社会普遍支持，是人心所向，大势所趋，不可阻挡。

To answer your second question, there is but one China in the world and Taiwan is an inalienable part of China’s territory. On the Taiwan region’s participation in the activities of international organizations, including the WHO, China’s position is consistent and clear, that is, it must be handled in accordance with the one-China principle. UNGA Resolution 2758 explicitly recognizes the representatives of the Government of the People’s Republic of China as the only legitimate representatives of China to the United Nations. WHA Resolution 25.1 explicitly recognizes the representatives of the People’s Republic of China as the only legitimate representatives of China to the World Health Organization. The one-China principle affirmed in these two resolutions has received universal support from the international community and represents an unstoppable trend with overwhelming public support.
