李克强总理就下阶段中国东盟合作提出了六点建议：一是共筑健康防线。中方愿进一步增加对东盟国家的疫苗和抗疫物资援助，倡议成立中国—东盟公共卫生科技合作中心。二是深化经济融合。推动区域全面经济伙伴关系协定（RCEP）尽早生效，愿正式启动中国—东盟自贸区升级后续谈判可行性研究。三是推动包容发展。加快推进构建蓝色经济伙伴关系，在东盟国家设立专门机构，打造发展合作示范点。四是坚持创新驱动。落实好未来五年科技创新伙伴关系行动计划，尽快完成制定《关于落实中国—东盟数字经济合作伙伴关系的行动计划（2021－2025）》。五是拓展绿色合作。落实好《中国—东盟环境合作战略及行动计划（2021－2025）》，共同应对气候变化，合理推动能源产业和经济结构转换升级。六是夯实民意基础。在确保防疫安全前提下，分阶段处理好东盟国家留学生返华复学等问题，继续向中国—东盟合作基金增资。
Premier Li Keqiang put forward six points for China-ASEAN cooperation in the next stage: First, we need to jointly build a line of defense for health. China will further increase assistance in vaccines and anti-COVID supplies to ASEAN countries, and proposes establishing a China-ASEAN Public Health Research and Development Collaborating Center. Second, we need to deepen economic integration. We need to hasten work for the Regional Comprehensive Economic Partnership (RCEP) to take effect as early as possible. China is ready to officially launch the joint feasibility study to identify other areas for possible inclusion in further enhancing the China-ASEAN FTA. Third, we need to promote inclusive development. We will speed up the building of the Partnership on Blue Economy. China is ready to set up dedicated offices in ASEAN countries and build demonstration areas of development cooperation. Fourth, we need to uphold an innovation-driven approach. We need to deliver on the Plan of Action on a Closer Partnership of Science, Technology and Innovation for Future (2021-2025). We need to finalize the Plan of Action on the Implementation of the China-ASEAN Digital Economy Partnership as quickly as possible. Fifth, we need to expand green cooperation. We need to implement well the Framework of China-ASEAN Environmental Cooperation Strategy and Action Plan 2021-2025 and jointly make climate response. We need to push for the transition and upgrading of energy industries and economic structures as appropriate. Sixth, we need to cement the foundation of popular support. We should manage the return of ASEAN students to China for school in a phased manner while ensuring COVID-related safety. We will make additional contribution to the China-ASEAN Cooperation Fund.
与会东盟国家领导人赞赏中国东盟关系取得的积极进展，期待同中方举行建立对话关系30周年纪念峰会，愿同中方继续加强各领域务实合作，全面有效落实《南海各方行为宣言》，尽早达成有效、富有实质内容的“南海行为准则”，推动区域全面经济伙伴关系协定早日生效。
Leaders of ASEAN countries at the summit appreciate the positive progress of China-ASEAN relations, look forward to holding a summit to commemorate the 30th anniversary of the China-ASEAN dialogue relationship, and stand ready to continue to strengthen practical cooperation with China in various areas, fully and effectively implement the Declaration on the Conduct of Parties in the South China Sea (DOC), work for an early conclusion of a Code of Conduct in the South China Sea that is effective and substantive, and promote the early entry-into-force of the RCEP.

Under the new circumstances, the two countries should stand together even more firmly and push forward the all-weather strategic cooperative partnership, and build a closer China-Pakistan community with a shared future in the new era. President Xi stressed thatChina supports Pakistan in exploring a development path suited to its own national conditions and is willing to share China's new high-quality development opportunities with Pakistan. China will continue to support Pakistan in its fight against COVID-19, jointly pursue high quality CPEC cooperation and continue to unleash the positive effects of CPEC in promoting growth and improving people's wellbeing.
