The Daily Telegraph The UK yesterday declared China in formal breach of the Sino-British Joint Declaration after the NPC Standing Committee passed a decision to allow Hong Kong authorities to dismiss disqualified lawmakers. What is your response?

Wang Wenbin Since the relevant decision was adopted, a handful of countries, like the UK and Australia, have made some irresponsible remarks against China on this issue.
我此前已经阐明,中国全国人大常委会作出有关决定是坚持和完善“一国两制”制度体系、落实香港基本法和香港国安法等有关规定的必然要求,也是维护香港法治和特区宪制秩序的必要之举。有关决定针对的是不符合拥护香港特区基本法和效忠香港特区法定要求和条件的立法会议员,根本不存在所谓损害特区高度自治和自由的问题。有关国家借香港特区立法会议员资格问题做文章,是对中国内政的粗暴干涉,严重违反国际法和国际关系基本准则,中方对此坚决反对,已就此向他们提出严正交涉。
I have already said that this decision made by the Standing Committee of the National People's Congress of China is a necessary and essential step to uphold and improve the "one country, two systems", implement the Basic Law and the Hong Kong national security law, and maintain the rule of law and constitutional order in the HKSAR. As per the decision, LegCo members shall be disqualified for office once they are determined by law to have failed to meet the legal requirements of upholding the HKSAR Basic Law and honoring the pledge of allegiance to the HKSAR. It has nothing to do with undermining Hong Kong's high degree of autonomy and freedoms. By taking up the issue of HKSAR LegCo members' qualification, relevant countries have grossly interfered in China's internal affairs and violated international law and basic norms governing international relations. China firmly opposes this and has lodged stern representations with them.
公职人员宣誓效忠制度是国际通例。英方和澳方对于中方明确要求香港特区立法会议员必须拥护特区基本法、效忠特区横加指责,这是典型的双重标准。哪个国家会允许分裂国家、背叛誓言、违反法律、勾结外部势力的人担任议员等公职?香港已经回归祖国20多年,难道英国、澳大利亚还指望港人不认同“一国”,不效忠国家和特区吗?他们到底想干什么?
It is a common practice worldwide for civil servants to pledge allegiance to their country. It is typical double standards when the UK and Australia criticized China for asking HKSAR LegCo members to uphold the Basic Law and declare loyalty to the HKSAR. For those who have betrayed their oaths and broken laws to collude with foreign forces and carry out separatist activities, will any country allow such persons to sit as lawmakers or hold any public offices? More than 20 years have passed since Hong Kong's return to the motherland. Are they expecting Hong Kong compatriots not to identify with the "one country" and not to pledge allegiance to their country and the HKSAR? What's on their mind and what are they up to?
我还想指出,英方、澳方以民主、人权为借口干预香港事务,这根本站不住脚。英国对香港殖民统治时期,历任港督都由英国政府委任。英国政府1976年批准《公民权利和政治权利国际公约》时通过保留方式明确提出,公约关于定期选举的规定不在香港适用。港英时期的《公安条例》和《社团条例》对集会、游行、结社加以严格苛刻的限制。
I also have to point out that it is untenable for the UK and Australia to use democracy and human rights as excuses to interfere in Hong Kong affairs. During the British colonial rule over Hong Kong, Governors of Hong Kong at the time were chosen and appointed in London by the British government. When ratifying the International Covenant on Civil and Political Rights in 1976, the British government made a reservation not to apply to Hong Kong the periodic elections provisions. Both the Public Order Ordinance and the Societies Ordinance during the British rule imposed draconian restrictions on assembly, procession and association in Hong Kong.
英方反复拿《中英联合声明》来说事。我要强调的是,香港回归祖国后,《中英联合声明》中所规定的与英方有关的条款已全部履行完毕。英国对香港事务没有任何监督的权利,无权借《联合声明》来干预香港事务和中国内政。澳方自身也存在着严重的难移民、土著人权利问题。英方、澳方没有任何资格、没有任何道义和法理依据,对香港事务指手画脚。
The UK keeps dragging the Sino-British Joint Declaration into the spotlight. I want to stress that after Hong Kong's return to China, all the articles related to the UK under the Sino-British Joint Declaration have completed their mission. The UK is not entitled to any right of supervision over Hong Kong, nor citing the Joint Declaration to meddle with Hong Kong affairs and China's internal affairs. Australia is also facing serious issues concerning the rights of refugees, immigrants and aboriginals. The UK and Australia therefore are in no position and have no moral or legal basis to level criticism on Hong Kong affairs.
在前不久举行的联合国人权理事会上,70余个国家发言就涉港问题支持中方,发出了公平正义的声音。我们敦促英、澳等少数国家停止玩弄双重标准、干涉中国内政。如果有关国家一意孤行,中方将作出坚决、正当、必要的反应。
At a recent session of the UN Human Rights Council, over 70 countries voiced their support for China on issues related to Hong Kong in a show of support for fairness and justice. We urge these countries including the UK and Australia to stop playing double standards and interfering in China's internal affairs. Should they insist on going down the wrong path, China will make firm, legitimate and necessary reactions.

We also noted that the judge in question said that the U.S. government's own descriptions of the national security threat posed by the TikTok app are phrased in the hypothetical and its relevant actions exceeded the authority granted to the government under the International Emergency Economic Powers Act.
