第三，中国应对气变取得非凡成就。中国哲学一向追求“天人合一”，“天下名山僧占多”也折射出古人对优美环境的追求。当前生态文明建设已成为中国“五位一体”总体布局的重要内容。习近平生态文明思想强调人与自然和谐共生，秉持“绿水青山就是金山银山”理念，坚持山水林田湖草是生命共同体。我们倡导绿色、低碳、循环、可持续的生产生活方式，积极推广“基于自然的解决方案”，着力推动绿色“一带一路”国际合作，相关工作取得重要成果。2000年以来，全球新增绿化面积的四分之一来自中国。中国可再生能源装机已占全球30%，新能源汽车保有量已占全球一半以上。

Third, China has made good progress in climate response. Harmony between nature and human is deeply valued in traditional Chinese philosophy,as described in a Chinese adage, "in picturesque mountains can people find more temples." Ecological conservation is an important component of our five-sphere integrated plan for development. We are guided by the Xi Jinping Thought on Ecological Civilization, which stresses the harmonious coexistence of humankind and nature, the notion that clean rivers and lush mountains are invaluable assets, and the importance of a holistic approach to managing the ecosystems of mountains, rivers, lakes, forests, farmland and grassland. Guided by this Thought, we pursue green, low-carbon, circular and sustainable ways of life and production, actively promote nature-based solutions (NBS), and advance cooperation on the "green Silk Road". China has achieved important outcomes in all these areas. One fourth of the world's green leaf area newly added since the year 2000 is in China. China now accounts for 30 percent of the world's installed capacity of renewable energy and more than half of the new-energy vehicles sold globally.

汪文斌：刚才我已经介绍了习近平主席在联大一般性辩论讲话中提出的有关倡议和主张。我愿再次强调：中国政府高度重视环境保护，将生态文明建设纳入中国特色社会主义事业“五位一体”总体布局，大力推动绿色、低碳和可持续发展，认真履行气候变化、生物多样性、化学品等领域国际环境条约义务，取得显著成效。截至2019年底，中国单位国内生产总值二氧化碳排放比2005年降低48.1%，已超额完成2030年森林碳汇目标。中国通过切实行动为全球气候环境治理持续作出积极贡献。习主席在昨天联大一般性辩论讲话中宣布，中国将提高“国家自主贡献”力度，采取更加有力的政策和措施，二氧化碳排放力争于2030年前达到峰值，努力争取于2060年前实现碳中和。这样一个具有雄心的目标体现了中国在环境保护和应对气候变化问题上的负责任大国作用和大国担当，也是对美方对中方无理指责的有力回击。

Wang Wenbin: I've just talked about China's relevant proposals and propositions as expounded by President Xi Jinping in his speech at the UNGA General Debate . I would like to reiterate that the Chinese government attaches great importance to environmental protection. We have included ecological civilization as one prong of the "five-pronged" overall plan for developing socialism with Chinese characteristics, made earnest efforts to pursue green, low-carbon and sustainable development, and faithfully fulfilled our obligations under relevant international treaties in such fields as climate change, biodiversity and chemical use. Such efforts have led to positive outcomes. By the end of 2019, China has reduced carbon dioxide emissions per unit of GDP by 48.1 percent over 2005, already exceeding the 2030 target for forest carbon sinks. China has taken real actions and made real contributions to the global climate and environment governance. As announced by President Xi yesterday, China will scale up its Intended Nationally Determined Contributions by adopting more vigorous policies and measures. We aim to have CO2 emissions peak before 2030 and achieve carbon neutrality before 2060. These ambitious goals speak to China's role and sense of responsibility as a major country in protecting the environment and tackling climate change. They are also powerful rebuke to the US unfounded accusations against China at the UNGA.

中国政府高度重视环境保护，将生态文明建设纳入中国特色社会主义事业“五位一体”总体布局，将良好生态环境作为最普惠的民生福祉，大力推动绿色、低碳和可持续发展，深入实施大气、水、土壤污染防治三大行动计划，取得显著成效。在国际层面，中国认真履行《联合国气候变化框架公约》、《巴黎协定》、《巴塞尔公约》、《关于汞的水俣公约》等条约义务，为全球环境治理作出积极贡献。

The Chinese government attaches high importance to environmental protection and has incorporated ecological progress into the five-sphere integrated plan for the cause of socialism with Chinese characteristics. Believing that a sound ecological environment benefits the well-being of all people, the Chinese government has made strenuous efforts to promote green, low-carbon and sustainable development and implemented action plans to prevent and treat air, water and soil pollution with significant results. In the international arena, China has earnestly fulfilled its obligations under the United Nations Framework Convention on Climate Change, the Paris Agreement, the Basel Convention, the Minamata Convention on Mercury, among others. We made positive contributions to global environmental governance.
