In July this year, the US already announced sanctions on seven Chinese officials including the five deputy directors of LOCPG you just mentioned when it issued the so-called “Hong Kong Business Advisory”. The Chinese side took reciprocal countermeasures on relevant US personnel. Now the US just dusted off the old sanctions and announced them again. It is merely hyping up Hong Kong-related issues to serve its political agenda of containing China. This has laid bare the truth that the US is not really interested in human rights in Hong Kong but actually seeks to undermine its stability and prosperity.
针对美方错误行径，中方决定采取对等反制，根据《反外国制裁法》对美国前商务部长罗斯、美国国会“美中经济与安全评估委员会”（USCC）主席卡罗琳·巴塞洛缪、“国会—行政部门中国委员会”（CECC）前办公室主任乔纳森·斯迪沃斯、“美国国际事务民主协会”金度允、“美国国际共和研究所”在港授权代表亚当·金等5名美方人员实施制裁。制裁措施包括禁止上述人员入境（包括香港、澳门）、冻结其在华财产、禁止中国公民及机构与其交易。此前中方针对美国其他涉港错误行径作出的反制决定，包括制裁对象和措施依然有效。
In response to the erroneous practice of the US side, China has decided to take reciprocal countermeasures and impose sanctions according to the Anti-Foreign Sanctions Law on five US individuals including former US Secretary of Commerce Wilbur Louis Ross, Chairman of US-China Economic and Security Review Commission (USCC) Carolyn Bartholomew, former Staff Director of Congressional-Executive Commission on China (CECC) Jonathan Stivers, DoYun Kim at National Democratic Institute for International Affairs (NDI), and senior program manager of the International Republican Institute (IRI) Adam Joseph King. These individuals are prohibited from entering the mainland, Hong Kong and Macao of China. Their assets in China will be frozen, and Chinese citizens and institutions will be prohibited from doing business with them. Anti-sanctions decisions that China made earlier in response to other wrong moves by the US concerning Hong Kong, including the targets sanctioned and specific measures, remain in effect.
我们再次敦促美方撤销对中方人员所谓制裁，停止插手香港事务、干涉中国内政。中方将继续依法采取一切必要措施捍卫国家利益和尊严。
Once again we urge the US to remove the so-called sanctions on Chinese personnel and stop meddling in Hong Kong’s affairs, which are China’s domestic affairs. The Chinese side will continue to take all necessary measures to defend its national interests and dignity.
