至于“领导人民主峰会”，我们已多次表明立场。民主是全人类共同价值，不是少数国家的专利。美方所作所为恰恰证明，所谓民主只不过是一个幌子，是美方拿来推进其地缘战略目标、打压他国、分裂世界、服务自身维霸私利的工具。美方披着民主外衣推行集团政治、挑动阵营对抗之举，是冷战思维的再现，受到国际社会有识之士的普遍质疑和反对。

As to the "Summit for Democracy", we have repeatedly stated our position. Democracy is a common value of all humanity, not the patent of a few countries. What the US has done shows exactly that it is only using democracy as a cover and tool to advance its geostrategic goals, suppress other countries, divide the world, and serve its selfish agenda of maintaining hegemony. Its acts of practicing bloc politics and inciting confrontation under the guise of democracy are reincarnation of the Cold War mentality and have been widely questioned and rejected by visionary people of the international community.

赵立坚今年是上合组织成立20周年。20年来，上合组织始终以“上海精神”为指引，不断增进本组织国家睦邻友好，持续深化各领域合作，成功探索出一条新型区域组织的合作与发展道路，成为地区国家维护安全稳定、谋求发展繁荣的重要依托。今年9月，习近平主席出席上合组织峰会并发表重要讲话，倡议各方走团结合作、安危共担、开放融通、互学互鉴、公平正义之路，为上合组织未来发展提出了“中国方案”。

Zhao Lijian This year marks the 20th anniversary of the founding of the Shanghai Cooperation Organization (SCO). Over the past two decades, the organization, guided by the Shanghai Spirit, has continuously enhanced good-neighborliness and friendship between member countries, deepened cooperation in various sectors, and successfully blazed a path of cooperation and development for a new type of regional organization. It has become an important underpinning for regional countries to safeguard security and stability and pursue development and prosperity. President Xi Jinping attended the Meeting of the Council of Heads of State of the SCO and delivered important remarks in September this year. He proposed that the SCO countries follow the journey of enhancing solidarity and cooperation, upholding common security, promoting openness and integration, boosting interactions and mutual learning and upholding equity and justice, putting forward China's solution to the future development of the SCO.

香港中评社记者据法国外交部网站消息，法外交部就美澳启动建造核动力潜艇第一阶段协议应询答问称，正如法国外长所言，法方非常谨慎地遵守有关合同承诺，并将坚定捍卫自身利益。中方对此有何评论？

What is your comment?

第一，许多国家已就美英澳开展核潜艇合作表达了严重关切，认为此举蓄意加剧地区紧张局势，刺激军备竞赛，威胁地区和平稳定，是冲击国际核不扩散体系、制造核扩散风险的“灰犀牛”。

First, many countries have expressed serious concerns over the US-UK-Australia nuclear submarine cooperation, believing that it is a "gray rhino" undermining the international nuclear non-proliferation system and creating nuclear proliferation risks as it deliberately escalates regional tension, provokes an arms race, and threatens regional peace and stability. 

第三，国际社会普遍认为，美英澳应摒弃冷战零和思维和狭隘地缘政治观念，顺应和平与发展的时代潮流，停止搞“小圈子”、“小集团”。有关国家应认真履行国际核不扩散义务，切实维护地区和平稳定大局，撤销相关错误决定，给国际社会一个负责任的交代。

Third, it is a shared view of the international community that the US, the UK and Australia should abandon the Cold War mentality and narrow-minded geopolitical concepts, respond to the trend of the times for peace and development and stop creating "small blocs" or "small cliques". The countries concerned should seriously abide by international non-proliferation obligations, earnestly safeguard regional peace and stability and withdraw the wrong decisions to give a responsible explanation to the international community.
